Dilma suprimiu, a pedido do Ministério das Relações Exteriores e da Advocacia-Geral da União, dois artigos que tratavam de regras para a emissão de vistos; outros dois que tratavam do trabalho voluntário durante o Mundial, a pedido do Ministério do Esporte; e dois parágrafos do artigo 26, que detalha a venda de ingressos, também após conselho do Ministério do Esporte - este delimitava a reserva de 10% do total de entradas de cada partida da seleção brasileira para a categoria "popular".

Outro parágrafo do artigo 26 - que tornava inválidas legislações estaduais sobre descontos e gratuidades em atividades esportivas, culturais e de lazer - foi retirado da versão final depois de solicitação do Ministério da Justiça e da Advocacia-Geral da União.

Além disso, a Lei Geral da Copa do Mundo de 2014 deixa a cargo do governo federal declarar feriados em dias de jogos da seleção brasileira e aprova a concessão de um prêmio de R$ 100 mil em dinheiro para jogadores, titulares ou reservas, das seleções brasileiras masculinas campeãs das Copas do Mundo de 1958, 1962 e 1970 (também está previsto um auxílio especial mensal para jogadores sem recursos ou com recursos limitados).

O Senado aprovou ontem a Lei Geral da Copa, mantendo o ponto polêmico: a liberação da venda de bebidas alcoólicas. O texto agora segue para a sanção presidencial e suspende os efeitos do Estatuto do Torcedor durante a Copa do Mundo de 2014 e a Copa das Confederações de 2013.

A senadora Ana Amélia (PP-RS), uma das relatoras, afirmou que era contrária à liberação das bebidas. Segundo ela, dados apresentados pelo Ministério Público provam que a proibição diminuiu a violência nos estádios. Mas a senadora destacou que esteve diante de uma escolha de Sofia: ou liberava ou rompia um acordo internacional com a Fifa.

“A escolha de Sofia é isto: ou proibia bebida ou rompia um contrato. E romper um contrato do ponto de vista da imagem do Brasil para o exterior seria horrível. Não só no campo esportivo: seria no campo econômico e no campo jurídico também, porque nós estaríamos criando uma insegurança jurídica muito grande. O ex-presidente Lula assinou o compromisso. Então, nós temos a responsabilidade de assumir”, disse.

Mas a aprovação no Congresso não acabou com a polêmica. No Distrito Federal e em seis estados que receberão os jogos, há legislação local proibindo bebidas nos estádios. Caberá a eles tratar o assunto. “O governo tirou da reta e põe os governos estaduais na reta. Quanto vale a Copa? Quanto vale uma vida? A Lei Geral da Copa prevê ingressos mais baratos para idosos, estudantes e beneficiários de programas sociais, como o Bolsa Família. Segundo o texto, eles deverão ter direito a pelo menos 10% dos ingressos vendidos nos jogos do Brasil. A medida, introduzida pela Câmara em março, tem como objetivo evitar que a Fifa jogasse estas entradas mais baratas para partidas menos atrativas.

O texto define que as áreas de exclusividade localizadas ao redor dos locais de competição - onde somente a Fifa e as pessoas autorizadas podem fazer propaganda - terão um raio de no máximo 2km. A lei estabelece que os dias de jogo da Seleção serão feriados nacionais. Vemos um desencontro de pessoas ditas como “entendidas” e que são Ministros, mostrando que enquanto tivermos estas pessoas em cargos que pedem “profissionais”, as coisas andam para trás ou no máximo em círculos. E quem perde é o País que deixa uma amostra de incompetência.

Realmente as coisas estão deixando muito a desejar e não acredito mais que teremos a copa que pensava, em organização e planejamento. É uma pena.

Dilma já havia sido avisada da iminente saída de Teixeira da CBF. Em outubro do ano passado, quando se reuniu com o secretário geral da FIFA, Jérôme Valcke, em Bruxelas, foi informada por ele da retomada do caso ISL, o maior escândalo de corrupção da história da FIFA, que envolvia o nome de Ricardo Teixeira, e que ele não se sustentaria no cargo, por causa disso. Mais recentemente, a declaração de Valcke de que o Brasil precisa de "um chute no traseiro", por causa dos atrasos para a preparação da Copa, estremeceu as relações com o governo.

A chegada de Dilma ao Planalto foi classificada como um divisor de águas para a relação do primeiro escalão do governo com a CBF. Apesar do governo Dilma ser uma continuidade da administração Lula, e mesmo com a manutenção do Orlando Silva no Ministério do Esporte, houve uma mudança brutal na forma como o Palácio do Planalto se relacionava com a CBF, no tocante à Copa do Mundo. Ricardo Teixeira tinha uma interlocução direta com o Luiz Inácio Lula da Silva, algo que não encontrou mais com a presidente Dilma Rousseff. Além disso, o ex-presidente Lula via o futebol com uma ferramenta da diplomacia, a ponto de sair mundo afora distribuindo camisas de futebol da seleção brasileira.

A presidente Dilma vê esta questão com mais pragmatismo e menos pirotecnia. E, embora não tivesse ligações com a CBF, a presidente era explícita no descontentamento com a manutenção de Ricardo Teixeira no cargo. Por isso mesmo, ao contrário de Lula, Dilma não o recebia nem fazia questão de aparecer em eventos públicos ao lado dele. Embora o governo diga que todo assunto ligado ao tema está oficialmente nas mãos do ministro Aldo Rebelo, na verdade, a saída de Teixeira foi considerada um alívio no Planalto.

Parece-nos muito pouco ou nada, está decisão da presidenta Dilma. Acabamos de escutar um monte de confete sobre o ex-presidente, pelo Marim, que por sua vez não deve durar muito à frente da CBF.

Onde tem poder, dinheiro e chances de se ganhar muito dinheiro sem ter que dar contas ou temer a justiça, não passa sem atrair a atenção de águias, principalmente presidentes de grandes clubes e quem sabe de Federações. Na realidade nós deveríamos ter eleições, na CBF, mas como se passou aqui em Pernambuco, quando seu “dono”, faleceu, a truculência e a falta de caráter prevaleceram e tudo fica como está, ou até pior.

O ministro do Esporte Aldo Rebelo cumpriu com a promessa feita no sábado e oficializou o pedido de afastamento do secretário-geral da FIFA, Jérôme Valcke, ao presidente da organização, Joseph Blatter. O político brasileiro afirmou que o francês não possui mais clima para negociar com o governo nacional após as declarações dadas recentemente.

No entanto, a carta enviada por Rebelo possui alguns erros. No início do ofício, o documento está endereçado para a cidade de Lausanne, também na Suíça, mas onde fica a sede do Comitê Olímpico Internacional. A FIFA fica em Zurique. O nome do presidente da entidade que comanda o futebol mundial está escrito como "Joseph Sepp Blatter". No entanto, Sepp é o apelido do dirigente, e não o sobrenome.

Incomodado com os atrasos nas obras dos estádios que abrigarão o Mundial e com o adiamento da votação da Lei Geral da Copa, Jerôme Valcke chegou a declarar que o Brasil estava mais interessado em vencer o torneio do que organizá-lo. Um comunicado oficial da entidade sobre a possível retirada de Valcke da organização do Mundial e a troca do responsável pela interlocução entre a FIFA e o governo brasileiro deverá ser formalizado nos próximos dias pelo próprio mandatário suíço.

1. Ao longo dos últimos anos, especialmente com a aproximação da Copa do Mundo FIFA 2014 no Brasil, as relações entre o Governo Brasileiro e a Fifa têm se pautado pelo mais alto nível de respeito, cordialidade e reciprocidade.

2. O Brasil sempre se portou, tanto na candidatura como na organização do mundial, de forma correta e consciente da sua capacidade de realizar a XX Copa do Mundo de Futebol.

3. Assim sendo, recebemos com espanto as inapropriadas declarações do senhor Jérôme Valcke nos últimos dias à imprensa internacional. A forma e o conteúdo das declarações escaparam aos padrões aceitáveis de convivência harmônica entre um país soberano como o Brasil e uma organização internacional centenária como a FIFA.

4. Diante desta realidade, o Governo Brasileiro não pode mais aceitar, nas suas tratativas com a FIFA, o Senhor Jérôme Valcke como interlocutor durante a preparação desse mundial.

5. Estamos empenhados e confiantes na construção de uma grande Copa.
