A FIFA ESTÁ SE PREPARANDO PARA ABANDONAR AS REGRAS RELATIVAS AOS AGENTES DE JOGADOR / FIFA IS PREPARING TO ABANDON THE RULES RELATING TO PLAYER AGENTS FIFA

Em um movimento que poderia transformar o mercado global de transferência em um mercado livre para todos.

A circular que o departamento técnico da FIFA que rege o futebol mundial distribuiu a todas as suas 208 associações nacionais é a prospecção de um parecer sobre uma proposta que vai retirar-se do seu papel regulador do mercado de transferências internacional. O desenvolvimento foi tratado numa conversa de uma conferência de agentes, em Wembley, ontem, com um delegado alegando que os sinais de movimento que o futebol está indo "de volta para o oeste selvagem".

Nesta altura em que inquéritos criminais estão em curso em ambos os lados do canal, alegadamente sobre atividades ilegais nas transferências dos jogadores de futebol, a proposta já se reuniu com uma recepção muito fria na França. Pois, nesse país, as autoridades legais também regulam os agentes desportivos sob as leis nacionais. O diretor jurídico da federação francesa de futebol, Jean Lapeyre, disse: "Nós vamos deixar claro à FIFA que a nossa posição em relação a este tipo de ideia é hostil."

A postura da FIFA é pragmática. Ela deixou claro que apenas uma em cinco transferências em todo o mundo emprega um agente licenciado e sob a sua direção um membro da FIFA, deu um voto político de remoção desta burocracia que é muito caro e tende a ganhar um apoio considerável.

Atualmente a carga administrativa para agentes reguladores encontra-se com as associações nacionais e até mesmo a pequena nação insular de São Tomé e Príncipe, na costa oeste da África central, tem três agentes licenciados que trabalham a partir de suas margens.

Para as nações de futebol mais importantes, como a Inglaterra, diz que não é um problema ter o Agente Credenciado. Na verdade, a Associação de Futebol tem sido um líder mundial na aplicação da regulamentação dos agentes, trazendo regras adicionais e acordos de licenciamento na sequência do inquérito da Quest sobre as denúncias de "tampões" no futebol.

A FA recusou-se a comentar ontem sobre como ela irá responder a FIFA as pesquisas. No entanto, acredita-se em particular que irá desanimar todos os progressos realizados nos últimos anos e pode ser prejudicado este avanço.

Então o maior culpado de não estarmos fazendo as transferências é justamente pela omissão da FIFA que não nos autorizou como deveria e a falta de ação da CBF.

Aqui no Brasil as autoridades federais não se metem no futebol, corre tudo a céu aberto e sem comando. Nunca ninguém regulou nada aqui, qualquer vendedor de picolé é dono de jogador e qualquer dirigente se torna empresário de jogador, tem clube em que se briga para ser diretor de futebol e botar a mão nos jogadores.

E agora a FIFA quer acabar sua criação, não tenho nada contra, desde que receba por tudo que gastei (antes, pensava que estava investindo), hoje sei que joguei fora este tempo todo e o dinheiro que empreguei, antes pensava que iria ter uma função, exercer um trabalho em que poderia contribuir com a experiência e o conhecimento adquiridos em muitos anos no futebol e que até ganharia para meu sustento, mas que poderia esta ajudando muitas pessoas a terem uma carreira bem administrada. Para isto me tornei um agente FIFA, ou credenciado, só que até hoje não sei de quem nem para que.

In a move that could turn the global transfer market into a free for all.

A circular that the football's world governing body has distributed to all of its 208 national associations is canvassing opinion on a proposal that will see it withdraw from its role as regulator of the international transfer market. The development was the talk of an agents' conference at Wembley yesterday, with one delegate claiming the move signals that football is heading "back to the wild west".

At a time when criminal inquiries are under way on both sides of the Channel over allegedly illegal activities in football transfers, the proposal has already met with a cold reception in France. In that country the statutory authorities also regulate sports agents under national laws. The French football federation's legal director, Jean Lapeyre, said: "We are going to make clear to FIFA that our stance towards this sort of idea is hostile."

FIFA’S stance is pragmatic. It has made clear that only one in five transfers worldwide employs a licensed agent and under its one-member, one-vote policy the removal of costly red tape is likely to gain considerable support.

Currently, the administrative burden on regulating agents lies with the national associations and even the tiny island nation of São Tomé and Príncipe, off the west coast of central Africa, has three licensed agents working from its shores.

For major football nations such as England, that is not a problem. Indeed, the Football Association has been a world leader in its enforcement of agents' regulations, bringing in additional rules and licensing arrangements following the Quest inquiry into allegations of "bungs" in football.

The FA refused to comment on how it will respond to FIFA’s survey. However it is believed privately to be dismayed that the progress it has made in recent years could be undermined.

There is some speculation that FIFA will even forbid national associations from having any involvement in governing the activities of agents, which the FA would certainly resist. However, there is a strong feeling among agents that FIFA’s withdrawal from the regulatory space will be of benefit to world football.

"It would be a blessing if FIFA backed out," said Mel Stein of the Association of Football Agents. "They do nothing, they respond to nothing: the whole regulatory structure is a mess. This is them throwing their hands up, they can't cope."

There is a severe backlog of cases at FIFA. Among them is the FA's complaint about Pini Zahavi's presence at the meeting at which Chelsea "tapped up" Arsenal's then left-back, Ashley Cole. As an agent registered in Israel, the FA has no authority over Zahavi and must rely on FIFA’S role as the international regulator. Yet more than three years since it was given an extensive dossier relating to the incident, FIFA says only that the case is "ongoing".

By contrast, the FA has won praise. "The FA has tried very hard to come to terms with the commercial reality and has done some very good work. It would be a terrible shame to throw the baby out with the bath water," Stein said. He believes that the AFA and its European counterparts would be willing to self-regulate if FIFA does strip back federations' rights to govern transfers.

A FIFA spokesperson said: "FIFA has engaged itself very actively in trying to find a solution to the regulation of international transfers, working together with its member associations and also with the clubs. It is also fair to recall that players' agents are not licensed by FIFA, but by the national associations already since 2001."

In these nearly eight years that I am licensed as FIFA Agent (as the exam has questions sent by FIFA) understand that the biggest culprit is the first FIFA, which instituted the agent but not legalized, not put him in the field, with their players and much less to their clubs federated, and in the background (when it comes to our country) CBF, it did just the banal entries received, auditioned, and again received the money to send a portfolio worthless, never bothered to introduce the agents as stated. Planos da FIFA para introduzir um sistema global de transferências "on line", direto pelos interessados, chamado de GPX para acabar com a função dos agentes no jogo foram rebatidos pela Associação de Agentes de Futebol (AFA) como inviável e "ilegal".

O encontro na FIFA realizada na semana passada, tratou sobre o possível novo sistema de negociações sobre o seu conceito GPX, e que irão "revolucionar" o mercado de transferência, ajudando os clubes evitar o uso de agentes. O programa GPX está sendo desenvolvido pela FIFA no Sistema de Transferência (TMS) em conexão com o lançamento de uma série de serviços Premium. A FIFA disse que os novos serviços opcionais terão o objetivo principal de melhorar a transparência dos jogadores.

A FIFA disse ainda que um total de 11.555 transferências internacionais foram realizadas em 2012, com a taxa média de comissão paga pelos clubes para "intermediários" que estão em torno de 28%. A plataforma GPX procurará fornecer um serviço seguro e privado através do qual os clubes assinantes serão capazes de acessar informações de mercado e interagir uns com os outros. O novo serviço também vai permitir que os clubes partissem sozinhos para buscar informações sobre os jogadores, incluindo a sua disponibilidade.

A AFA representa cerca de 340 agentes. Seu presidente, Mel Stein, disse ao jornal britânico Daily Mail: "Como a maioria das coisas da FIFA não funcionam e essa ideia é totalmente mal concebida. O gerente do clube de compra, o gerente do clube de venda, o proprietário que controla os cordões à bolsa, o representante do jogador, o próprio jogador e muitos outros que têm que fazer parte do negócio, a pessoa que vai fazer o contrato, o marketing do jogador, etc. E o Agente Credenciado junta todas as partes, o que é muito valioso e importante.

Muitas vezes, a maneira mais barata e mais eficaz para chegar a um acordo feito vai ser usando um agente. Nós, como agentes, vamos lutar com unhas e dentes contra este programa chamado GPX. É provavelmente ilegal, como a sua taxa de cobertura. E é certamente anticompetitiva. A ideia de que um clube não pode ser livre para usar um agente de transferências é ridículo e se ele for ameaçado, certamente que haverá ação judicial. "

Assino embaixo, esta declaração do presidente da AFA, uma associação de agentes na Inglaterra, finalmente vemos alguém falar contra os desmandos da própria FIFA que cria uma coisa, mas devido sua própria falta de ação, não coloca para funcionar como deveria (até porque existem outros interesses) e depois quer simplesmente fazer outra. Aqui no Brasil a CBF, representante legal da FIFA, nunca oficializou esta função, fizemos os exames, pagamos a carteira, o seguro e fomos jogados no esgoto, sabemos muito bem que existem pessoas que ganham dinheiro grande e que não querem que as regras mudem, então, agiram, fizeram um lobby e a CBF, ficou encolhida, ficou como dizem aqui, na sua, recebendo o nosso dinheiro, mas sem dar cobertura nenhuma aos Agentes por ela credenciados.

Quem fez os exames, gastou tempo e dinheiro, e acreditou na FIFA; o resultado é que nos lançaram neste esgoto de sujeira, dejetos e imundícies além das trairagens consideradas normais dentro deste mundo. O exemplo está bem aí, na frente de todos, quem entra na FIFA não sai e quem está fora não entra; há quanto tempo Mr. Blatter é presidente da FIFA e aqui no Brasil nem é bom comentar, porque se corre o risco de encontrar uma bala perdida. 

Os jogadores nunca tiveram informações e muito menos os clubes, do que seria os Agentes Credenciados e mais popularmente chamados de Agentes FIFA. Então o mercado é de todos, até vendedor de picolé diz que "tem" jogador.

FIFA’s plans to introduce a Global Player Exchange (GPX) system to reduce the influence of agents in the game have been slammed by the Agents' Association of Football (AFA) as unworkable and “illegal”.

FIFA last week held further talks over its GPX concept, which will “revolutionize” the transfer market by helping clubs avoid using agents. GPX is currently being developed by FIFA’s Transfer Matching System (TMS) in connection with the roll out of a series of premium services. FIFA said the new optional services will have the same core aim of improving transparency - and their money.

FIFA said that a total of 11,555 international transfers took place in 2012, with the average rate of commission paid by clubs to “intermediaries” standing at around 28%. The GPX platform will seek to provide a secure and private service through which subscribing clubs will be able to access market information and interact with each other. The new service will also allow clubs to search for information on players, including their availability.

The AFA represents around 340 agents. Its chairman, Mel Stein, told UK newspaper the Daily Mail: “Like most stuff FIFA does, this idea is totally ill-conceived. FIFA are such a shambolic organization that even if there is a will to make this thing happen, I’m not sure they will ever be able to do it.”

Stein added: “Clubs themselves are often administered by people including accountants who are not football people. They are not in a position, generally, to be in touch with the marketplace in professional footballers. Agents are in touch with the market because that’s what they do. Think about all the parties involved in a transfer. The manager of the buying club, the manager of the selling club, the owner who controls the purse strings, also the player’s representative and many others who have to make part of the deal, contract maker, marketing, etc. And the agent pulls all those strings together, which is very valuable.

Very often the cheapest and most effective way to get a deal done will be using an agent. We as agents will fight tooth and nail against GPX. It’s probably illegal, like fee capping. And it’s certainly anti-competitive. The idea that a club might not be free to use an agent on transfers is ridiculous and if it was threatened, there would be legal action.”

I sign below, this statement by the president of the AFA, an association of agents in England, finally we can see someone speaking out against the excesses of the FIFA itself, that creates something thinking it would solve, but because their own lack of action does not work as it should. Here in Brazil CBF, FIFA's legal representative, never formalized this function, we did exams, pay the ID card, insurance and all were thrown in the sewer, we know very well that there are people who earn big money and who do not want the rules to change then acted and CBF, was quiet, in silence, shortened, as was said here in they took our money but did not give any coverage to the Agents accredited by it.

Antes de colocar o caso para descansar até novo aviso (e haverá algumas surpresas surpreendentes sobre e como foi tratado), deixe-me escolher um aleatório das reações, por @ changeFIFA:

"A decisão do Paulo Teixeira parece muito mais interessado em como proteger um clube do que de examinar os fatos objetivamente."

Agora que a FIFA reabriu, eles vão encontrar o "membro da família do futebol" suspenso acenando para eles com outro caso que mostra os clubes pequenos sendo tratados com negligência - os membros menores do "futebol de família", para que o assunto - é ignorado.

Sem notícias durante meses, escrevi uma carta à FIFA, em outubro de 2011 - nunca tive qualquer resposta.

Em setembro de 2012, eu lembrei o vice-secretário da Comissão de Disciplina, Christine Fariña, sobre este caso e todos os outros deixados em stand by – mas nunca tive qualquer resposta.

A FIFA quer que eu pague uma multa de CHF 8000, mas antes de eu levar isso em consideração, deixe-me colocar a questão diretamente ao presidente Blatter: Quem na FIFA embolsou o meu dinheiro? Before closing the office for  Xmas’ break, @fifamedia  tweeted this:

“FIFA’s Disciplinary Committee has suspended the license of players' agent Paulo Teixeira for 2 months & fined him CHF 8,000.”

“The case is the first time a member of the football family has been fined/suspended as a result of their use of Social Media by FIFA”, reads another tweet.

Altogether, 5 tweets plus the usual feeding of press releases through traditional media networks as AP and AFP. A global tour in the blink of an eye about a Facebook page which is alarmingly causing discomfort among powerbrokers around the world.

Before I put the case to rest until further notice (and there will be some astonishing surprises on how it was dealt), let me pick random one of the reactions, by @changeFIFA:

“The Paulo Teixeira decision looks far more like protecting club than examining the objective facts.”

Now that FIFA has reopened, they will find the suspended “member of  the football family” waving at them with another case that shows the negligence small clubs - minor members of "the football family", for that matter - are dealt with.

On 12th January 2011 the Brazilian club Campo Grande lodged a claim at the Players’ Status Committee regarding an unpaid training compensation by Italian club Reggina Calcio for the registration of player Adriano Louzada Silva.

The FIFA officer in charge of the file, Maja Kuster Hoffmann, demanded the deposit of costs.

Taking into account that small clubs cannot afford the financial burden of such claims, my company wired the required amount – CHF 4,000. - a week later.

The case should have been opened within ”3 to 5 weeks”, according to the usual official info.

With no news for months, I wrote a letter to FIFA in October 2011 – never got any reply.

In September 2012, I reminded the deputy secretary of the Disciplinary Committee, Christine Fariña, about this case (and all the others) left in stand by – never got any reply.

FIFA wants me to pay a fine of CHF 8,000, but before I take that into consideration, let me put the question straightforwardly to President Blatter: Who at FIFA has pocketed my money? FIFA continua conversa sobre a sua proposta de transferências global de jogadores, com este conceito (GPX), que afirma que irá "revolucionar" o mercado de transferência, ajudando os clubes, a evitar o uso de agentes.

As palestras foram realizadas com os clubes pelo Comitê da FIFA, em sua primeira reunião de 2013 nesta terça-feira. O program GPX está sendo desenvolvido pelo Sistema de Transferência (TMS) em conexão com o lançamento de uma série de serviços “Premium”, que deverão ser oferecidos aos clubes diretamente, por uma taxa a ser revelada. A FIFA disse que os novos serviços opcionais terão o objetivo principal de melhorar a transparência das negociações.

Em um comunicado da FIFA mostra que: "a consulta dos interessados ​​extensiva mostrou que a maioria dos clubes tem recursos limitados para acessar informações sobre o pool de jogador profissional e muitas vezes têm de contar com intermediários, aumentando assim os custos do clube." A FIFA e o TMS estão atualmente planejando a implementação do sistema GPX com múltiplas partes interessadas, incluindo os membros que são os clubes e associações. "Isso vai revolucionar o sistema de transferência internacional e nacional", acrescentou o Comitê de Clubes presidente Jacques Anouma.

Nesta reunião de terça-feira (08/01.13), também abordou o espinhoso tema da propriedade de terceiros (TPO) de jogadores. O comitê foi avisado da situação atual em relação à análise das diferentes abordagens regulatórias sobre TPO dos direitos econômicos dos jogadores a nível nacional, com avaliações detalhadas sendo realizados - incluindo uma análise de risco legal. A FIFA disse em um recente centro Internacional de Estudos Esportivos (CIES), que foi apresentado, indicando que 15% dos agentes licenciados na Inglaterra, França, Alemanha, Itália e Espanha celebraram acordos de TPO.

A FIFA acrescentou que: "Foi reiterado pela comissão de que uma solução global consistente deve ser encontrada para garantir a integridade do jogo."

Minha opinião:

Pelo exposto a FIFA está novamente pisando na bola, ou seja, quando tentou remover o Agente Credenciado da negociação e agora em colocar um programa de computador para uma tarefa tão delicada pois, tira também a possibilidade dos atletas de desenvolverem sua carreira com um profissional, estão tentando colocar nas estatísticas o futuro de uma pessoa, em um caminho completamente equivocado onde só se enxergam números, ou seja, dinheiro, infelizmente. 

O que a FIFA precisa fazer é mostrar sua força, e começar com sua própria transparência interna, acabando de vez com este sistema que perpetua seus dirigentes, pois como pode a FIFA falar em justiça e transparência, se quem está dentro não sai e quem está fora não entra.

Tem que tirar os intermediários do futebol sim, e a quem quer trabalhar dentro de uma legalidade, se torne Agente Credenciado, então cabe a entidade dar ao Agente FIFA sua condição de falar pelo atleta e pelo clube, já pensaram em acabar com a função do Advogado? como ficaria a vida dos mais desprotegidos, pensem nisto. Assim é também no Futebol, onde o Atleta - sem o auxílio de um Agente FIFA - não passa de Zé ninguém sem capacidade de lutar pelo o que merece, pois não tem os recursos/conhecimentos para isso, ou vai dizer que um jogador sabe os regulamentos da FIFA ou de suas confederações? E os clubes iriam deixar ele ter direitos, porém, nós sabemos. Enquanto que os Clubes tornam-se entidades centralizadoras e muito mais fortes do que são hoje, cada dia mais profissionalizadas, do contrário também sucumbirão. 

Será regulando as Federações corretamente, com normas e regras que sejam cumpridas e seguidas propriamente, agindo energicamente em todos os casos onde o ilícito for comprovado, tirando os maus agentes também, os que agem como “donos de jogadores”, os próprios empresários, ou empresas usando o futebol para ganhar mais do que em qualquer outro empreendimento, e, inclusive, em detrimento da instituição que usa seus nefastos serviços - que estão, por isso, falidas -, que os Clubes conseguirão maior retorno em seus investimentos e os atletas receberão o justo pelos seus serviços. Pois, os clubes precisam cada vez atentar por uma profissionalização, ter mais conhecimento e saber administrar seu patrimonio que deve ser seus jogadores.

A FIFA não consegue ser mais contraditória, pois primeiro criou o Agente Credenciado para dar transparência aos negócios, pois assim poderia controlar tudo; o registro do atleta, do Agente, o momento de transforma-lo em jogador profissional,  sua vida futura, até as próprias negociações, onde a comissão pelos serviços prestados por Advogados e empresários no mundo da bola teria que diminuir (concordo nisso também, tem gente que tira até a metade do que o jogador ganha), a FIFA estipulou 10%, o que é uma boa participação, desde que se faça a coisa como deve ser. Mas, parou por aí, nunca teve força, nem vontade, para ir adiante, criou uma aberração no sistema, juntando-se aos outros que já tinham status e estabilidade que são os empresários, os donos de jogadores e as empresas que usam o futebol com se fosse a Bolsa de Valores, e os clubes juntamente com os jogadores, que são os que fazem o espetaculo, serem apenas coadjuvantes.

Insinuou que iria tirar do jogo a possibilidade de lavagem de dinheiro no futebol, acabar com o intermediário, com as empresas que se envolvem na compra e venda apenas visando o lucro, depois, ventilou que iria acabar com os Agentes, uma obra sua, porque os “intermediários” continuavam donos da bola (por sua culpa exclusivamente), agora fala em montar um sistema que liga os clubes e os jogadores, ora, está claro que ela vê muito dinheiro correndo ao largo, por fora, e, no seu entendimento, essa fortuna deve correr somente para a sua direção.   

Quando falou em acabar com os Agentes FIFA e fui contra, foi por entender que se já havia um caos no mercado onde até vendedor de picolé fala que tem “jogador”, pelo menos aqui no Brasil, Nigéria, Gana e outros Países de terceiro mundo, agora o mercado iria realmente ficar ao sabor da corrente, neste esgoto, que é o futebol. Agora quer deixar à cargo de um programa de computação a vida, o futuro e o desenvolvimento do próprio futebol, tudo movido apenas pela ganância, está completamente equivocada, deve se usar estes recursos para ajudar a termos transparência e lisura nos negócios, mas não para assumir o lugar do homem.

Aqui no Brasil já temos isto mostrado através da própria CBF, e das Federações, quem entra no esquema se perpetua e de lá ninguém sai jamais. E a CBF, que já de muito tempo, não cuida do desenvolvimento do futebol brasileiro. E hoje cuida apenas em amealhar dinheiro com a venda da Seleção Nacional, pagando salários astronômicos aos seus servidores e com bônus que somente os políticos recebem em nosso País.

Precisamos ter na direção dos clubes, pessoas de idoneidade ilibada, pessoas com conhecimento do que é o negócio do futebol, como se deve administrar, pois na maioria são apenas torcedores. Por exemplo, criando consultorias, convênios como o da FGV para ensinar, instruindo o executivo de futebol propriamente, inclusive criando-o, até pporque o negócio do futebol começa errado, começa com instituições sem dono e com mandados de 2 anos apenas, o que se pode fazer para consertar uma coisa que tem dezenas de anos, feito equivocadamente. O negócio futebol precisa ser reformulado no Brasil começando pelos clubes, que tem que se tornar "empresas", do contrário estas mudanças irão apenas complicar e embaralhar mais ainda o que a FIFA anda querendo mudar.

Estamos vendo as coisas saindo do eixo, apenas por olharem a situação através do prisma chamado, dinheiro. Até quando somente o futuro poderá mostrar.

FIFA has held further talks over its proposed Global Player Exchange (GPX) concept, which it states will “revolutionize” the transfer market by helping clubs, avoid using agents.

The talks were held as FIFA’s Committee for Club Football staged its first meeting of 2013 on Tuesday. GPX is currently being developed by FIFA’s Transfer Matching System (TMS) in connection with the rollout of a series of premium services. FIFA said the new optional services will have the same core aim of improving transparency. FIFA said a total of 11,555 international transfers took place in 2012, with the average rate of commission paid by clubs to “intermediaries” standing at around 28%. The GPX platform will seek to provide a secure and private service through which subscribing clubs will be able to access market information and interact with each other. The new service will also allow clubs to search for information on players, including their availability.

A FIFA statement read: “Extensive stakeholder consultation has shown that most clubs have limited resources for accessing information on the professional player pool and often have to rely on intermediaries, thus increasing club costs.” FIFA TMS is currently planning the implementation of GPX with multiple stakeholders, including clubs and member associations. “This will revolutionize the international and national transfer system,” added Committee for Club Football chairman Jacques Anouma.

Tuesday’s meeting also broached the thorny subject of third-party ownership (TPO) of players. The committee was advised on the current situation with regard to analyzing the various regulatory approaches on TPO of players’ economic rights at national level, with detailed assessments currently being conducted – including a legal risk analysis. FIFA said that a recent International Centre for Sports Studies (CIES) study was presented, indicating that 15% of licensed agents in England, France, Germany, Italy and Spain have entered into TPO arrangements. FIFA added: “It was reiterated by the committee that a consistent global solution must be found to ensure the integrity of the game.”

A FIFA apresentará propostas de reformas éticas em seu próximo congresso, previsto para 25 de maio em Budapeste (Hungria). Algumas das alterações no estatuto que podem acontecer são o reforço do comitê de ética, ou a elaboração de um código de boa conduta, informou a entidade. Além disso, possíveis novos membros terão que apresentar "ficha limpa" para poderem se candidatar. Entretanto, nenhuma das reformas atinge os atuais cartolas do órgão que controla o futebol mundial.

De acordo com o novo texto proposto no estatuto, "qualquer pessoa que queira um cargo para o qual é necessário eleição do Congresso será submetida a um profundo teste de integridade", que exigirá a apresentação de documentos como ficha policial. Os membros atuais, porém, não precisarão passar pelo "teste".

Outro ponto importante da reforma diz respeito à renovação: novos membros precisam estar com menos de 72 anos, e para serem reeleitos também não podem ultrapassar esta idade.
