PROBLEMAS FINANCEIROS PODEM PARAR OBRA DO ITAQUERÃO / FINANCIAL PROBLEMS CAN STOP THE CONSTRUCT OF THE ITAQUERÃO STADIUM

SÃO PAULO - Estádio de abertura da Copa do Mundo de 2014, o Itaquerão pode ter mudanças no ritmo de sua construção por problemas financeiros. A obra corre o até o risco de ser paralisada se até o dia 30 de outubro não for liberado o dinheiro da linha de crédito do BNDES para a construção e reforma de arenas do Mundial (R$ 400 milhões) e a Prefeitura de São Paulo não começar a emitir os CIDs (Certificados de Incentivo ao Desenvolvimento, que no total alcançarão R$ 420 milhões) que irão financiar o empreendimento. A informação é do blog Radar on-line, do jornalista Lauro Jardim, da revista Veja.

De acordo com o blog, Andrés Sanchez, atual diretor de seleções da CBF e presidente do Corinthians à época da definição da construção da arena, disse que o clube e a Construtora Odebrecht combinaram de paralisar as obras se o dinheiro não sair até 30 de outubro.

O portal tentou contato com Sanchez e com o vice-presidente do Corinthians, Luiz Paulo Rosenberg, mas ambos não foram localizados. Na Odebrecht, a informação é de que esse assunto "é desconhecido'' e que as obras, que já atingiram 50% seguirão normalmente.

A Prefeitura admite que ainda não há data para o início da emissão dos CIDs, mas também não vê risco de paralisação.

Algumas pessoas envolvidas com a organização da Copa do Mundo em São Paulo consideram que o que está acontecendo "novamente'' é uma pressão velada de Corinthians e construtora para tentar acelerar o processo de liberação tanto da verba do BNDES como dos incentivos municipais. "Vira e mexe vem essa pressão, mas é normal e não coloca em risco os trabalhos'', disse um interlocutor.

No último dia 11 de julho, o BNDES anunciou a aprovação do empréstimo de R$ 400 milhões para a construção da Arena do Corinthians. Mas o dinheiro ainda não foi liberado por falta de garantias de pagamento. A Odebrecht já tomou emprestados com bancos R$ 280 milhões para tocar as obras e o argumento dos que falam em paralisação é que esse dinheiro acaba no final deste mês.

Este é o retrato do nosso Brasil, uma terra que é saqueada deste seu descobrimento, entretanto, continua enchendo os bolsos de todos que não tem escrúpulos, e facilmente ganham dinheiro ilicito, como certas pessoas que entraram no negócio pela janela e que não tem conhecimento, enriquecem da noite para o dia. Um dia é torcedor, no outro é presidente, pode até nem saber falar sua linguagem nativa, mas o que importa é cair nas graças dos que estão no poder, e assim por diante.

Temos, Presidentes de Confederação, de Federação, Governadores, Ministros, etc., que estão ali somente enchendo os bolsos e o nosso País continua sua marcha sofrida ao desenvolvimento e ao primeiro mundo. Espero que não paguemos este mico de chegar 2014 e estarmos ainda com muitas coisas em obra, principalmente no que concerne à acessibilidade dos estádios e em sua própria estrutura.

FIFA e COL iniciam nova vistoria por estádios em meio a embate Governo x Valcke / FIFA AND LOC INITIATE NEW SURVEY IN STAGES AMID CLASH GOVERNEMENT X

Dirigente chegará ao país no próximo domingo para também inspecionar algumas cidades.

A partir desta terça-feira, 6 de março, em São Paulo, integrantes da FIFA e do Comitê Organizador Local (COL) vão começar uma nova etapa das vistorias nos estádios para a Copa do Mundo de 2014. Até o dia 12 deste mês, eles visitarão outras cinco cidades - Porto Alegre (7/3), Curitiba (8/3), Cuiabá (9/3), Manaus (10/3) e Natal (12/3) - para saber o andamento das obras.

No entanto, o que era para ser uma inspeção "tranquila" transformou-se em turbulência desde a última sexta-feira, quando o secretário-geral da FIFA, Jèrôme Valcke, afirmou que o Brasil precisa de um "chute no traseiro" para acelerar as reformas ao Mundial. E o dirigente chegará ao país no próximo domingo para também vistoriar algumas cidades.

Por causa disso, o governo federal - através do ministro do Esporte, Aldo Rebelo - já pediu à entidade máxima do futebol mundial que tire Valcke do cargo de interlocutor com a organização da Copa de 2014. A reclamação pelo termo utilizado por Valcke rendeu até comentário forte do assessor especial para assuntos internacionais da Presidência, Marco Aurélio Garcia, que o chamou de "vagabundo".

O secretário da FIFA, em um primeiro momento, chamou a reclamação brasileira de "infantil", mas nesta segunda-feira afirmou ter havido um erro de tradução da expressão francesa 'se donner un coup de pied aux fesses', que significaria apenas 'acelerar o ritmo'. "Infelizmente, essa expressão foi traduzida para o português usando palavras muito mais fortes", defendeu-se o dirigente.

Na visita ao Brasil na próxima semana, Jèrôme Valcke espera ser recebido pelo governo federal, algo que pode ter mudado depois da famigerada expressão. A presidenta Dilma Rousseff e Aldo Rebelo não estariam dispostos a realizar o encontro com o secretário da FIFA, mas o pedido de desculpas poderia demovê-los da ideia.

Sobre a inspeção nos estádios para a Copa de 2014, Fifa e COL vão encontrar um cenário pouco mais otimista em São Paulo, Cuiabá, Manaus e Natal. Em Porto Alegre, o Beira-Rio está com suas obras paradas há mais de 250 dias por causa do impasse envolvendo a construtora Andrade Gutierrez, que não apresentou as garantias financeiras ao Banrisul para pegar o empréstimo junto ao BNDES.

Já em Curitiba, a Arena da Baixada também tem atraso nas reformas, mas as interferências no estádio do Atlético-PR são menores com relação a outras sedes.

Pois é, estamos atrasados e muito, e isto é em todas as obras, inclusive as de sustentação, como seja, transporte e logística, hotelaria, nem se fala, estão maquiando as obras, pra tentar receber bem os representantes da FIFA e isto não se faz. Aceitou-se uma série de exigências e por isso a FIFA aceitou fazer a Copa do Mundo de 2014 no Brasil e agora? Ficar trocando farpas não leva a nada, que a declaração do Jerome Valcke foi desproporcional, infantil e descabida, isto está bem claro e entendido, mas ninguém pode dizer em sã consciência, que ele está errado, pois não está.

Temos que aprender a sermos pontuais e cumprirmos as coisas no tempo acertado, e isto não é somente no futebol são em tudo, todos os setores e negócios, o nosso País tem que parar de brincar como se fosse gente grande, pois não é infelizmente. Falta muito para conseguirmos visualizar o primeiro mundo no retrovisor e eu como brasileiro e que residiu fora dele pelo menos 10 anos, sinto muitíssimo, pois me acostumei diferente.

As obras nos estádios das cidades-sede da Copa do Mundo 2014 estão em andamento em todas as regiões brasileiras. Os investimentos previstos nas arenas somam R$ 6,7 bilhões, entre recursos locais e federais. Em 2011, o BNDES aprovou e contratou financiamentos num total de R$ 3,6 bilhões para apoiar reforma e construção. Os recursos estão disponíveis através do programa Pro-Copa Arenas e o limite para cada contrato é de R$ 400 milhões ou 75% do valor da obra. Pelo ritmo das obras, as arenas de Brasília, Belo Horizonte, Curitiba, Cuiabá, Fortaleza, Porto Alegre, Recife e Salvador devem estar concluídas até o final deste ano.

Estádio Nacional deve ser entregue no fim deste ano.

O cronograma do Estádio Nacional, em Brasília (DF), está em dia e a previsão é de que seja entregue no fim deste ano. Ao final das obras, a capacidade será de 71 mil pessoas, o que são 26 mil lugares a mais que antes das intervenções quando o local podia receber 45 mil pessoas. As pilastras que rodearão as arquibancadas pelo lado externo e dão sustentação à cobertura já estão visíveis. Brasília vai receber sete partidas da Copa do Mundo de 2014, uma delas com a Seleção Brasileira em campo, e também será palco da abertura da Copa das Confederações, em 2013. O Estádio Nacional terá cobertura em estrutura metálica, novas arquibancadas, eliminação da pista de atletismo e rebaixamento do gramado.

Mineirão concluiu demolições internas e externas.

O Mineirão, em Belo Horizonte (MG), terminou o ano de 2011 com 1,5 mil operários nos canteiros de obra. As demolições internas e externas estão concluídas, cerca de 85% do trabalho nas fundações internas e 75% nas externas terminaram. O estádio terá capacidade para 67 mil pessoas e será o local, já em 2012, de três partidas da Copa das Confederações e de seis da Copa de 2014. As obras estão em andamento e o prazo de finalização é 21 de dezembro deste ano. Uma das intervenções no Mineirão é o rebaixamento do campo em 3,4 metros, medida que vai aproximar os espectadores do local do jogo. As mudanças incluem recuperação estrutural, instalação de telões e construção de novos acessos à arena.

Estádio de Cuiabá será entregue em dezembro.

A Arena Pantanal encerrou 2011 com quase 40% da obra, que será entregue em dezembro deste ano, concluída. As etapas de drenagem e fundação do estádio de Cuiabá estão avançadas, em fase de conclusão, incluída a terraplanagem do campo de futebol. Em Curitiba, os investimentos na Arena da Baixada são de R$ 234 milhões para obras de reforma e adequação aos padrões. O estádio chegou ao final de 2011 com o cronograma mantido e a obra deve ser entregue ainda em dezembro deste ano. Uma das principais mudanças será a ampliação da capacidade do estádio para 42 mil pessoas e as intervenções também incluem a finalização de uma arquibancada, além da adequação de setores vip, tribuna de honra, hospitalidade, imprensa, vestiários. A reinauguração do estádio paranaense está prevista para março de 2013, mês em que Curitiba celebra aniversário.

Obras do Castelão já superam 50% de conclusão.

Mais da metade das obras do Castelão estão concluídos. São 53% de execução das ações que se dividem em quatro fases simultâneas, sendo que duas estão concluídas. O estádio, que deve estar pronto em dezembro deste ano, é um dos que estão com as obras em estágio mais avançado, e será a maior arena do Norte/Nordeste, com capacidade para 67 mil pessoas. Hoje, cerca de 600 funcionários já trabalham numa estrutura governamental edificada ao lado do Castelão. As mudanças abrangem o rebaixamento do campo em quatro metros para garantir visibilidade total aos torcedores e uma cobertura com revestimento termo acústico.

Arena da Amazônia vai reaproveitar água.

As obras na Arena da Amazônia têm investimento total de R$ 533,2 milhões, sendo R$ 400 milhões de financiamento federal. O resultado da reforma e modernização poderá abrigar mais de 43 mil pessoas a partir de junho de 2013 e o estádio amazonense será palco de quatro jogos da primeira fase da Copa. A Arena da Amazônia terá restaurante, estacionamento subterrâneo, acessos para pessoas com deficiência e sistemas de reaproveitamento de água da chuva e de ventilação natural.

Arena das Dunas teve ações finalizadas antes do prazo

O estádio terá 45 mil lugares, com previsão de término das obras em dezembro de 2013 e os investimentos nas melhorias do estádio potiguar somam R$ 417 milhões, de acordo com a Matriz de Responsabilidade. Neste ano, as intervenções previstas para o estádio foram concluídas antes do prazo estipulado, segundo o governo estadual e a empresa responsável pelo empreendimento. Entre as etapas já concluídas está a demolição do ginásio Machadinho e do Machadão, a drenagem e retirada da rede elétrica e a terraplanagem.

Beira-Rio terá estacionamento para 8 mil vagas.

Os investimentos nas obras do novo estádio do Beira-Rio (Internacional) estão estimados em R$ 290 milhões, a previsão de entrega é dezembro de 2012 e as obras estarão em andamento no final deste mês. Uma das mudanças é a ampliação da capacidade do estacionamento para 8 mil vagas. A arena de Porto Alegre terá moderna cobertura metálica, com proteção para os 60 mil lugares, as rampas e os acessos aos portões.

Mais de 2 mil pessoas trabalham dia e noite na Arena Pernambuco.

As obras da Arena Pernambuco estão em execução nos turnos diurno e noturno, o que resultou em 30% de ações concluídas ao final de 2011, segundo a empresa responsável. São 2.115 funcionários trabalhando para entregar a arena até junho de 2013. O terraplenagem está concluído. Com um avanço de 85,4%, as fundações estão em fase final de execução. A previsão de finalização da obra, de acordo com a Matriz de Responsabilidade, é em dezembro de 2012.

Área coberta do Maracanã será praticamente dobrada.

Uma das principais mudanças é a ampliação da área protegida do estádio, que aumentará de 24,35 mil m² para 47,35 mil m², com uma nova cobertura auto-limpante e translúcida, que permitirá condições de luz uniforme em toda a arquibancada. Ao final, a Arena da Fonte Nova terá capacidade para 55 mil lugares, cobertura, restaurante panorâmico e estacionamento coberto com 1.800 vagas. Atualmente, a obra está na fase de montagem da superestrutura (peças pré-moldadas e moldadas no próprio canteiro: pilares, vigas e lajes).

Arena de Itaquera tem mais de 20% das obras concluídas.

Em dezembro de 2011, a Arena de Itaquera ultrapassou 20% do cronograma de execução das obras, segundo a empresa responsável. Os investimentos são de R$ 820 milhões, sendo R$ 400 milhões em recursos federais, e a previsão é que o estádio paulista fique pronto em dezembro de 2013. O local terá capacidade para 68 mil torcedores e 3,5 mil vagas de estacionamento. São 48 mil assentos convencionais e 20 mil lugares retráteis, exigidos pela FIFA para a abertura e que serão removidos após o Mundial.

No papel está tudo muito bem uma beleza, uma maravilha, mas será que no dia a dia, está assim tão bem? Eu tenho minhas dúvidas, pois estou acompanhando tudo o que sai sobre as obras, as greves, as paradas por causa das chuvas e outros problemas mais. Não somente e diretamente informações oficiais do governo federal como são este no momento.
