O ex-militante comunista afirma que o ministro chegou a usar parte do dinheiro desviado do ministério para pagar uma gráfica que fez adesivos para a campanha do presidente Luiz Inácio Lula da Silva em 2006.

O ministro deve ir à Câmara dos Deputados esta semana para prestar esclarecimentos sobre as denúncias nas comissões de Fiscalização e Controle e de Desportos e Turismo. 'Pessoas inidôneas não possuem condições morais para fazer acusações levianas e indignas. A resposta será a transparência e a vinda a público para oferecer a verdade à opinião publica', afirmou o líder do PC do B, deputado Osmar Júnior (PI).

Somente a noticia já é de complicar e se for comprovado que é verdade, o nosso País fica mais complicado ainda nesta Copa do Mundo. Em nota divulgada ontem à noite, depois das cobranças por explicações feitas pela Controladoria-Geral da União (CGU) e políticos da oposição, a assessoria do ministro Orlando Silva informou que convocara para hoje reunião com a entidade dirigida por cartolas. A reunião se destina a 'examinar com a entidade a continuidade do convênio e as condições da sua execução'.

Em entrevista ao Estado, o presidente do Sindicato, Mustafá Contursi, informou que a entidade ainda analisa a capacidade operacional do cadastramento. O próprio sindicato havia atestado sua capacidade para tocar o convênio, questão posta em dúvida por parecer jurídico do ministério, datado de 14 de dezembro, duas semanas antes do fechamento do contrato.

A capacidade técnica e operacional da entidade foi avalizada pelo então assessor especial de futebol e atual Secretário Nacional de Futebol, Alcino Reis. O sindicato seria, segundo ele, o 'parceiro ideal' para o cadastramento dos cerca de 500 mil torcedores até março de 2012.

Embora esse cadastramento não tenha saído do papel, e se limite atualmente a um 'teste' da proposta em Curitiba, por técnicos não contratados, o Ministério do Esporte, nega em nota, que o projeto seja 'fantasma'. O ministério, também nega relação do projeto com a Copa do Mundo. Mas é um documento assinado por Alcino Reis que faz essa relação. 'O projeto traz em seu contexto que é preciso aproveitar a mobilização nacional para mudar o ambiente social, a cultura e o comportamento que existe em torno do futebol como uma ação de preparação do Brasil para a Copa do Mundo FIFA 2014', diz o texto.

Na nota, o ministério afirma ainda que o contrato não conste da matriz de responsabilidade, documento que reúne obras da Copa do Mundo, contrariando a versão do próprio secretário.

Suspeita. A CGU e os partidos da oposição fizeram ontem cobranças públicas ao ministro sobre o convênio. O ministro da CGU, Jorge Hage, enviou ofício a Orlando Silva solicitando esclarecimentos. Conforme revelou o Estado, as empresas citadas como responsáveis pelos serviços afirmam que nunca foram contratadas pela entidade dos cartolas (leia abaixo).

Segundo a CGU, após a análise da documentação que deve ser enviada pelo ministro do Esporte, o órgão de controle poderá pedir o bloqueio dos recursos ou a suspensão do convênio.

DEM, PPS e PSDB querem convocar o ministro para depor no Congresso. O líder do PSDB na Câmara, Duarte Nogueira (SP), vai protocolar também representação na Procuradoria-Geral da República e pedir auditoria especial do Tribunal de Contas da União. 'Há muito dinheiro envolvido e o Ministério do Esporte tem antecedentes de suspeitas de irregularidades em projetos, como o Segundo Tempo.'

'Esse ministro é assim mesmo: promete e não cumpre, e canaliza dinheiro para projetos de fachada. Tenho certeza que chegará ao Senado sem explicações', afirmou o senador Demóstenes Torres (DEM-GO).

Não entendo como se faz uma afirmação destas sobre um ministro, e tampouco não entendo como é que o dinheiro sai assim tão fácil. E muito menos não entendo porque o CGU e até mesmo a PF não tomam iniciativas de fiscalizar tais acontecimentos.

Talvez um dia nós poderemos ver isto desaparecer de nosso País.

O sorteio preliminar para a Copa do Mundo Brasil 2014, que define as chaves das eliminatórias, neste sábado (30), na Marina da Glória, no Rio de Janeiro, será o pontapé inicial dos jogos dado pela Federação Internacional de Futebol (FIFA). Mas antes de a bola começar a rolar, o País já se prepara para receber o Mundial, com cerca de R$ 25 bilhões em investimentos, dos quais R$ 11,9 bilhões serão destinados para mobilidade urbana e R$ 6,7 bilhões para os estádios, R$ 5,5 bilhões para aeroportos e R$ 900 milhões em portos.

Segundo estudo encomendado pelo Ministério do Esporte, o resultado econômico deste esforço de hospedar as seleções de todo o mundo pode chegar a R$ 183,2 bilhões, com a criação de 330 mil empregos permanentes e 380 mil temporários. Apenas o impacto econômico do incremento no turismo deverá alcançar R$ 9,4 bilhões, por causa da vinda de 600 mil estrangeiros e também a circulação de 3,3 milhões de brasileiros entre as cidades-sede.

Acompanhamento das obras - Para receber a Copa, são necessárias obras nas cidades que irão sediar os jogos, por exemplo, para melhorar o transporte público e as instalações de estádios e arenas esportivas. O sistema de monitoramento ganhou mais agilidade, com as equipes locais nas cidades que sediarão os jogos, coordenadas pelo ministério.

O planejamento dos principais projetos de infra-estrutura nas cidades-sedes da Copa 2014 foi dividido em ciclos, de acordo com a criticidade e tempo de maturação de cada projeto. O primeiro ciclo de planejamento tem como foco a infra-estrutura, que engloba projetos de longa maturação que precisam ter as obras iniciadas imediatamente - mobilidade urbana, estádios, aeroportos e portos.

O segundo ciclo contempla projetos suplementares de infra-estrutura de suporte e serviços em Segurança e Turismo (infra-estrutura turística, telecomunicações, energia, sustentabilidade ambiental e promoção e comunicação do País). No terceiro estão projetos de operação e ações específicas (operação aeroportuária, transporte e mobilidade urbana, fornecimento de energia, saúde, prevenção e pronto-socorro e estruturas temporárias para a Copa 2014).

Embaixador – Um ícone do futebol, Pelé foi nomeado embaixador honorário da Copa do Mundo FIFA Brasil 2014, segundo decreto presidencial de terça-feira (26). O ministro do Esporte, Orlando Silva, afirmou que Pelé poderá dar orientações sobre a Copa, representar o País em eventos e participar de conversas com a FIFA e os países participantes. “É uma homenagem por tudo que ele fez e faz pelo Brasil”, diz Silva.

Pelé disse que o convite para o cargo é irrecusável. “Desde quando nasci, desde a primeira Copa do Mundo, defendo e promovo o Brasil. É uma responsabilidade muito grande”, disse o tricampeão mundial.

Endosso as palavras do Rei e como sempre escrevi aqui e falei onde sou chamado, esta é uma oportunidade impar para que o Brasil suba mais degraus em direção ao desenvolvimento e ao status de País de 1º Mundo.
