Deputado federal não tem dúvida de que a escolha do presidente em 2014
está viciada e sugere a dupla Andrés Sanchez e Raí para moralizar a entidade.
BRASÍLIA - Numa tarde agitada
na Câmara, o deputado federal Romário de Souza Faria (PSB-RJ) recebeu na
terça-feira a reportagem do Estado em meio a três reuniões, telefonemas de
outros parlamentares, recados de seus assessores e muita correria, literalmente.
Toda vez que cruzava alguma área pública do Congresso, Romário acelerava o
passo e deixava todos para trás. É uma estratégia para fugir das fotos com fãs,
o que ele não evita se for abordado. Numa conversa que se estendeu pelos Anexos
II e IV do Congresso, pelos corredores de acesso ao plenário e ainda em seu
gabinete, Romário fez duras críticas à cúpula da CBF e chamou o vice-presidente
da entidade, Marco Polo del Nero, de chefe do "cartel" da entidade.
Também acusou os dirigentes da confederação de superfaturamento na compra de
terreno para a nova sede da CBF. Ele parecia seguro e tranquilo, apesar do
assédio de todos os lados, e demonstrou intimidade com seu papel político. Em
relação às críticas de Romário aos dirigentes, a assessoria de imprensa da CBF
disse que só se manifestaria mais efetivamente ao tomar conhecimento de todo o
teor da entrevista.
O senhor protocolou no
final do ano passado na Câmara o pedido de uma CPI da CBF. Acredita que não há
interesse da base do governo em investigar a CBF às vésperas do Mundial no
País?
Estou aqui há pouco mais de
dois anos e já pude reparar que não existe interesse do governo em abrir CPI
nenhuma. Não me pergunte por quê. Com uma CPI do futebol, iniciada agora, o
Brasil teria condições de chegar ao ano do Mundial limpo, de cara nova. Reina
muita bagunça no nosso futebol. O estatuto da CBF, até onde eu sei, incentiva
os investimentos nas bases, na formação de atletas femininas, tantas outras
coisas. E não se vê isso.
O senhor tem um exemplar
do estatuto da CBF?
A versão atual não é encontrada
em lugar nenhum. Desde o início de 2012, quando sofreu alterações, ninguém mais
viu o estatuto. Ou quase ninguém. É tudo muito nebuloso na CBF. A gente não
sabe quantas pessoas participaram daquela assembleia, não sabe onde está a ata,
quais as mudanças feitas.
A CBF usa, pressiona as
federações estaduais para que intercedam nas bancadas de seus respectivos
Estados a favor dos interesses da própria CBF?
Pressiona muito e isso ocorre
na atual gestão da CBF com mais intensidade. A CBF interfere nas federações,
que fazem o mesmo com os parlamentares locais. Mas quando o assunto chega aqui
no Congresso tem um freio.
As eleições na CBF são
marcadas por denúncias de compra de votos há décadas. Numa estrutura viciada,
que marca a relação da CBF com federações e clubes, qual a possibilidade de uma
mudança efetiva de rumo do comando do futebol brasileiro?
A próxima eleição (2014) vai
ser comprada também. Torço e acredito que apareça algum candidato avulso,
contrário aos métodos atuais e que possa incomodar os atuais dirigentes.
Apostaria em algum nome?
Hoje, sim. Tem um que já esteve
lá do outro lado, que tem seus defeitos, tem seus problemas, como todos nós,
mas que já deu provas de que é um ótimo administrador e botou o Corinthians no
topo. Se ele hoje, o Andrés Sanchez, se candidatasse à presidência da CBF,
muito provavelmente teria meu apoio. Outro nome que também seria excelente é o
Raí, um cara íntegro, inteligente, muito respeitado. O ideal seria uma chapa
unindo eles dois.
O senhor está convicto
mesmo de que a próxima eleição da CBF (segundo semestre de 2014) já esteja
comprometida?
Não tenho dúvidas. Vai rolar
muito dinheiro. O candidato avulso deve brigar contra isso. Não pode se
equiparar ao grupo dominante e sim passar para as federações e clubes a ideia
de que é preciso iniciar um processo de profissionalização e moralização do
futebol.
Ricardo Teixeira deixou a
CBF em meio a escândalos de corrupção. Mas costurou a passagem de poder para
Jose Maria Marin e Marco Polo del Nero. Mudou alguma coisa?
Eu até tenho saudades do
Ricardo Teixeira. É impressionante a quantidade de coisas erradas na CBF a cada
dia. O Teixeira, nos últimos dez anos, foi muito prejudicial à CBF, envolvido
em muitos escândalos de corrupção. Mas, por outro lado, olhou muito para o
futebol da seleção. Hoje, nós somos o 18.º no ranking da Fifa. É por isso que
falo de saudades dele, mas só por isso.
Marin e Del Nero ainda
dependem muito de Teixeira?
Já estou sabendo que ele rompeu
com eles, que não cumpriram acordos estabelecidos antes da renúncia do Ricardo.
Na eventualidade da saída
de Marin, quem assumiria seria Del Nero, seguidor de Teixeira e Marin. Mudaria
algo?
Ele é o pior dos três. É o
cabeça do atual cartel que virou a CBF. É quem faz os negócios, as negociatas
da entidade. É ele quem manipula os presidentes de federações, de clubes. Se
chegar à presidência da CBF, vamos viver um inédito período de ditadura no
nosso futebol.
Muito se fala na
entidade-mãe, a CBF. Mas o senhor defende também uma investigação séria nas
federações beneficiadas com repasses da CBF?
Existem alguns Projetos de Lei
no Congresso que criminalizam dirigentes de federações, confederações
olímpicas, clubes, demais entidades esportivas. Quem fez tem de pagar pelos
seus atos.
Qual seria o formato
ideal do Colégio Eleitoral da CBF, onde só tem direito a voto hoje as 27
federações e os 20 clubes da Série A do Brasileiro?
Defendo o voto das federações e
de todos os cubes filiados à CBF, são mais de 200.
O senhor pediu a FIFA o
afastamento de José Maria Marin da CBF e do COL? Por quê?
Pedi, não obtive nenhum retorno
nem vou obter. Quem dá as cartas do futebol não se interessa pelas minhas
denúncias. Mas a população reconhece e cobra lisura e honestidade cada vez
mais. O Marin tem que sair e deixar o Ronaldo tocar o Comitê Organizador da
Copa. Todo dia a gente sabe de uma novidade lá da CBF. Soube, por exemplo, que
a CBF comprou um terreno na Barra da Tijuca para fazer a nova sede. Quem
pagasse R$ 9,5 mil por metro quadrado na área escolhida pela CBF já estaria
pagando bem alto, segundo corretores. Pois bem, a CBF pagou R$ 14,5 mil por
metro quadrado. Superfaturamento de R$ 25 milhões na obra. Alguém questiona?
Investiga? Não pode, é empresa privada. Mas não é bem assim. A CBF usa nosso
hino, bandeira, símbolos, nossos atletas. Tem que responder por isso.
Como está a negociação
com a Comissão Nacional da Verdade para que Marin seja convidado a esclarecer
episódios relacionados à prisão e morte do jornalista Vladimir Herzog em 1975?
A comissão que eu presido (de
Desportos e Turismo) fez um requerimento em conjunto com a Comissão da Verdade,
convidando-o a comparecer ao Congresso. Se vier, vai prestar serviço de
interesse público.
Já existe a Lei de Acesso
à Informação, em vigor desde maio de 2012, mas essa lei não alcança os esportes
porque a maioria dos agentes não são públicos e sim privados. Quais seriam os
ganhos de uma Lei de Acesso à Informação do Esporte?
Ganho total. As entidades
passariam a ser transparentes, você poderia saber que motivos levou o clube A
para uma situação desastrosa ou ainda que dirigentes se destaquem pela
competência.
Também recentemente o
presidente do Sport, Luciano Bivar, disse que houve pagamento de propina para a
convocação do jogador Leomar para a seleção em 2001. Isso ocorre realmente em
convocações da seleção?
Tem, ou pelo menos já teve, a
gente sabe disso, sempre soube, mas é coisa bem feita, não tem como provar. O
pior de tudo está nas categorias de base da seleção e de alguns clubes. Ali é a
caixa preta.
A seleção com Luiz Felipe
Scolari está em boas mãos?
Sempre fui a favor da volta
dele à seleção, ainda mais com outro campeão do mundo, o Parreira. Os dois
impõem respeito, segurança, passam confiança aos atletas. Mas eles têm de
entender que o futebol hoje é diferente do jogado em 1994 (quando Parreira foi
campeão) e em 2002 (ano do título conquistado por Scolari). É preciso
modernizar, criar situações novas.
O que achou dos três
primeiros amistosos da seleção com Luiz Felipe Scolari?
Jogos muito difíceis escolheram
bem os adversários, que vendem caro uma derrota. Tem que ser assim mesmo. A
seleção está nas mãos de quem sabe.
A tempo de se formar um
time que faça frente à Argentina, Espanha e Alemanha?
Com um time bem treinado, com
uma boa fase de preparação, acredito sim que dê para fazer frente à Argentina.
Quanto a segurar a Espanha e a Alemanha, não sei.
Ainda sobre o Mundial de
2014, podemos ter estádios apelidados de elefantes brancos?
A Copa vai consolidar quatro
elefantes brancos: os estádios de Brasília, Manaus, Mato Grosso e Natal. Se não
forem entregues para a iniciativa privada, infelizmente vai se caracterizar
desperdício de dinheiro. E, mesmo com a iniciativa privada, é preciso fazer
contratos que possam compensar o valor gasto.
Como analisa a nova reforma
do Maracanã, a terceira em 13 anos?
O Maracanã tinha de mudar de
nome, acabou. Perdeu o glamour, perdeu o charme. Está todo desfigurado. Nem dá
vontade de entrar lá. Fora o gasto absurdo e desnecessário para a tal reforma.
O que falta para o Brasil
se tornar uma potência olímpica?
O Brasil nunca vai se tornar
potência olímpica. Aqui os investimentos vão só para esportes populares ou
tradicionais.
Como viu a interdição do
Engenhão, no Rio?
Só comprova que o legado do
Pan-2007 foi o pior legado da história dos Pans. Brincam o com dinheiro
público.
Se o senhor tivesse de
escolher hoje, para um novo mandato presidencial, entre Aécio, Dilma, Marina e
Eduardo Campos, que é do seu partido, o PSB, qual seria a sua opção?
Pergunta difícil. A Dilma pegou
muitos problemas do governo anterior, botou a casa em ordem em um ano e meio,
embora hoje já deixe um pouco a desejar. Se tivesse de optar hoje ainda não
teria uma definição.
O senhor já recebeu
alguma proposta que considerou indecorosa, não condizente com seu papel de
parlamentar?
Não e nem vou receber. As
pessoas me conhecem, sou incorruptível. Nem chegam perto. Se chegarem, mando
prender. Os corruptos têm medo de mim. Se um dia tentarem isso, dou voz de
prisão no ato.
Seus planos para depois
de 2014?
Hoje, estou dividido entre
voltar a me candidatar a deputado, mas essa deve ser a tendência. Quero também
ser presidente do América-RJ, para fazer um trabalho sério no meu clube por
cinco ou seis anos. Não sei se daria para compatibilizar isso tudo...
