A fragilidade do diálogo do governo com o Congresso e os descompassos da articulação política da presidente Dilma Rousseff ficaram ainda mais evidentes nos debates que antecederam a tentativa de votação da Lei Geral da Copa. Bastaram 12 horas para a recauchutada articulação política do Planalto de entrar em curto com a base e promover um vaivém em relação à proposta de liberação de venda de bebidas alcoólicas nos estádios durante os jogos da Copa de 2014.
Na noite de quarta-feira, comandado pelo Palácio, o deputado Arlindo Chinaglia (PT-SP), novo líder na Câmara, bancou a decisão de que o governo vetaria a liberação de bebidas. Um comando que na manhã de ontem já se tornara letra morta e escancarou uma séria de trapalhadas que começou na Presidência e se estendeu ao Congresso.
O núcleo da confusão envolveu a ministra da Casa Civil, Gleisi Hoffmann, a ministra de Relações Institucionais, Ideli Salvatti, o ministro do Esporte, Aldo Rebelo, e os novos líderes, que buscam um acordo em torno do projeto de Lei Geral da Copa.
As duas ministras garantiram aos líderes da base que o governo não assumira o compromisso com a FIFA de permitir a venda de bebidas alcoólicas nos estádios, vetada pelo Estatuto do Torcedor. A posição destoou do que já havia sido negociado antes, quando o projeto estava na comissão especial. 'Ficamos perplexos com a nova situação', resumiu o relator do projeto, deputado Vicente Cândido (PT-SP).
O novo líder do governo, Arlindo Chinaglia (PT-SP), fechou um acordo com a base para retirar o artigo do projeto que permitia a bebida. Horas depois, uma reunião de emergência na Casa Civil reverteu a orientação. 'Só chamando neurologista, um psicólogo para entender o que aconteceu', reagiu o relator.
O ministro Aldo Rebelo confirmou o compromisso brasileiro com a FIFA. Perante o novo entendimento, o relator confirmou, ontem, que manterá no texto a permissão para a venda de bebidas. 'Foi uma trapalhada', disse, após ter ouvido a ministra Gleisi admitir que fora 'induzida' ao erro por assessores.
Fracasso. O Planalto reconheceu que não passou pelo primeiro teste de sua liderança com a questão da votação da Lei Geral da Copa. 'A Casa Civil entendeu tudo errado, achou que poderia mudar este artigo da lei e isso não é possível porque a venda de bebidas faz parte do acerto da FIFA com o Brasil', disse ao Estado um interlocutor de Dilma.
O episódio se soma ao tropeço do início da semana, quando a presidente destituiu os líderes do governo na Câmara, Cândido Vaccarezza (PT-SP), e no Senado, Romero Jucá (PMDB-RR), surpreendendo toda a base.
Logo cedo, Dilma mandou o erro ser imediatamente corrigido. 'Contrato é contrato, tem de ser respeitado. Não há o que negociar nisso. A venda de bebidas estava explícita e o Brasil concordou', disse outro interlocutor.
A presidente rechaçou ainda a existência de crise na base. 'Crise, que crise?', desabafou, em conversa com auxiliares, acrescentando que ela tem o direito de mudar os líderes para oxigenar a relação com o Congresso.
Ontem à tarde, Aldo, em nota, esclareceu que 'não existem nem existirão restrições legais ou proibições sobre a venda, publicidade ou distribuição de produtos das afiliadas comerciais, inclusive alimentos e bebidas, nos estádios'. Nesse vaivém, o presidente da Câmara, Marco Maia (PT-RS), admitiu a dificuldade de liquidar a votação do projeto na próxima semana.
Vemos um desencontro de pessoas ditas como “entendidas” e que são Ministros, mostrando que enquanto tivermos estas pessoas em cargos que pedem “profissionais”, as coisas andam para trás ou no máximo em círculos. E quem perde é o País que deixa uma amostra de incompetência.
Realmente as coisas estão deixando muito a desejar e não acredito mais que teremos a copa que pensava, em organização e planejamento. É uma pena.
