Em comunicado emitido na última semana e reafirmado na noite desta terça, a TV Globo havia se colocado como uma das responsáveis pelo aumento das receitas dos clubes nos últimos anos.

A Rede Record se pronunciou oficialmente na tarde desta quarta-feira e divulgou um comunicado oficial atrelando a Globo ao enfraquecimento do futebol brasileiro e se dizendo pronta para negociar individualmente com os clubes, caso seja isto que eles desejem.

A Record ainda se disse preocupado com o rompimento das equipes com o Clube dos 13.

No comunicado oficial, a emissora diz que a atual proposta do C13 acabava com “as obscuras negociações que favoreciam o monopólio e descaracterizavam a concorrência, impondo aos clubes valores e limitações exigidas pelos eternos favorecidos”. Mesmo assim, se diz preparada para negociar individualmente, caso haja garantias de transparência nas negociações.

A Rede Record vem a público expressar preocupação com as reações ao modelo de negociação proposto pelo Clube dos 13. O formato foi desenvolvido como conseqüência de um acordo entre o Clube dos 13 e o CADE (Conselho Administrativo de Defesa Econômica). Pelo que foi acertado, cláusulas que caracterizavam o favorecimento a um monopólio e impediam a participação de outros concorrentes de forma democrática e transparente foram proibidas.

O modelo anterior impôs aos clubes brasileiros o endividamento e a perda sucessiva de seus maiores talentos para outros países. Alguns clubes brasileiros passam meses sem parceiros patrocinadores porque camisas, luvas, bonés e até placas publicitárias são evitadas ou encobertas nas transmissões esportivas. Ainda existem alguns clubes brasileiros que simplesmente são ignorados durante a temporada e passam semanas sem que seus jogos sejam transmitidos.

A carta convite enviada pelo Clube dos 13 contempla uma concorrência transparente, séria, com regras claras. O documento exige propostas entregues em envelopes fechados e pressupõe declarar vencedor aquele que fizer a melhor proposta financeira para todos os clubes. O modelo é semelhante ao estabelecido pelo Comitê Olímpico Internacional para a disputa de direitos dos Jogos Olímpicos.

A Record detém os direitos de transmissão exclusivos dos Jogos Olímpicos de 2012, em Londres. Fez a melhor proposta e venceu. O mercado publicitário brasileiro - de forma ousada - correspondeu ao investimento da Rede Record e cobriu todos os custos de direitos e transmissão, além de gerar lucros.

Parte do pacote olímpico já foi visto no Brasil com a premiada e pioneira cobertura esportiva dos Jogos de Inverno de 2010, de Vancouver, no Canadá. Prova inequívoca de que a Record quer inovar no esporte, tem apoio do mercado publicitário e retorno expressivo em audiência.

Este ano, em outubro, faremos o mesmo com os Jogos Pan Americanos de Guadalajara.

A proposta do Clube dos 13 rompe com as obscuras negociações que favoreciam o monopólio e descaracterizavam a concorrência, impondo aos clubes valores e limitações exigidas pelos eternos favorecidos.

A Record reafirma o desejo de participar da concorrência do Clube dos 13, se os associados estiverem em acordo e unidos em busca de propostas que ofereçam alternativas para o torcedor brasileiro, melhorem arrecadações e ampliem a possibilidade de surgimento de novos patrocinadores.

LEAVING "sameness" OUT OF BRAZILIAN PROFESSIONAL SOCCER. /DEIXANDO A “MESMICE” FORA DO FUTEBOL PROFISSIONAL BRASILEIRO.

Este é um ensaio do que penso, do que vejo e do que sei, do futebol brasileiro que se diz profissional e que não passa de um amontoado de clubes administrados amadoramente, por pessoas competentes e profissionais mais não no futebol, pessoas ocupadas com suas próprias empresas e que por motivos alheios, entraram no esporte mais conhecido do mundo, porque eram sócios e torcedores, o que é uma pena.

Só estamos perdendo com estas pedengas e celeumas, mais acho que chegou a hora de acertarmos o futuro do futebol neste País que deverá sediar a melhor Copa de todos os tempos e a mais lucrativa.

E temos que começar falando que a CBF como órgão criado para dirigir o futebol brasileiro assuma de vez esta repaginação, do contrário, para que se precisaria de uma FIFA. Se tem que existir uma Liga, muito bem, vemos isto na Inglaterra, Espanha, Italia e outros Países que lucram com o esporte, então porque não termos isto aqui?

Não entendo e não compreendo o porquê de outras pessoas (ex-presidentes de clubes principalmente) fundarem ou formarem “associações”, para fazerem o trabalho da Confederação Brasileira de Futebol, tanto na 1ª divisão, quanto na 2ª Divisão e assim por diante. Aliás, o próprio Estatuto da FIFA (que é quem comanda o futebol no mundo) determina que tudo tem que ser regido e administrado por sua afiliada, como é feito no México, Estados Unidos, Paraguai, Argentina, enfim todos os outros Países que tem um futebol profissional.

Infelizmente no nosso Brasil se temos uma Lei para alguma coisa, se inventa imediatamente uma maneira de burlar esta Lei e assim vamos vivendo um País que tem tudo para dar certo, sendo sacaneado e escrotamento boicotado com interesses de pessoas ou grupos que apenas visam seu enriquecimento ilícito e seu sucesso pessoal.

Nunca o interesse das associações. Todos nós sabemos que uma corrente é mais forte que um elo. Lógico que a TV Globo vai querer pagar o preço que lhe é interessante e lucrar mais com isto.

O que acontece é que nosso futebol merece ser propriamente re-estruturado e até repensado para que possamos em 2014 ter uma Copa dentro do que o mundo espera e que todos os brasileiros aguardam, além é lógico de sermos Campeão. Precisamos em caráter emergencial, instituir uma Liga Nacional, organizada pela CBF sob os ditames da FIFA. Com todos os níveis e divisões bem estruturados e definidos, com todas as divisões estabelecidas e organizadas, dirigidas e planejadas.

De que adianta termos uma 3ª divisão Nacional, uma 4ª divisão Nacional, uma 5ª Divisão Nacional, uma 6ª Divisão Nacional desta maneira que temos agora? Sem recursos, sem organização, sem estrutura, sem falar que o futebol feminino precisa ser levado em consideração e ser instituída nacionalmente sob os auspícios da própria CBF que é quem pode negociar contratos, e dividir equanimente os frutos destes recursos.

Temos que ver a situação dos Árbitros no Brasil, onde se quer ter árbitros profissionais, mais que são amadores. São paradoxos destes que tem que serem revistos e consertados, por quem é de direito e de fato o carro chefe do futebol Brasileiro, a CBF.

Nunca vi uma empresa com dois presidentes e principalmente com este amadorismo e este desrespeito a Lei e a ordem que temos no Brasil.

Precisamos mudar para que possamos realmente termos lugar no futebol que deu certo, como o da ESPANHA, o futebol que mais lucra no mundo acabou da tomar o lugar da Inglaterra, da Itália, da Alemanha, enfim, precisamos dar um basta na mediocridade, nos interesses pessoais, nos “egos” de pessoas que se acham o centro de tudo.

E modernizar o nosso futebol, torna-lo uma empresa de fato e de direito, todos juntos, unidos, porque a união faz a força, não adianta querer aceitar uma coisa que já está ultrapassada e mostrou que tem muita coisa errada, o próprio Clube dos 13 e as outras Associações que regem a 2ª Divisão Nacional, e assim por diante.

Afinal de contas estamos ou não num País livre e democrático. Onde o progresso está chegando? Porque não traze-lo para o futebol, também.

What happens is that our football deserves to be properly restructured and rethought up now so we can have a World Cup in 2014 in what the world expects and that all Brazilians expect, in addition of course to be champion.

Need in an emergency, institute a National League, organized by CBF under the dictates of FIFA. With all levels and divisions as well structured and defined, with all divisions established and organized, directed and planned.

What good is having a national 3rd division, a 4th Division National May 5st National Divisions, or even the 6th National Division this way we have now? No resources, no organization, no structure, not to mention the women's football needs to be taken into account and be set nationally under the auspices of CBF itself apart from the Association of Referees which is lame because the whistle should be at the professional football level but with amateurs guys.

We need to change so we can really have place in football what went be right, like in Spain, who passed the English most profitable football, Italy, Germany, finally, we must put a stop in mediocrity, in the personal interests, in the "egos" by persons who want be the center of everything. And upgrades the football all together, united, because unity is strength, nobody wanting to accept a something that is already outdated and have shown that much wrong (Club of 13).

Dos 13 times que fundaram o Clube dos 13 em 1987, oito (Botafogo, Corinthians, Cruzeiro, Flamengo, Fluminense, Grêmio, Palmeiras e Vasco) já anunciaram que negociarão os direitos de transmissão dos Brasileiros de 2012, 2013 e 2014 independentemente da associação, dois estão em dúvida (Inter e Santos) e três se mantêm fiéis à instituição (São Paulo, Bahia e Vasco). No meio disso, a maioria das equipes novatas que menos arrecadam pede o fim da cisão.

Se o Coritiba, um dos sete que entraram na entidade em 1997, logo se juntou aos dissidentes, o fundador Bahia puxa a fila com Sport, Goiás e Atlético-PR na torcida para que os membros mais antigos se entendam - a Portuguesa não informou sua posição, assim como o Guarani, que reelegeu nessa terça-feira o seu presidente, Leonel Martins. Os donos de cotas menores estão cientes da dificuldade que terão em ganhar elevadas cifras negociando sozinhos.

Marcos Malucelli, presidente do Atlético-PR e um dos vice-presidentes do Clube dos 13, espera receber duas vezes mais por meio da negociação conjunta. Dos R$ 13 milhões que o clube recebeu no último contrato, válido para os Campeonatos Brasileiros de 2009, 2010 e 2011, o valor subiria para R$ 30 milhões se a licitação da associação for respeitada.

"É importante que haja bom senso, que todos pensem, porque o Clube dos 13 vem desempenhando um trabalho competente ao longo dos anos. A boa condição é que todos façam parte desse pacote, pois dessa forma negociaremos em bloco, com melhores resultados", concordou o presidente do Sport, Gustavo Dubeux.

O Bahia, por sua vez, afirmou que se não houver outro jeito, será obrigado a conversar sozinho. De qualquer forma, o presidente Marcelo Guimarães não gosta de ver a Rede Globo fora da licitação e criticou a decisão do Conselho Administrativo de Defesa Econômica (CADE), que cancelou uma vantagem de 10% a favor dos cariocas. "O Clube dos 13 tinha motivos técnicos para dar esse percentual de vantagem. É ruim (a saída), porque a Globo é muito forte. Diminui o potencial que poderíamos vender. Queria e esperava que ela estivesse dentro", afirmou.

Menos cotados discordam dos argumentos dos dissidentes.

Os direitos de todas as plataformas (TV aberta, fechada, pay-per-view, internet, telefonia, etc) dos 20 integrantes do C13 seriam vendidos por cerca de R$ 1,3 bilhão de reais, sendo que o último contrato foi negociado para a Rede Globo por R$ 400 milhões. Apenas a TV aberta seria cedida por um lance inicial de R$ 500 milhões, de acordo com um estudo conduzido por Atlético-MG, Santos, Bahia e Botafogo, e comandado pelo diretor executivo Ataíde Gil Guerreiro, do São Paulo, autor da licitação. Se cada agremiação conversar sozinha, o preço esperado não será alcançado.

"Existia uma cláusula de preferência para a Globo que foi extinta pelo CADE após 13 anos. Agora, as televisões têm que concorrer em igualdade de condição. É ótimo para os clubes, mas claro que isso fere os interesses da TV Globo. Para que ela vai pagar R$ 1,3 bilhão se paga R$ 400 milhões e consegue, com favores ao clube, renovar por pouco mais do que esse valor?", indagou o presidente do Atlético-PR, Marcos Malucelli, à rádio paranaense Banda B.

Corinthians, Botafogo, Flamengo, Fluminense, Vasco, Coritiba, Cruzeiro e Grêmio alegaram irregularidades no processo de Ataíde, e anunciaram que vão negociar sozinhos, sendo que o Timão pediu até desfiliação do C13. Santos e Internacional, que vai se pronunciar na quinta-feira tende a serem os próximos, enquanto Atlético-MG e São Paulo estão fechados com o presidente Fábio Koff.

Marcelo Guimarães, presidente do Bahia, não concorda que as negociações estejam sendo conduzidas de forma irregular e rebate o argumento da TV Globo. "(A negociação) Tem sido transparente, o Bahia participou disso. O que talvez possa ter acontecido, e acho até que aconteceu, foi uma falta de comunicação interna entre os integrantes. Com mais comunicação, não teríamos chegado a esse ponto", previu.

Já Malucelli, do Atlético-PR, lembra que não é tão fácil se desligar do Clube dos 13: além de avisar com 60 dias de antecedência, é necessário pagar as dívidas. "Todos os clubes, sem exceção, que querem negociar diretamente com a televisão são devedores, têm antecipação de cotas. Quando assumimos, o Atlético-PR era devedor, mas, em dois anos, pagamos absolutamente tudo que foi deixado pela diretoria anterior e nunca tomamos um centavo de nossa arrecadação futura", garantiu.

"A questão vai além, são coisas políticas e os clubes ficam a reboque. Estamos com o Clube dos 13 porque somos filiados. Nós, como todos, temos como obrigação ceder os direitos (de transmissão). Muita coisa vai rolar, muito clube vai dar dois passos à frente e quatro, cinco para trás", analisou Malucelli.
