O presidente da Câmara de Julgamento da Comissão de Ética da FIFA, Hans-Joachim Eckert, apresentou suas conclusões sobre o 'relatório Garcia', investigação sobre as escolhas das sedes dos Mundiais de 2018 e 2022 a Rússia e Catar, e disse que não ficou comprovada corrupção.

A investigação de Michael Garcia revelou "alguns fatos que poderiam atentar contra a integridade do processo de atribuição dos Mundiais de 2018 e 2022", mas não suficientemente graves para colocar em dúvida a atribuição das sedes a Rússia e Catar, segundo o dirigente.

Eckert destacou que os atos irregulares evidenciados pelo relatório Garcia "são de alcance muito limitado" e "longe de alcançar um nível que implique retornar ao processo, ainda menos reabri-lo".

A decisão, destaca, "não seria de todas as formas competência do Comitê de Ética da Fifa". 

Para Eckert e o Comitê de Ética, "a avaliação do processo de escolha das sedes dos Mundias de 2018 e 2022 está, portanto, concluído".

A Câmara de Investigação do Comitê de Ética informou a intenção de abrir procedimentos de investigação contra algumas pessoas.

O texto explica que os investigadores detectaram casos de possíveis violações do Código de Ética, mas não constataram ainda se as violações aconteceram realmente.

Engraçado é isto, todos sabem das propinas, menos a FIFA, vá entender.

Russia and Qatar can continue with their preparations for the 2018 and 2022 World Cups after the chairman of FIFA'S adjudicatory chamber, Hans-Joachim Eckert, today (Thursday) cleared the two nations of impropriety in their bids for the events.

Eckert today formally ended an investigation into the bidding contests, almost four years after the vote by the scandal-hit executive committee of world football’s governing body. According to the report, no proof was found of bribes or voting pacts.

FIFA last month responded to repeated calls for ethics prosecutor Michael Garcia’s report into alleged corruption in the bidding process to be made public by stating that full publication was not legally possible. Garcia, the ethics investigator hired by FIFA, in September delivered his report following a year-long probe into the bidding process for the 2018 and 2022 World Cups. The independent ethics committee had said that the report “reaches conclusions concerning further action with respect to certain individuals” and debate over whether it should remain secret has intensified of late.

Despite finding wrongdoing among the 11 bidding nations for the two tournaments, Eckert today said the integrity of the votes was not affected. “The (Garcia) report identified certain occurrences that were suited to impair the integrity of the 2018/2022 FIFA World Cups bidding process,” Eckert said in a statement. “While the chairman of the Adjudicatory Chamber of the FIFA Ethics Committee fully concurs with the relevant findings, the occurrences at issue were, in the chairman's assessment, only of very limited scope.

“In particular, the effects of these occurrences on the bidding process as a whole were far from reaching any threshold that would require returning to the bidding process, let alone reopening it - a decision which anyway would not fall under the FIFA Ethics Committee's competence. The assessment of the 2018/2022 FIFA World Cups bidding process is therefore closed for the FIFA Ethics Committee.

“Such closure is however subject... to Ethics proceedings regarding specific officials based on indications of possible misconduct identified in the course of the investigation presently relevant and to any action that might be taken pursuant to the recommendations offered by the Investigatory Chamber in its report.”

However, Eckert did identify issues with both winning bids. Qatar's bid had “potentially problematic facts and circumstances,” plus a “significant lack of transparency” in its use of advisers. Computers leased for use by Russian bid officials were later destroyed.

Garcia was asked by Eckert to prosecute cases against individuals, but no names were revealed in today’s report. Eckert admitted the probe lacked “coercive means” to seize potential evidence such as “money and paper trails,” and had to rely on cooperation of witnesses. Yet of the 11 board members in 2010 who are no longer at FIFA, three declined to speak to Garcia and two could not be contacted.

Russia defeated bids from England, along with joint bids from Spain-Portugal and Netherlands-Belgium, to land the 2018 tournament. England, which was eliminated in the first round of voting having secured only two of 22 votes, received particular criticism in Eckert’s report. Netherlands-Belgium had no issues and Eckert did not include comments on the Spain-Portugal candidacy. However, this appeared to be the bid noted as the least cooperative with Garcia, according to reports.

Qatar defeated the US in a fourth round of voting for the 2022 World Cup, with South Korea, Japan and Australia having earlier fallen by the wayside.  Australia was criticized for its consultants' behavior while the United States, Japan and South Korea received only minor comments with regards their bid processes.

Commenting on scepticism as to how Russia, and in particular Qatar, triumphed in the vote, Eckert added: “The perception for example, according to which a FIFA World Cup vote must have been 'bought' if the host selected is not the one that has been generally considered a favorite... is mere speculation and far from anything a judicial body like the FIFA Ethics Committee is allowed to accept as proof.”

Responding to Eckert’s report, FIFA said: “FIFA looks forward to continuing the preparations for Russia 2018 and Qatar 2022, which are already well underway. For the sake of further closure, Fifa supports the independent Ethics Committee with respect to their preparedness to potentially open future cases against officials based on the information obtained during this investigation.

“Finally, FIFA acknowledges the recommendations mentioned in the statement with regard to improving the bidding process for future FIFA World Cups, but also notes the comments of the chairman of the adjudicatory chamber regarding the bidding process for the 2018/2022 FIFA World Cups as ‘well-thought, robust and professional’.”

José Maria Marin mantém o mesmo esquema do antecessor Ricardo Teixeira para conseguir apoio irrestrito das federações estaduais de futebol no Brasil e trabalhar tranquilamente na presidência da CBF. A acusação é feita pelo jornal O Estado de S. Paulo, que relata um "mensalinho" superior a R$ 50 mil para cada uma das entidades.

De acordo com a publicação, somente o Rio Grande do Sul se recusa a receber a verba mensal fixa, que atingiu R$ 50 mil pouco antes de Teixeira renunciar e Marin tomar posse, em 8 de março. O valor tinha ficado "congelado" em R$ 30 mil por dois anos e começou com R$ 8 mil em 1993.

O "mensalinho" é descrito nos balanços como "doações" ou "repasses" e representa até 89% da receita total de uma federação, como ocorreu em Sergipe em 2011 ­ recebeu R$ 1,1 milhão da CBF. No ano passado, a Federação Paranaense foi quem ficou com o maior valor: R$ 1,2 milhão.

Outras entidades agraciadas, como as de Alagoas, Roraima, Mato Grosso e Distrito Federal, nem registram seus balanços na internet. Já a federação no Rio Grande do Norte o publica sem mostrar receitas e despesas.

O jornal relata assembleia convocada por Ricardo Teixeira em 29 de fevereiro na qual foi anunciado o aumento do "mensalinho" fixo para R$ 50 mil. O ex-presidente ainda comunicou uma "participação nos lucros" que resultou na distribuição de R$ 100 mil para cada uma das 27 federações. O encontro ainda aprovou a mudança das eleições na CBF para antes da Copa do Mundo de 2014, evitando qualquer influência de um mau resultado da Seleção Brasileira no Mundial.

De acordo com a publicação, a garantia de manutenção da verba fez com que Minas Gerais, Rio de Janeiro, Bahia, Paraná, Pará, Rio Grande do Sul e Distrito Federal se acalmassem quanto ao fortalecimento de Marco Polo Del Nero, presidente da Federação Paulista de Futebol (FPF) e empossado vice-presidente da Região Sudeste na CBF que ganhou até cargo na FIFA.

Este é o nosso futebol, por acaso alguém tem dúvidas? Estamos envoltos num mar de corrupção, desmandos e lavagem de dinheiro. Agora me pergunto, onde está o Ministério Público, a Receita Federal e a própria Policia Federal. Esta é a principal razão de nosso futebol ir ladeira abaixo.

Até porque esse dinheiro era para ser usado no suporte e desenvolvimento das Series A, B, C e D... Com melhorias  e benfeitorias aos clubes e ao nosso futebol. Não faz sentido o Brasil com sua dimensão continental, ter futebol apenas em alguns estados e uma Serie A com 20 clubes, quando a Alemanha tem 9 divisões de futebol profissional e cabe dentro de apenas um estado brasileiro.

Quando me convidaram a aceitar um clube da primeira divisão no interior de Pernambuco e ingenuamente, aceitei e o ex-presidente da FPF (já falecido), mostrou-me como era dirigido nosso futebol, cheio de falcatruas e depois os próprios malandros que me convidaram, mostraram que fizeram o dever de casa corretamente, e quando fiz o time e paguei os débitos da instituição, imediatamente trataram de mostrar quem são, falaram que não queriam mais a parceria e na minha ausência, subornaram meu gerente, convidando o elenco com promessas que iriam pagar 10 vezes mais do que nós iríamos pagar e 2/3 dos jogadores se foram.

Mas, acabou-se esse clube, pois tomei as medidas judiciais cabíveis para garantir que nunca mais eles iriam ser ou ter alguma coisa com o futebol. Mas, infelizmente uma andorinha só não faz verão e quem ficou com o nome sujo, por eles, fui eu.

Depois da separação entre Ricardo Teixeira e Lúcia Havelange que, por pouco civilizada, quase significou o rompimento do ex-genro com o ex- sogro, eis que agora os negócios, além dos netos, que mantiveram as relações, podem desfazê-las de vez.

Segundo se comenta nos círculos próximos a ambos, João Havelange está estarrecido com a diferença entre o que ele e Teixeira amealharam nesses anos todos de promiscuidade com a ISL e as redes de TV que compraram seus serviços.

Apesar de Havelange, 96 anos, admitir que Teixeira, 65, precisa de mais dinheiro do que ele em função da expectativa de vida de cada um, a diferença, em francos suíços, de praticamente 12 a 1, é uma goleada inadmissível para quem fez do genro Zé ninguém, um dos mais poderosos cartolas de todos os tempos, frequentador de palácios presidenciais e da alta sociedade carioca, assim como dos novos ricos paulistanos.

E as consequências na Justiça brasileira podem acabar por jogar um contra o outro, porque aquilo que o “Jornal Nacional”, generosa, e equivocadamente, chamou de “comissões”, é propina mesmo, fortunas recebidas indevida e ilegalmente segundo a Justiça suíça.

Apesar de continuamente bajulado por cartolas como Carlos Nuzman, presidente do COB e, pior, do Comitê Organizador do Rio 2016, tudo indica que o fim da carreira do chefão será ainda mais vergonhoso, assim como do esperto ex-genro, condenado a ficar em Boca Raton.

A Swiss prosecutor is alleging that former FIFA president Joao Havelange and senior executive committee member Ricardo Teixeira made a boatload of cash by accepting bribes by the company that held the TV rights to the 2002 and 2006 World Cup. 

The Guardian's David Conn passed along this information gathered from a court order, which the prosecutor published in the Swiss canton of Zug, documenting a settlement from prosecutions against the accused pair made in 2010. 

Havelange and Teixeira faced embezzlement charges, but that matter became moot when they paid a settlement.  

Conn reports that the pair was found to have received the bribes from the marketing company ISL, and adds that in 1997, Havelange gave ISL exclusive marketing rights to FIFA. Also, that in 1998 that ISL was awarded the exclusive TV and radio rights to the 2002 and 2006 World Cup. 

To get these rights, ISL paid FIFA 200 million Swiss francs for the marketing and 1.4 billion for the TV rights.

Conn goes on to state that Havelange and Teixeira were given 41 million Swiss francs over eight years as a "side payment" for this. 

That is not the whole story about the alleged bribes ISL were making either. Conn states ISL made payments of 37 million Swiss francs via a separate company to "individuals and decision makers of global sports." And none of these is the most damning thing of all.

The finding that FIFA had knowledge of the bribery payments to persons within its organs is not questioned. This is firstly because various members of the executive committee had received money, and furthermore … a $1m Swiss francs] payment made to João Havelange was mistakenly directly transferred to a FIFA account.

That is the real problem and everlasting stain of these bribes. They can't be pinned on just a couple of individuals. This was a failure of the entire governing body. Credibility will not recover quickly from those kinds of allegations.

Mas Blatter tem estado sob crescente pressão desde a semana passada depois que a FIFA lançou relatório de um promotor suíço, confirmando propinas a Havelange e Ricardo Teixeira, aceitas a partir de agência de marketing ISL em 1990.

"Ele tem que ir. Ele não pode permanecer presidente honorário após esses incidentes", disse Blatter ao jornal SonntagsBlick semanal suíço em uma entrevista que foi publicada no domingo.

Blatter era um alto funcionário durante o reinado de Havelange na FIFA. O Blatter 76-year-old, que é suíço, assumiu a partir de Havelange em 1998.

Sem contar, que acabou de falar que na África e na América do Sul é normal se aceitarem “propinas”, mas ele antes já havia falado que o seu País, a Suiça reconhecia isto na época, como normal, justo e honesto.

FIFA President Sepp Blatter has today suggested former boss Joao Havelange should be stripped of his honorary title following the release of the ISL documents implicating the Brazilian.

Blatter was a senior official during Havelange's reign at FIFA. The 76-year-old Blatter, who is Swiss, took over from Havelange in 1998.

He had previously acknowledged that he knew about payments, but insisted they were legal in Switzerland at the time.

"I only learned of it (the payments), after the collapse of the ISL agency in 2001," Blatter said. "It was FIFA which made a criminal complaint at the time and thereby got the ball rolling in the ISL case."

It seems a joke these statements by the current president; they are all so naive and silly to begin to emerge the truths that undoubtedly belong to everyone, everyone on the boat, sailing in the same ocean. Segundo a 'Folha de S.Paulo', presidente da CBF conseguiu transformar a SANUD, empresa por meio da qual teria recebido dinheiro da ISL, em uma sociedade de ações fechadas.

Antes de possivelmente deixar o cargo de presidente da CBF depois de 23 anos, o presidente da CBF, Ricardo Teixeira, teria feito uma manobra para ocultar suas ligações com a SANUD, empresa por meio do qual teria recebido propina da empresa de marketing ISL. A informação é dada pela ‘Folha de SãoPaulo’, nesta sexta-feira.

Segundo o jornal, Teixeira transformou a RLJ Participações, empresa responsável por suas operações financeiras, de sociedade aberta em grupo de ações fechadas, sem que a composição societária tenha que ser conhecida. Assim, o nome do cartola não estaria ligado à SANUD, sediada no paraíso fiscal de Liechtenstein.

Em 2010, o repórter da BBC Andrew Jennings acusou o presidente da CBF e seu ex-sogro e ex-presidente da FIFA, João Havelange, de terem recebido propina da ISL. Só Teixeira teria recebido US$ 9,5 milhões. Jennings divulgou documentos nos quais a SANUD e mais duas pessoas aparecem como recebedores do dinheiro, mas os nomes são mantidos em sigilo pela Justiça da Suiça. O presidente da FIFA, Joseph Blatter, promete revelá-los.

Teixeira respondeu por meio de sua assessoria de imprensa que a SANUD já foi extinta e disse que as mudanças da RLJ foram legais.

Investigação barrada
Outro jornal, o ‘Lance!’, publica hoje que advogados de Teixeira barraram uma investigação realizada pelo Ministério Público do Rio de Janeiro sobre a participação do dirigente em participações em crimes contra o sistema financeiro nacional e lavagem de dinheiro.

Tudo é possível fazer no Brasil e principalmente quando se tem muito dinheiro. Fico me perguntando onde está o Ministério Público que não toma a frente disto, onde está a Policia Federal, pois isto é crime do “colarinho branco”, regulado pela Constituição e por nossa Justiça, agora tomar a frente de alguma investigação para receber propinas, também não adianta.

O presidente da CBF continua fazendo simplesmente todos de bobo, a imprensa, o futebol e principalmente a nossa justiça. Já transferiu grande parte de seu patrimônio para os paraísos fiscais, e sua própria família para Miami.

Só deixo um aviso, nos EUA eles não terão bom tempo, aquele País pega no pé de qualquer um, principalmente um imigrante desonesto, aí é que as coisas devem ficar pretas, basta esperar pra ver.

FIFA announces new goal-line technology tests /FIFA anuncia testes de nova tecnologia na linha do gol.

A FIFA anunciou um novo conjunto de testes para a tecnologia na linha do gol nesta terça-feira com a perspectiva de um sistema, possivelmente, sendo introduzido a tempo para a Copa de 2014 no Brasil.

O órgão regulador do futebol mundial, convidou os fabricantes a tomar parte em um processo de teste em duas fases técnica entre setembro 2011 e março de 2012, que será verificada por um instituto técnico independente. Cerca de 10 diferentes sistemas de tecnologia da linha de gol foram testados até à data, mas a FIFA e o Estado maior, da International Football Association Board (IFAB), até agora não foram convencidos.

"Os resultados finais desta avaliação será apresentada ao International Board, em reunião extraordinária em julho de 2012", disse a FIFA em um comunicado. "Os testes serão realizados em duas fases em um estádio de futebol seleccionados pela respectivos fornecedores de tecnologia, em consulta com a FIFA."

A primeira fase de testes, entre setembro e dezembro de 2011 irá verificar o sucesso da meta exigida pontuação do indicador para uma pulseira usada pelo árbitro.

Sistemas pré-seleccionados, que terão de ter pelo menos 90% de sucesso, só assim irá avançar para a segunda fase, em que a FIFA vai estar à procura de 100% de precisão nos testes envolvendo diferentes tipos de disparos em condições de jogo simulado.

Pois é, agora perto das eleições o presidente se movimenta com todo tipo de idéias, antes relegadas, agora em destaque, promete milhões as Federações, comissão para dinamizar o futebol, novas tecnologias, até a Interpol vai levar alguns (e não são poucos $$$ milhões).

Mas, as revelações de suborno, de propinas, de venda de votos continuam, e agora novamente a FA vem com mais uma, atacando diretamente o João Havelange e seu genro o Ricardo Teixeira e o que é pior, até o Platini se presta a dar seu voto ao Joseph Blatter para garantir sua eleição em 2015.
