FIFA INVESTIGA ESCOLHA DE RÚSSIA E QATAR PARA SEDIAREM AS COPAS DE 2018 E 2022

Como parte de uma investigação sobre a escolha de Rússia e Qatar para sediar as Copas do Mundo de 2018 e 2022, o investigador chefe do Comitê de Ética da FIFA, Michael Garcia, está pronto para iniciar uma ‘turnê’ por todos os países envolvidos nos processos de licitação dos dois eventos.

A revista France Football publicou que Garcia vai começar sua viagem em Londres, em 9 de outubro. Ao lado de Bélgica, Holanda, Portugal e Espanha, a Inglaterra saiu perdedora da licitação que escolheu a Rússia como sede da Copa de 2018. Para sediar o torneio de 2022, o Qatar derrotou a Austrália, o Japão, a Coréia do Sul e os Estados Unidos. Em março, Garcia pediu para que aqueles que tivessem evidências de ilegalidade na escolha das sedes se apresentassem, acrescentando que suas identidades poderiam ser mantidas sob sigilo. Tudo indica que Garcia já conversou com pessoas envolvidas no processo de licitação dos torneios, mas agora está determinado a se aprofundar nas investigações.

“Vou continuar com as entrevistas em lugares diferentes e espero que aqueles que possuem informações, mesmo que não tenham obrigação de fornecê-las, aceitem falar comigo.” afirmou Garcia, de acordo com a France Football. “Há aqueles que me deram informações voluntariamente porque eles querem que o inquérito progrida. Outros são obrigados a cooperar por causa de seu papel na candidatura ou sua função oficial no futebol. Meu objetivo é entregar um relatório que cubra o processo de licitação e a atribuição dos torneios.”

No mês passado a FIFA esteve sob uma pressão maior em relação a Copa do Mundo de 2022 no Qatar. A Federação Australiana de Futebol (FFA) pediu uma compensação financeira aos países que participaram da licitação do torneio caso o torneio seja transferido para o período de inverno.

O pedido da FFA veio após o membro dos Estados Unidos no Comitê Executivo da FIFA, Sunil Gulati, afirmar que ele está pronto para “chacoalhar o barco” e exigir mais tempo antes de tomar uma decisão. Gulati liderou a candidatura americana que perdeu para o Qatar.

O Comitê Executivo da FIFA tem uma reunião programada para os dias 3 e 4 de outubro para discutir, em princípio, se concordam com a mudança do Mundial do Qatar para o inverno. O Presidente da FIFA Joseph Blatter afirmou no mês passado que os políticos europeus colocaram pressão sobre os membros da FIFA para votarem a favor do Qatar.

A France Football ainda acrescentou que Garcia vai visitar a Rússia e Qatar no início de 2014, antes de apresentar um relatório a Hans-Joachim Eckert, Presidente do braço judicial do Comitê de Ética da FIFA. Uma decisão é esperada para somente depois de março ou abril do ano que vem, no mínimo.

Acho que tudo isto não vai dar em nada, aliás, como sempre, saem os rumores, rufam os tambores, mas, no final as coisas continuam como sempre. O futebol mundial continua como o nosso, sem transparência, com continuísmo, quem lá está não quer sair e quem entra não faz nada para mudar.

The chief investigator of FIFA’s Ethics Committee, Michael Garcia, is set to commence a tour of all countries involved in the bidding process for the 2018 and 2022 World Cups as part of a probe into the award of the two tournaments to Russia and Qatar.

France Football magazine reports that Garcia, head of the investigative chamber of the Ethics Committee, will begin his tour in London on October 9. England, along with joint bids from Belgium/the Netherlands and Portugal/Spain, lost out on the 2018 World Cup, while Qatar defeated Australia, Japan, South Korea and the United States for the 2022 tournament. Garcia in March called on those holding evidence of alleged impropriety in the award of the 2018 and 2022 World Cups to come forward, adding that measures are available to protect their identity. It is understood he has already held a number of talks with individuals involved in the process of awarding the tournaments, but is now set to move his investigation into “a higher gear”.

“I will proceed with interviews in different places and I hope that those who have information, even if they’re under no obligation to transmit it, will accept to talk to me,” said Garcia, according to France Football. “There are those who give me information voluntarily because they want the enquiry to make progress. Others are obliged to co-operate because of their role in the candidature or their official role within football. My aim is to deliver a report that covers the bidding process and the attribution of the tournaments.”

FIFA last month came under further pressure over the issue of the 2022 World Cup in Qatar after Football Federation Australia (FFA) called for financial compensation for the tournament’s bidding nations should the event be switched to a winter calendar slot. The comments came after the United States’ FIFA Executive Committee member Sunil Gulati stated that he is prepared to “rock the boat” and demand more time before making a decision. Gulati led the US bid that lost out to Qatar for the 2022 World Cup. FIFA’s executive committee is set to meet on Thursday and Friday to discuss whether to agree in principle to move the Qatar World Cup to winter. FIFA president Sepp Blatter last month claimed that European politicians put pressure on FIFA members to vote for Qatar’s bid to host the 2022 World Cup. France Football added that Garcia will also visit Russia and Qatar by the start of 2014 before presenting a report to Hans-Joachim Eckert, president of the judicial arm of FIFA’s Ethics Committee. A ruling is not expected until March-April next year at the earliest.

I think that all this will come to nothing, indeed, as always, come the rumors, drumming the drums, but in the end things continue as usual, nothing happens. The football world continues like ours, without transparency, with continuity, there are those who do not want to leave and who enters does nothing to change.
