ÓRGÃO FEDERAL VÊ CHANCE DE APAGÃO EM SEDES DA COPA DO MUNDO / FEDERAL AGENCY SEES CHANCE TO HAVE BLACKOUT IN THREE WORLD CUP VENUES

The cities of Curitiba (PR), Manaus (AM) and Porto Alegre (RS) had the ability to distribute electrical energy to the World Cup 2014 set to be observed with a chance of failure. The conclusion is a report of ANEEL (National Electric Energy Agency), the agency responsible for regulating and overseeing the federal government sector in Brazil.

The Technical Note number 14/2014, dated the 24th of February, aimed to present "stage in which they are need the works of the electricity distribution sector related to the supply of electricity to the capital headquarters of FIFA World Cup 2014 after the update of the information received by the distribution on January 10, 2014."

In a statement, the agency points out that "most delays in the implementation of the works of the distribution of electricity poses no risk to the reliability tender for the supply of power to the 2014 World Cup at the moment, fitting to the following observations regarding the works of CEEE - D, Copel and AME."

In the report, Porto Alegre is noted as the city with the most worrying situation. The substation called God Boy’s had completed 58 % of work and 10 % of the assembly taken. Scheduled for completion in late April date, ANEEL says,' very close to the event'.

"In this context, we emphasize that the timely construction of this substation is needed to meet the required stadium according to FIFA standards for conducting the games. Its implementation schedule this work has become crucial since it is not possible to accommodate any more delays," says the text.

ANEEL also adds that five works of Copel - D (Companhia Paranaense de Energia) had not been initiated at the time. "It is observed that a large number of works, including the circuits serving the arena is scheduled for completion in April 2014."

In Manaus, the agency notes that the AME(Amazonas Distribuidora de Energia) had no such pending Substation called Mirim Rubber Plantation, "which contains the list of essential works to the degree of reliability required by FIFA to meet the city stadium Manaus, although the feeders to the stadium will be ready."

The Station, called Rubber Plantation Mirim is seen as crucial to alleviate a possible overload substation Redemption, today the only connected at Arena da Amazonia. The report adds that Salvador, Belo Horizonte and Cuiaba need to finish work before the start of the World Cup.

In early February, before the release of the report by ANEEL, the Local Organising Committee expressed to ESPN that he had no concern about a possible interruption of electric service during World Cup event. "The MME has integrated planning and commitments entered into with all the utilities that serve the headquarters to ensure the supply of energy to the stadiums and key locations during the World Cup, “he said at the time.

And now, my dear leaders of FIFA. As I said before, you would have to have Brazilian technicians taking care of it, because sending scouts who do not know our country and does not even speak our language, could be a disaster, so, things would not be seen and noticed properly.

Hiring Ronaldo, Bebeto and others, was just a marketing gimmick is useless in practical and functional. The side needs planning and execution of the jobs that need to be performed. If there is this concern blackout in three Places where we have WC games, I would be ready to be blackout on all Arenas, because I know my people.

BLATTER DISPARA CONTRA O BRASIL: “É O PAÍS COM MAIS ATRASOS DESDE QUE ESTOU NA FIFA” / BLATTER SHOOTS AGAINST BRAZIL: “IS THE COUNTRY WITH MORE DELAYS SINCE I’M ON FIFA

Sepp Blatter is the FIFA President since 1975. Throughout this time, he said, no country was so late preparing one World Cup like as Brazil.
The message was given in an interview published this weekend by the Swiss press, recognizing that local authorities only now realized the challenge of organizing a World Cup.

"Brazil has just become aware of what is in the World Cup now. and they started too late. I's the country with the most delays since I was in FIFA and they had more time, seven years to prepare, the Cup" Blatter said to the newspaper 24 Heures.

In all, six Arenas of the 12 stages planned for the competition has not been opened: the Arena Corinthians (São Paulo), the Arena of Baixada (Curitiba), the Beira Rio (Porto Alegre), the Arena Pantanal (Cuiabá), Arena of Dunes (Natal) and the Arena of Amazônia (Manaus). These last two, however, are scheduled to take place this month opening. The deadline given by FIFA was December 31 last year.

In the draw for the World Cup, in Costa do Sauipe, Bahia, the secretary general of the organization, Jerome Valcke has confirmed that work is expected to be ready only one month of delivery of arenas, on May 22.

Another concern of FIFA, the protests that hit the streets during the Confederations Cup will be repeated in the World Cup, for sure. Blatter still does not seem worried that demonstrations fumble the tournament, between 12th of June and 13th of July. He does not believe that the Brazilians 'attack' a sport that is treated as a 'religion' internally.

"I'm not afraid. We know that we will have new manifestations and protests. At the Confederations Cup, the movement born in social networks. Had no goals, the actual claims. But during the World Cup, they will be more concrete, more structured. Football will be protected. Brazilians do not believe to attack football directly. In their country, football is treating like a religion, "concluded the president, who took over FIFA in 1998.

I am paying to see what will occur during that World Cup, previously I have registered here another opinion because I really believed that these things would go normally. But after the protests and demonstrations of repudiation from all Brazilians who love their country and who are disappointed with everything that is happening in it.

A DOIS ANOS DA COPA DO MUNDO, O BRASIL FALHA NA TRANSPARÊNCIA DOS CUSTOS / TWO YEARS FROM THE WORLD CUP, BRAZIL FAILS IN THE TRANSPARENCY OF THE COSTS

"E frequentemente enganadora."

A comunicação poderia melhorar

"A comunicação poderia melhorar", disse Luis Fernandes, secretário-executivo do Ministério do Esporte.

O estádio, próximo a Recife, deveria originalmente custar US$ 532 milhões e ficar pronto seis meses antes da Copa.

When Brazil won the right to hold the World Cup in 2014, authorities promised they would be the most transparent and at the best tournament ever held, and that not a penny of taxpayer money would be used to work on stadiums and infrastructure.

Today, less than two years of the opening match, these statements seem questionable.

Organizers have created websites where the public can monitor the pace of work and expense, an exercise in transparency that authorities say is unheard of in Brazil.

But critics say the information is often contradictory or outdated. The cost of the projects for stadiums and public transport went off, and authorities have not released the budget for important areas such as telecommunications and policing.

The government boasted that track spending would be "so easy that any citizen could sit on your couch and see where the money was being used," said Gil Castello Branco, secretary general of the Open Accounts website, which monitors spending public. "But no matter if you're on the couch, in the kitchen or in the office, nobody knows how much it is costing," he added.

The budget overruns are common in nations that are preparing to hold events such as World Cups and Olympics. But some say that the issues of transparency and accountability are of particular concern in Brazil, which has a long history of corruption and poor planning.

"The World Cup reflects the state of the country where it happens," said Christopher Gaffney, American professor of architecture and urbanism who lives in Rio and Brazilian studies the preparations for the big event. "The Brazilian government does not have a strong history of transparency."

Besides the World Cup, Brazil will also hold the 2016 Olympics in Rio

The cost of stadiums and transport infrastructure for the World Cup is officially estimated at R $ 27.1 billion, almost half of them in the transportation sector. Most of the remainder is split almost equally between stadiums and airports, in desperate need of modernization.

Most of the money comes from public coffers, and three different sites and monitor the works spending. One is maintained by the Ministry of Sports, the other by the Senate, and a third by the Comptroller General of the Union (CGU). The Court of Audit (TCU) also publishes periodic reports.

The problem, according to critics, is that the sites are not reliable. "The information we receive is incomplete, contradictory and backward," says Castello Branco. "And often misleading”.

Communication could improve…..

Data on stadiums, for example, differ from one site to another. The website of the Ministry of Sport Arena says the Amazon in Manaus, will cost R $ 532.2 million; CGU's site talks about R $ 515 million, in the Senate, the figure is R $ 505 million.

The website of the Senate says the Maracana stadium in Rio, will have capacity for 79,378 people, the Ministry of Sport rounds up to 79 000, the CGU does not mention this fact.

In other cases, the information deliberately appears opaque.

The website of the Ministry of Sports says the Itaquera stadium in Sao Paulo, will have 65,000 seats and will cost R $ 820 million. The cost, however, is for a stadium seats 48 000.

The nearly 20 000 additional seats will be temporary. The state government will fund the installation and removal, but after over a year of signing the contract for this, have not revealed the cost.

The state government said it is "studying various ways to resolve the issue," but did not indicate any employee to give an interview. "Communication could improve," said Luis Fernandes, executive secretary of the Ministry of Sports. Nevertheless, he defended the transparency efforts of the federal government, and said that the ministry is based on data from contractors, state and local governments to keep informed - and also to inform the public.

Confusion in Recife.

One notable case is that of Pernambuco Arena. The stadium, near Recife, originally supposed to cost R $ 532 million and be ready six months before the World Cup.

But the authorities decided to build the stadium of 46,000 seats in 26 months instead of 36, to receive also the Confederations Cup in June of 2013, preparatory event for the World Cup.

A year has passed since that decision, and authorities have not said what will be the increase in price because of the acceleration in the works. "If there is an increase in the cost of the work will be reported immediately and placed online on the website of transparency," said Fernandes. The construction company Odebrecht, responsible for the stadium, admitted that the cost will go up, but did not elaborate on figures.

"I cannot say how much," said Marcus Lessa, managing director of Arena Pernambuco, a consortium led by Odebrecht. "But it's not for lack of transparency, the costs will be audited."

Fernandes warned that only changes greater than 20% of the total cost are immediately recorded on the websites of transparency. It would be too time consuming to update each small correction in all the projects, he said. GTU officials admitted that some data are outdated or contradictory, and said they were discussing a way to streamline the system, which would act as a clearinghouse of information related to transparency at the World Cup.

For the proposed system, the CGU of states and municipalities receive data on expenditures and progress of the work, and to convey the government ministries and agencies. Thus, all the different sites have the same information, and there would be less cost to state and local governments, which now need to report several times a month at various institutions.

"In addition to making this information available on our website, we put in a database, and anyone can access," said Fabio Santana, who advises the CGU on transparency issues.

Regardless of the discrepancies, authorities say they are satisfied with the site and with the progress they represent. The mere introduction of these systems into a nation known for its lack of oversight in public spending already represents a change for the better, according to Fernandes.

"It is a positive step forward, and I would even say that it is one of the legacies of the World Cup."

I would have never believed this, "transparency", because in Brazil politician is treated like God, when is elected and can do what they want, and while this does not change, while the people are not aware of who owns the power and the politicians are nothing more than a public official, we still have to live between heaven and hell.

I was talking to an engineer about the costs of Arenas in our city. And I thought that accelerating the work, the costs would naturally increase, but the explanation I heard was just the opposite, that costs would decrease.

So I reserve the right not to comment on something that I'm not sure, for sure….like some politicians such as speaking in Brasilia, Urgency, Urgentissima, means, most urgency rsrsrsrsrs.

Government gives $ 6 million to organize the project of fans cheerleads and they will not sign out of the paper/Governo dá R$ 6 mi a cartolas e projet

The federal government transferred R $ 6.2 million to a syndicate for a project of the football World Cup in 2014 which never got off the ground. Without bid, the Ministry of Sports has hired the Union of Football Associations (SINDAFEBOL), chaired by former President of Palmeiras Mustafa Contursi, to make the registration of cheerleaders in the preparations for the World Cup. The contract was signed on 31 December 2010 and released all the money, at once, on April 11 this year. The project, however, never did.

The Sports Ministry was quick to approve the agreement, between November and December 2010, based on budgets and statements of expertise provided by the union.
The State obtained the documents. The deal was a millionaire faster and push the official Alcino Reis, special advisor to the ministry and football man of confidence of the minister Orlando Silva (PC do B) - co-religionist who is on the PC B.

The agreement, part of the project “Cheerleaders Legal”, was signed by Reis and the executive secretary of the ministry, Waldemar Manoel Silva de Souza.

The companies that appear to be responsible for the services of the project have never been hired by the authority of club officers, which carries the official name of the National Union of Associations of Professional Football and its State Entities Administration and Alloys (SINDAFEBOL). The certificates surrendered to the technical capacity, for example, were made by the union.

Yesterday, asked by the State, the president of SINDAFEBOL admitted that it did not have to touch the framework agreement. ‘We told the ministry that we had never done that. The union had no experience, and be made available to the ministry, "Contursi said yesterday, justifying the paralysis of the project. The $ 6.2 million received, he said, are standing in a bank account controlled by him.

The president has admitted that, given the difficulties of the union in fulfilling its goals, the performance of the contract may be 'reassessed' speech against the government that everything is on schedule. The Sports Ministry claims that chose SINDAFEBOL, without bidding, to be more 'appropriate' to run the project.

The agreement was signed on December 31 with validity until the end of the year. In May, however, was extended until March 2012.

Subcontract. In the process of agreement signed with the sports world, which the state had access, the union said subcontract, for $ 3.3 million, the company Mowa Sports to develop the software registration, leasing of electronic equipment, among other things. Sought by the state, the company said it has not signed a contract with the union.

'Mowa Sports states that did not issue any invoice or receive any payment related to the subject reference. Sports Mowa had any interest in participating in the project, and to develop legal Fans of digital mobility, but no longer wanted months ago by those responsible, "says a statement.

Besides Contursi, direct the entity's vice president of the board of Corinthians, Husni Alexander, vice president of the Brazilian Football Confederation (CBF) in the Midwest, Magellan Weber, among others.

Opinion. On December 14, during the rapid adoption of the agreement, hiring experienced a negative opinion of legal counsel of the ministry, which pointed out, for example, lack of 'legal requirements' and weak technical capacity.

The main argument of SINDAFEBOL to close the no-bid contract was said to have on your table all affiliated football clubs accredited in CBF, although in most cases, the cheerleaders, the main object of the agreement are not linked directly to clubs.

'The union has several engagements with the ministry, "Contursi said yesterday, citing the name of Alcinos Reis.

Reis, adviser to the minister, recommended the hiring on the basis of a technical capability statement submitted by the union.

Interestingly, the entity said to be able to play a project, for which, according to itself recognizes, there is no benchmark. 'The project is innovative and legal Fans have no experience equal in the world, "says the certificate. 'The Union of Football has all the means along with the federations and clubs make the registration of cheerleaders and their fans. “Thus, an opinion of the ministry says that this self-declaration "demonstrates the technical capability of the bidder 'to carry out the agreement.

The contract provides for the registration of 475 cheerleaders.
'The project brings in its context that we must take advantage of national mobilization to change the social environment, culture and behavior that exists around the football as a share of Brazil's preparation for the Confederations Cup and 2013 FIFA World Cup 2014 'says the document of the ministry.
