Russia targets hotels for World Cup spending cut

The Russian government has outlined plans to slash up to 27 billion rubles (€409.1m/$432.7m) from its budget for the 2018 Fifa World Cup by scaling back development plans for luxury hotels to cater for the national team football tournament.

A draft decree outlines the scrapping of 25 new hotels across the 11 host cities, the relocation of 14 others to new sites and a further nine to be downgraded. Sports Minister and Russia 2018 chairman Vitaly Mutko (pictured) told the TASS news agency: “We have agreed with Fifa that we will be following its minimal requirements concerning each region’s accommodation of national teams, referee squads, the so-called representatives of Fifa family, Fifa guests, accredited journalists and so on.

“We do not need fashionable hotels, constructed to Fifa’s highest requirements, to stay empty after the championship. Considering the minimal requirements of the organisation we have worked out programs of Fifa groups’ accommodation with each region and will be correspondingly reducing the costs.”

However, Mutko stressed that the cuts will not affect the country’s accommodation capacity for football fans travelling to the tournament. As the hotels were to have been funded by regional governments or by companies, Mutko added the savings will not reduce spending commitments by the federal government on the World Cup.

The total budget of 664.1 billion rubles for the organisation of the 2018 World Cup was announced in 2012. Based on that year’s exchange rate, this figure stood at $20.5bn – a mark that has now dropped to $12.1bn. The hotel plan marks the latest cost-cutting measure embarked upon by the Russian government, which is implementing cuts of 10 per cent to federal spending this year, excluding infrastructure projects for the World Cup.

Earlier this year, the number of initially planned 48 pre-tournament training facilities across Russia was reduced to 37. Meanwhile, the seating capacities of the Baltika Stadium in Kaliningrad and the Central Stadium Yekaterinburg were downsized to 35,000 from their initial 45,000 specification.

O turista que vier do interior de Minas Gerais a Belo Horizonte para assistir um dos três jogos da Copa das Confederações, em junho de 2013, deverá gastar em média R$ 767, considerando um dia de hospedagem, passagem (de ônibus ou avião) e ingresso. Essa matemática inclui viagem saindo de Uberlândia, Ipatinga ou Montes Claros, média da diária pesquisada em dez hotéis já com a previsão de aumento e as entradas mais baratas para as partidas no Mineirão.

É bom preparar o bolso. A diária média deve ficar perto dos R$ 500. Pelo site da Fifa (), oito dos 40 hotéis que fecharam acordo com a Match, operadora responsável pela hospitalidade durante as Copas, indicam que a tarifa média para quartos duplos ficará 105% mais cara do que os valores praticados atualmente.

O setor já se preocupa. "Belo Horizonte não tem o diferencial de outras cidades-sede, que é a praia, um dos primeiros atrativos procurados por turistas. Orientamos a rede hoteleira a não praticar preços abusivos, até para atrair esse turista", explica Rafaela Fagundes, presidente da Associação Brasileira da Indústria de Hotéis no Estado (ABIH-MG).

O que a rede hoteleira de Belo Horizonte quer evitar é o exemplo dado pelo Rio de Janeiro, na conferência RIO +20, em junho deste ano, quando delegações europeias deixaram de vir por considerar as tarifas abusivas. O mesmo aconteceu em Londres, neste ano, com as Olimpíadas. Na categoria duas estrelas, o preço subiu em média 45,89%, de US$ 103 para US$ 150 a diária.

"Vamos mostrar ao turista que Belo Horizonte pode ter outros atrativos, por ser uma cidade menor e mais aconchegante", garante Rafaela Fagundes, da ABIH-MG. "O empresário que achar que vai poder vender muito caro a diária pode acabar tendo seus quartos esvaziados, como aconteceu no Rio", diz o diretor do Sindicato de Hotéis, Restaurantes Bares e Similares de Belo Horizonte e Região Metropolitana (SINDHORB), Paulo César Pedrosa.

E se tem alguém pensando que esta atitude destes empresários de hotelaria de Belo Horizonte, irá ser única, pode tirar o cavalo da chuva, aqui em Recife e no resto das cidades sedes, tudo irá ter seus preços mudados para cima e muito mais que o dobro, afinal de contas o que escuto é que Copa das Confederações, só vamos ter uma, então porque perder esta oportunidade de tirar vantagem.

AJUSTE PARA O CENTRO DE TREINAMENTO DE SELEÇÕES NO ESTADO / TRAINNINGS CENTERS SHOULD RECEIVE ADJUSTMENT IN OUR STATE

Na Copa do Mundo, a infraestrutura esportiva não está restrita às arenas.

Existe ainda uma carga de equipamentos destinados à preparação das equipes, os centros de treinamento de seleções, com a rotina diária das delegações no país.

Compostas por campos de futebol e infraestrutura profissional de ponta, e a uma distância limite de aeroportos e hotéis.

Para o Mundial do Brasil, a FIFA organizou quatro janelas de inscrições para os chamados “CTS”. As duas primeiras geraram um catálogo com 54 locais oficiais.

Apenas três foram confirmados no Nordeste, sendo dois na Bahia e um em Alagoas.

Mesmo sendo uma das doze subsedes da Copa do Mundo e uma das seis da Copa das Confederações, Pernambuco ficou de fora neste primeiro momento…

Agora, a terceira janela apresentou mais 75 candidaturas, sendo 47 delas com uma releitura dos modelos apresentados e vetados anteriormente.

De Pernambuco, cinco locais, deixando o estado na quarta colocação em inscritos.

O objetivo dos gestores locais era emplacar ao menos um CTS. Havia o desejo de ter dois. Considerando que esta é  a última chance, que a inscrição tenha sido detalhada…

Se prestarem atenção verão que um Centro de Treinamento para ser aprovado não pode está em cidades situadas fora do limite estipulado - pela FIFA-, para aeroportos, hotéis  etc., e tudo isso se dá nas pequenas distâncias que se tem na maioria dos Países onde se promoveram as Copas ou então se promoveu uma Copa ou uma Olimpiada em um Estado somente, exemplo, California, e outros.

Então, eles não levam em consideração que temos Países com dimensões continentais e que o Brasil está incluído nesse grupo.

Algum tempo atrás tentei mostrar em Garanhuns (minha cidade natal), que pela sua altitude ser superior aos 1.000 acima do nível do mar e com um clima de excelente qualidade apenas comparável à Suíça e Austrália, parecendo uma cidade do interior da Europa, seria uma excelente opção para receber seleções, antes mesmo da Copa, para um reconhecimento e até uma preparação.

Infelizmente, os planos que tínhamos para Garanhuns não foram levados a sério quando ainda havia tempo e, agora, alguns chegam perguntando o porquê de eu não estar tentando colocar a cidade neste programa estadual que tem esse fim. 

Meus amigos, agora não existe mais tempo para se fazer todo o necessário, pois teríamos de construir um hotel de nível internacional e qualificado pela FIFA, teríamos que ter um aeroporto - hoje só temos um campo de aviação para pequeno porte, acanhado e mal equipado.

E continuando, teríamos que ter um local com vários campos com a grama oficial da competição, além de uma academia extremamente moderna e demais instalações de serviço condizentes com a responsabilidade que é receber uma seleção - e logo para uma Copa do Mundo.

Some time ago I tried to show in Garanhuns (our hometown), which by it's altitude of more than 1000 meters above the sea level and with it's excellent climate - just comparable with Switzerland and Australia -, which looks like an European countryside city, would be an excellent option to receive selections before Cup for preparation programs.

Unfortunately, they don't believed in my plans to evolve this city and, now, some peoples comes to me asking why I'm not trying to put the city in this state program  that have this purpose. My friends, now there is no more time, because we have to build an international hotel, an airport (today we only have an airfield, cramped and poorly equipped.)

And continuing, we would have to build multiple fields with the official grass of the competition, and, of course, a modern gym and other facilities to serve as an international training center.

Em visita a Lviv, no oeste da Ucrânia, o presidente da Uefa, Michel Platini, criticou os preços abusivos cobrados por alguns hotéis do país, que é uma das sedes da Eurocopa ao lado da Polônia em junho. O ex-jogador francês disse que isso pode afastar turistas para a competição e chamou os donos destes estabelecimentos de ‘bandidos e vigaristas’.

"É irritante ter que fazer muitos investimentos e então dizer para pessoas que elas não poderão vir, porque existem bandidos e vigaristas que querem fazer muito dinheiro durante esta Euro", afirmou.

"Sim, isso me preocupa. Eu penso que as autoridades estão lá para ter certeza de que as coisas são respeitadas" continuou Platini. "Vocês não podem trocar (os preços de um quarto) de 40 para 100 euros e então subir para 500 desta maneira de um dia para o outro, isso simplesmente não é feito."

"Eu espero que os contratos que os hotéis fizeram sejam respeitados, pois se não as pessoas não vão vir (à Eurocopa)", disparou o principal dirigente do futebol europeu. O vice primeiro-ministro da Ucrânia, Borys Kolesnikov, garantiu que o problema deverá ser resolvido nos próximos 30 dias.

Lá também tem empresário mal intencionado, não é somente no Brasil, é no mundo todo. Mas este será um dos grandes problemas que teremos no Brasil, aliás, já estão aumentando os preços desde 2 anos atrás, quero ver quando vão parar e se vão parar.
