Mesmo com receita maior, dívida de clubes vai a R$ 4,5 bi / Even with higher revenue, debt clubs will R $ 4.5 bi

O rombo cresceu menos que nos anos anteriores, mas continua alto. Estudo do consultor Amir Somoggi revela uma melhora na relação entre dívida e receitas.

A temporada de receitas recorde dos grandes clubes brasileiros em 2012 não impediu que as dívidas das agremiações continuassem crescendo, ainda que num ritmo menor do que nos anos anteriores. Na quarta-feira, o site de VEJA mostrou os números da nova edição do estudo do consultor Amir Somoggi, um dos principais especialistas em gestão e marketing esportivo do país, sobre as finanças das vinte maiores equipes brasileiras.

Eles revelam que no ano passado, pela primeira vez na história, o faturamento conjunto desse pelotão de elite do futebol nacional passou dos 3 bilhões de reais (as receitas totais subiram 38% em apenas um ano).

Mesmo com o reforço considerável nas receitas, o endividamento dos clubes continuou em alta. Ou seja: mesmo com a injeção adicional de recursos - provenientes, em boa medida, das luvas dos novos contratos para transmissão dos jogos pela TV pela Rede Globo -, os clubes não conseguiram reduzir suas dívidas.

Entre as exceções estão o Vasco, o Santos, o Grêmio e o Corinthians. Somados, os vinte principais clubes do país deviam nada menos que 4,5 bilhões de reais no ano passado, uma alta de 16% na comparação com 2011 (e de 120% desde 2008). O lado positivo do estudo é que esse crescimento nas dívidas é o menor desde 2009. Em 2010 e 2011, o endividamento dos clubes cresceu 19% a cada temporada.

Enquanto não se exigir dos clubes o comportamento que uma empresa privada tem, dificilmente se verá uma erradicação deste problema. E que diz respeito unicamente, ao dinheiro da instituição e quando não se tem um dono destes recursos, as coisas ficam sempre no ar, ou até mesmo no bolso de alguns.

Sports Ministry cal Syndicate and may suspend an agreement of $ 6 million/Ministério do Esporte convoca cartolas e pode suspender convênio de R$ 6 mi.

O Ministério do Esporte define hoje se romperá o contrato de R$ 6,2 milhões com o Sindicato Nacional das Associações de Futebol (SINDAFEBOL) para realizar o cadastramento das torcidas organizadas no País. Oito meses após a assinatura do convênio milionário, e mais de quatro meses depois da liberação do dinheiro, o cadastramento ainda não saiu do papel, conforme revelou reportagem do Estado publicada ontem.

Em nota divulgada ontem à noite, depois das cobranças por explicações feitas pela Controladoria-Geral da União (CGU) e políticos da oposição, a assessoria do ministro Orlando Silva informou que convocara para hoje reunião com a entidade dirigida por cartolas. A reunião se destina a 'examinar com a entidade a continuidade do convênio e as condições da sua execução'.

Em entrevista ao Estado, o presidente do Sindicato, Mustafá Contursi, informou que a entidade ainda analisa a capacidade operacional do cadastramento. O próprio sindicato havia atestado sua capacidade para tocar o convênio, questão posta em dúvida por parecer jurídico do ministério, datado de 14 de dezembro, duas semanas antes do fechamento do contrato.

A capacidade técnica e operacional da entidade foi avalizada pelo então assessor especial de futebol e atual Secretário Nacional de Futebol, Alcino Reis. O sindicato seria, segundo ele, o 'parceiro ideal' para o cadastramento dos cerca de 500 mil torcedores até março de 2012.

Embora esse cadastramento não tenha saído do papel, e se limite atualmente a um 'teste' da proposta em Curitiba, por técnicos não contratados, o Ministério do Esporte, nega em nota, que o projeto seja 'fantasma'. O ministério, também nega relação do projeto com a Copa do Mundo. Mas é um documento assinado por Alcino Reis que faz essa relação. 'O projeto traz em seu contexto que é preciso aproveitar a mobilização nacional para mudar o ambiente social, a cultura e o comportamento que existe em torno do futebol como uma ação de preparação do Brasil para a Copa do Mundo FIFA 2014', diz o texto.

Na nota, o ministério afirma ainda que o contrato não conste da matriz de responsabilidade, documento que reúne obras da Copa do Mundo, contrariando a versão do próprio secretário.

Suspeita. A CGU e os partidos da oposição fizeram ontem cobranças públicas ao ministro sobre o convênio. O ministro da CGU, Jorge Hage, enviou ofício a Orlando Silva solicitando esclarecimentos. Conforme revelou o Estado, as empresas citadas como responsáveis pelos serviços afirmam que nunca foram contratadas pela entidade dos cartolas (leia abaixo).

Segundo a CGU, após a análise da documentação que deve ser enviada pelo ministro do Esporte, o órgão de controle poderá pedir o bloqueio dos recursos ou a suspensão do convênio.

DEM, PPS e PSDB querem convocar o ministro para depor no Congresso. O líder do PSDB na Câmara, Duarte Nogueira (SP), vai protocolar também representação na Procuradoria-Geral da República e pedir auditoria especial do Tribunal de Contas da União. 'Há muito dinheiro envolvido e o Ministério do Esporte tem antecedentes de suspeitas de irregularidades em projetos, como o Segundo Tempo.'

'Esse ministro é assim mesmo: promete e não cumpre, e canaliza dinheiro para projetos de fachada. Tenho certeza que chegará ao Senado sem explicações', afirmou o senador Demóstenes Torres (DEM-GO).

Não entendo como se faz uma afirmação destas sobre um ministro, e tampouco não entendo como é que o dinheiro sai assim tão fácil. E muito menos não entendo porque o CGU e até mesmo a PF não tomam iniciativas de fiscalizar tais acontecimentos.

Talvez um dia nós poderemos ver isto desaparecer de nosso País.
