A iniciativa da federação acontece após sugestões, nos três últimos anos, do presidente do Sindicato dos Atletas de SP, Rinaldo Martorelli.
Somente neste ano, segundo Martorelli, entre dez e 12 clubes de São Paulo apresentaram problemas crônicos no pagamento dos salários.
