PROBLEMAS FINANCEIROS PODEM PARAR OBRA DO ITAQUERÃO / FINANCIAL PROBLEMS CAN STOP THE CONSTRUCT OF THE ITAQUERÃO STADIUM

SÃO PAULO - Estádio de abertura da Copa do Mundo de 2014, o Itaquerão pode ter mudanças no ritmo de sua construção por problemas financeiros. A obra corre o até o risco de ser paralisada se até o dia 30 de outubro não for liberado o dinheiro da linha de crédito do BNDES para a construção e reforma de arenas do Mundial (R$ 400 milhões) e a Prefeitura de São Paulo não começar a emitir os CIDs (Certificados de Incentivo ao Desenvolvimento, que no total alcançarão R$ 420 milhões) que irão financiar o empreendimento. A informação é do blog Radar on-line, do jornalista Lauro Jardim, da revista Veja.

De acordo com o blog, Andrés Sanchez, atual diretor de seleções da CBF e presidente do Corinthians à época da definição da construção da arena, disse que o clube e a Construtora Odebrecht combinaram de paralisar as obras se o dinheiro não sair até 30 de outubro.

O portal tentou contato com Sanchez e com o vice-presidente do Corinthians, Luiz Paulo Rosenberg, mas ambos não foram localizados. Na Odebrecht, a informação é de que esse assunto "é desconhecido'' e que as obras, que já atingiram 50% seguirão normalmente.

A Prefeitura admite que ainda não há data para o início da emissão dos CIDs, mas também não vê risco de paralisação.

Algumas pessoas envolvidas com a organização da Copa do Mundo em São Paulo consideram que o que está acontecendo "novamente'' é uma pressão velada de Corinthians e construtora para tentar acelerar o processo de liberação tanto da verba do BNDES como dos incentivos municipais. "Vira e mexe vem essa pressão, mas é normal e não coloca em risco os trabalhos'', disse um interlocutor.

No último dia 11 de julho, o BNDES anunciou a aprovação do empréstimo de R$ 400 milhões para a construção da Arena do Corinthians. Mas o dinheiro ainda não foi liberado por falta de garantias de pagamento. A Odebrecht já tomou emprestados com bancos R$ 280 milhões para tocar as obras e o argumento dos que falam em paralisação é que esse dinheiro acaba no final deste mês.

Este é o retrato do nosso Brasil, uma terra que é saqueada deste seu descobrimento, entretanto, continua enchendo os bolsos de todos que não tem escrúpulos, e facilmente ganham dinheiro ilicito, como certas pessoas que entraram no negócio pela janela e que não tem conhecimento, enriquecem da noite para o dia. Um dia é torcedor, no outro é presidente, pode até nem saber falar sua linguagem nativa, mas o que importa é cair nas graças dos que estão no poder, e assim por diante.

Temos, Presidentes de Confederação, de Federação, Governadores, Ministros, etc., que estão ali somente enchendo os bolsos e o nosso País continua sua marcha sofrida ao desenvolvimento e ao primeiro mundo. Espero que não paguemos este mico de chegar 2014 e estarmos ainda com muitas coisas em obra, principalmente no que concerne à acessibilidade dos estádios e em sua própria estrutura.

Nova exigência da FIFA sobre gramado aperta ainda mais cronograma da Arena PE para o evento teste antes do Mundial

Apesar de oficialmente ainda não ter jogado a toalha, o secretário extraordinário da Copa do Mundo em Pernambuco, Ricardo Leitão, admitiu ontem que a participação do Estado na Copa das Confederações de 2013 ficou ameaçada. Tudo por conta da nova exigência da FIFA. Agora a entidade quer que a grama de todos os estádios do mundial seja plantada diretamente no solo. Com isso, para participar da Copa das Confederações, a parte estrutural da Arena Pernambuco teria que ser entregue em agosto, algo inviável, já que a grama plantada levaria seis meses para germinar e o prazo de entrega dos estádios para a competição, tido como o maior evento teste antes do Mundial, é em fevereiro.

Outra alternativa, aceita pela FIFA apenas para a Copa das Confederações, seria o plantio do gramado em placas ou rolos, o que é mais comum nos estádios brasileiros. Com isso, o prazo para que a grama estivesse apta para receber os jogos diminuiria para três meses. Porém, para a Copa do Mundo, todo o piso teria que ser retirado e substituído pela grama plantada no solo. Alternativa que vai encarecer ainda mais a obra.

Vale lembrar que, por se tratar de uma Parceria Público Privada, o contrato firmado entre o Governo do Estado e a Odebrecht não prevê aditivo de custos. Com isso, seria necessária uma enorme engenharia financeira para que a alternativa se torne viável. A Arena Pernambuco está orçada em R$ 530 milhões.

A princípio essas contas são inviáveis. Tudo isso complicou e muito o nosso cronograma. Mas vamos sentar com a Odebrecht e os nossos fornecedores e tentar achar uma solução, afirmou Leitão. Na Copa das Confederações, o Recife pode receber a Espanha, atual campeã do mundo. Mas também pode receber Zâmbia, que foi campeã africana, e o Japão, campeão da Ásia, lembrou o secretário.

Segundo o último levantamento feito pela Odebrecht, a Arena Pernambuco tinha 30% das suas obras concluídas no último mês de dezembro. A FIFA dará seu posicionamento final sobre a participação ou não de Recife na Copa das Confederações, em junho.

O que duvido muitíssimo, sobre estas datas, já que os funcionários estavam em greve até a semana passada e com o carnaval ficará ainda mais difícil que a construtora consiga segurar o cronograma das obras. Aqui em Pernambuco se coloca “secretários”, por amizade e parentesco, basta ouvir as declarações da nossa secretária de esportes, para saber e entender isso, é uma vergonha.

Até quando o Brasil vai ser dirigido desta maneira, não sei, mas, que precisamos mudar isto eu sei, e quanto mais cedo for, melhor será.
