Calma, não estou ofendendo ninguém, o título acima faz referência à famosa frase de James Carville (It´s the economy, Stupid), estrategista de Bil Clinton na campanha contra George Bush (pai) em 1992. A frase se tornou slogan da campanha vitoriosa de Clinton, chamando a atenção para a situação econômica, o verdadeiro problema do país naquele momento. Pois bem, 20 anos depois, sua adaptação cabe perfeitamente ao cenário do futebol Brasileiro atual. 

Nos últimos dias o Ministério dos Esportes tornou público o seu interesse em propor a adaptação do calendário Europeu ao futebol Brasileiro, mostrando todas as vantagens que ele traria, obviamente sem apontar as desvantagens embutidas na mesma idéia. A adaptação ao calendário Europeu está longe de ser o principal problema de nosso caótico calendário, posto esse que pertence inexoravelmente aos absurdos campeonatos Estaduais.  

Que diferença faz se eles começam em janeiro ou julho? Adaptar o calendário Brasileiro ao Europeu traz ganhos pequenos a um grupo também pequeno de clubes, mantendo intacto o prejuízo causado pelo fato de que passamos 2/5 do ano brincando de jogar futebol. Vejam, para a maioria dos nossos clubes (excetuando os que disputam a libertadores) o meio de ano se aproxima e nada aconteceu até aqui. 

Não faz sentido gastar tempo e energia negociando um tema cujo ganho é limitado, principalmente pela dificuldade histórica em se mexer no calendário, isto equivale a tratar um doente terminal com remédio para gripe  Se o objetivo é tornar nossos clubes mais fortes, então que se implante um calendário que torne o campeonato Brasileiro atraente no Brasil e no exterior, valorizando as marcas das equipes nacionais e criando condições de competirmos com os campeonatos europeus, MUITO MAIS ATRAENTES em termos técnico e financeiro. 

Uma adaptação ao calendário Europeu urgente seria, por exemplo, a transformação do Brasileiro em competição de ano inteiro e os estaduais (ou regionais, municipais, distritais, whatever) em divisões de acesso a estes campeonatos nacionais. No mundo todo é assim, e o argumento batido que somos um país continental já não se justifica.

Portanto, se o Ministério dos Esportes quer realmente propor uma melhoria no calendário, que o faça com entendimento profundo do problema real, ao invés de propor uma não-solução.

Que temos que fazer alguma coisa, isto não temos dúvidas, mas somente adaptar o nosso calendário ao calendário Europeu, seria ou deveria ser, apenas o começo. Nisto concordo e assino embaixo com o Fernando Ferreira, dono deste artigo.

O governo federal repassou R$ 6,2 milhões a um sindicato de cartolas do futebol para um projeto da Copa do Mundo de 2014 que nunca saiu do papel. Sem licitação, o Ministério do Esporte contratou o Sindicato das Associações de Futebol (SINDAFEBOL), presidido pelo ex-presidente do Palmeiras Mustafá Contursi, para fazer o cadastramento das torcidas organizadas dentro dos preparativos para a Copa. O contrato foi assinado no dia 31 de dezembro de 2010 e todo o dinheiro liberado, de uma vez só, em 11 de abril deste ano. O projeto, porém, jamais andou.

O Ministério do Esporte foi célere em aprovar o convênio, entre novembro e dezembro de 2010, com base em orçamentos e atestados de capacidade técnica apresentados pelo sindicato. O Estado obteve os documentos. O negócio rápido e milionário teve um empurrão oficial de Alcino Reis, assessor especial de futebol do ministério e homem de confiança do ministro Orlando Silva (PC do B) - de quem é correligionário no PC do B.

O convênio, que faz parte do projeto Torcida Legal, foi assinado por Reis e pelo secretário executivo do ministério, Waldemar Manoel Silva de Souza.

As empresas que aparecem como responsáveis pelos serviços do projeto nunca foram contratadas pela entidade dos cartolas, dirigentes de clubes, que leva o nome oficial de Sindicato Nacional das Associações de Futebol Profissional e suas Entidades Estaduais de Administração e Ligas (SINDAFEBOL). Os atestados de capacidade técnica entregues ao governo, por exemplo, foram feitos pelo próprio sindicato.

Ontem, questionado pelo Estado, o presidente do SINDAFEBOL admitiu que a entidade não tivesse estrutura para tocar o convênio. 'Dissemos ao ministério que nunca tínhamos feito isso. O sindicato não tinha experiência, e se colocou à disposição do ministério', disse ontem Contursi, ao justificar a paralisia do projeto. Os R$ 6,2 milhões recebidos, afirmou, estão parados numa conta bancária controlada por ele próprio.

O cartola admitiu que, diante das dificuldades do sindicato em cumprir as metas, a execução do contrato poderá ser 'reavaliada', contrariando o discurso do governo de que tudo está dentro do planejado. O Ministério do Esporte alega que escolheu o SINDAFEBOL, sem licitação, por ser mais 'adequado' para tocar o projeto.

O convênio foi assinado em 31 de dezembro com vigência até o fim do ano. Em maio, porém, foi prorrogado até março de 2012.

Subcontrato. No processo do convênio assinado com o Esporte, o qual o Estado teve acesso, o sindicato informou que subcontrataria, por R$ 3,3 milhões, a empresa Mowa Sports para desenvolver o software do cadastramento, locação de equipamentos eletrônicos, entre outras coisas. Procurada pelo Estado, a empresa afirmou que não assinou contrato com o sindicato.

'A Mowa Sports esclarece que não emitiu nenhuma nota fiscal nem recebeu nenhum pagamento relacionado ao assunto em referência. A Mowa Sports tinha todo o interesse em participar do projeto, Torcida Legal e desenvolver ações de mobilidade digital, porém deixou de ser procurados meses atrás pelos responsáveis', diz nota da empresa.

Além de Contursi, dirigem a entidade o vice-presidente do Conselho Deliberativo do Corinthians, Alexandre Husni, o vice-presidente da Confederação Brasileira de Futebol (CBF) no Centro-Oeste, Weber Magalhães, entre outros.

Parecer. Em 14 de dezembro, durante a rápida aprovação do convênio, a contratação enfrentou um parecer contrário da consultoria jurídica do ministério, que apontou, por exemplo, ausência de 'requisitos legais' e fragilidade na capacidade técnica.

O principal argumento do SINDAFEBOL para fechar o contrato sem licitação foi dizer que tem em seu quadro de filiados todos os clubes de futebol credenciados na CBF, embora, em sua maioria, as torcidas organizadas, principal objeto do convênio, não sejam vinculadas diretamente aos clubes.

'O sindicato tem vários entrosamentos com o ministério', afirmou ontem Contursi, citando o nome de Alcino Reis.

Reis, assessor do ministro, recomendou a contratação com base em uma declaração de capacidade técnica apresentada pelo próprio sindicato.

O curioso é que a entidade afirmou ter capacidade para tocar um projeto para o qual, segundo ela própria reconhece, não haveria parâmetro de comparação. 'O Projeto Torcida Legal é inovador e não tem nenhuma experiência igual em todo o mundo', diz o atestado. 'O Sindicato do Futebol tem todos os meios para junto com as Federações e Clubes, proceder o cadastramento das Torcidas Organizadas e seus torcedores.' Diante disso, um parecer do ministério diz que essa auto declaração 'demonstra a capacidade técnica do proponente' para realizar o convênio.

O contrato prevê o cadastramento de 475 torcidas organizadas. 'O projeto traz em seu contexto que é preciso aproveitar a mobilização nacional para mudar o ambiente social, a cultura e o comportamento que existe em torno do futebol como uma ação de preparação do Brasil para a Copa das Confederações 2013 e da Copa do Mundo FIFA 2014', diz o documento do ministério.
