FIFA LIBERA R$ 47 MILHÕES PARA GERADORES NOS ESTÁDIOS / FIFA APPROVES R$ 47 MILLIONS FOR GENERATORS IN STADIUMS.


Preocupada com o impasse sobre quem vai arcar com os custos das estruturas temporárias nos estádios para a Copa do Mundo, a FIFA aceitou pagar 47 milhões de reais por geradores de energia para a transmissão de TV, reduzindo o investimento das cidades-sede em obras complementares.

As instalações temporárias são consideradas fundamentais para o torneio, com estruturas para as áreas de tecnologia, segurança e para a imprensa.

"O que temíamos era não dispor da energia. Não há Copa sem energia. Nós intervimos porque era a melhor maneira para a transmissão dos jogos, e assim não haveria problemas às vésperas do torneio", disse nesta terça-feira o secretário-geral da FIFA, Jérôme Valcke, a jornalistas em Florianópolis, onde ocorre um seminário com as 32 seleções do Mundial.

Mas a FIFA não vai intervir na disputa entre cidades-sede e o Comitê Organizador Local (COL) sobre o pagamento das estruturas temporárias. Em Porto Alegre, por exemplo, o dono do estádio, o Internacional, disse na semana passada que não vai pagar e, após uma reunião na segunda-feira, o clube, o governo do Estado e a prefeitura se comprometeram a apresentar uma solução até quinta-feira.

"Nós já dissemos claramente, é um acordo das cidades-sede com o COL. Na vida, quando se tem um compromisso, tem que cumprir. Esperamos que elas (cidades) cumpram", afirmou Valcke.

O estádio Beira-Rio será entregue na quinta-feira, com presença da presidente Dilma Rousseff. Após a inauguração, restarão quatro dos 12 estádios a ficar prontos para o Mundial, estourando o prazo da FIFA, que era dezembro do ano passado.

Mesmo com os problemas de atrasos e polêmicas sobre financiamentos, o secretário-executivo do Ministério do Esporte, Luis Fernandes, disse não acreditar que a imagem do Brasil esteja arranhada no exterior.

"Vão ser 12 estádios bonitos, modernos e confortáveis, que não existiam antes com esse padrão de qualidade. Essa vai ser a imagem do Brasil", disse.

"Será que teria sido melhor termos os estádios prontos em dezembro? Claro que sim, mas como houve atrasos, certas obras que deveriam ser feitas umas após as outras terão que ser feitas simultaneamente", acrescentou. Ele reconheceu que em Curitiba, por exemplo, terá de colocar estruturas de TI ao mesmo tempo que os assentos. "Mas teremos um estádio confortável", disse.

A cidade esteve ameaçada de ficar fora da Copa por causa dos atrasos nas obras, mas a FIFA anunciou nesta terça-feira que a Arena da Baixada será mantida no Mundial.

"Em fevereiro estamos focados na entrega da solução... Quanto ao legado de infraestrutura, é um debate, mas o fato é que a Copa deixa um legado muito grande em termos de mobilidade urbana e infraestrutura."

Infelizmente este é o retrato de nosso País, quem vive aqui e conhece o mundo la fora, sabe que estamos precisando além de muita coisa, a começar por responsabilidade, aqui não se cumpre horários e prazos, isto não existe, tudo é feito nas coxas (para usar uma expressão bem xula), infelizmente. A FIFA precisa tomar as rédeas da situação, não somente desta necessidade de fornecimento de energia, precisa pensar também nesta tal mobilidade, ou então seremos um grande fiasco.

Concordo plenamente com a afirmação do Jerome, quando diz que fica um legado muito grande para o País, e já começa com o conhecimento da maioria da população (menos favorecida), sobre o que é “padrão FIFA”, uma excelência para o Brasil, na saúde, na segurança, na educação, e nos transportes, isto é uma coisa corriqueira e necessária para os Países que tem pessoas sérias em sua direção, que pensam em seu desenvolvimento e engrandecimento, ao invés de apenas pensarem como irão levar vantagem nisto.

A maioria das cidades-sede terá linhas extras de ônibus e rotas especiais nos dias de jogos do Mundial, uma maquiagem para a Copa que não esconde a oportunidade perdida pelo país de deixar um legado justamente na área que motivou os protestos em massa no ano passado durante a Copa das Confederações.

"Todos esses projetos estão sendo realizados com o pensamento equivocado de atendimento à Copa do Mundo. Não serão legados, serão uma recuperação de demanda passada", disse o professor Paulo Resende, coordenador do núcleo de infraestrutura e logística da Fundação Dom Cabral.

"O Brasil perdeu em não deixar um grande legado", acrescentou.

Em Manaus, que receberá quatro jogos da Copa, incluindo o clássico Inglaterra x Itália, não haverá nenhuma obra de mobilidade concluída para o torneio. Os projetos de BRT (corredor expresso de ônibus) e monotrilho, previstos inicialmente para serem concluídos em março deste ano, foram suspensos ou abandonados por problemas ambientais e judiciais que impediram o término tempo.

No fim do ano passado, Porto Alegre retirou 10 projetos de mobilidade da matriz de responsabilidade da Copa, documento que lista todas as obras voltadas para a realização do torneio, porque nenhuma delas ficaria pronta a tempo. Também foram cortadas obras em Belo Horizonte, Curitiba, Rio de Janeiro e Recife.

"Isso tudo vai desembocar necessariamente na utilização de alternativas, de planos B, na área de mobilidade urbana, chegando ao ponto da decretação de feriados para que os turistas não se exponham ao dia a dia do brasileiro", acrescentou o professor.

"VERGONHOSO"

Sedes da abertura e da final da Copa, São Paulo e Rio de Janeiro podem ser consideradas exceções devido à facilidade relativa para se chegar aos estádios por meio de trem e metrô, mas as duas principais cidades do país também deixaram de concluir projetos de mobilidade previstos para o Mundial.

O corredor de ônibus saindo do aeroporto internacional carioca só ficará pronto para os Jogos Olímpicos de 2016, enquanto a capital paulista não terá mais para o Mundial um monotrilho previsto inicialmente.

Eventuais problemas nos transportes dos torcedores são, desde o princípio da preparação brasileira, um dos principais pontos de atenção da FIFA, que cobra das autoridades brasileiras "garantir que os visitantes internacionais e os fãs de futebol no Brasil tenham uma experiência agradável durante a Copa do Mundo".

"O transporte é uma de nossas maiores preocupações durante os preparativos para a Copa do Mundo da FIFA 2014", disse a FIFA em nota enviada à Reuters.

Sem as obras de mobilidade urbana, as cidades esperam reduzir os impactos negativos dos problemas no transporte com um número menor de pessoas nas ruas nos dias de jogos. Na realidade, iremos passar um grande mico, mesmo decretando feriado nos dias de jogos, pois, já vivemos num caos diário, transporte público no Brasil é uma coisa que não existe, o que existe é um transporte caótico e ruim que transporta o povo como se fosse lixo. JORNAL: RELATÓRIO APONTA 100% DE ATRASO NAS OBRAS DE MOBILIDADE DA COPA / NEWSPAPER: REPORT SHOWS 100% DELAY IN WORKS AT THE W. CUP MOBILITY.




Secretário-geral da FIFA, Jérôme Valcke já reclamou do atraso nas preparações para a copa do mundo no Brasil.

Nada menos que 100% das obras de mobilidade urbana prometidas para a Copa do Mundo de 2014 estão atrasadas e correm o risco de ficarem pela metade. É isso o que aponta um relatório do Ministério Público Federal (MPF), de acordo com o jornal O Estado de S. Paulo. O órgão enviou ofício aos 12 Estados que sediarão o Mundial cobrando agilidade e acompanhamento mais criterioso das obras.

Segundo balanço divulgado pelo Tribunal de Contas 
da União (TCU), até 31 de janeiro a Caixa Econômica Federal havia liberado só R$ 206 milhões do total de R$ 5,3 bilhões previstos para os 47 projetos de mobilidade contratados. 

Apenas oito deles já receberam dinheiro do financiamento. Algumas cidades com obras "emperradas" são Brasília, onde o Veículo Leve sobre Trilhos (VLT) e as obras na DF-047 ainda não passaram da fase de licitação; e Porto Alegre, onde quase todas as obras de transporte estão começando neste mês, segundo a prefeitura.

Pois é, este é o Brasil que não queremos ver, o das mentiras, o das mazelas, o da corrupção. E agora! Como vamos ficar? Tempos atrás escrevi aqui mesmo sobre Recife se preparar com alguns “hoovercrafts” aqueles barcos ingleses que flutuam através de colchão de ar pneumáticos sobre mangue/lixo/água/capim, etc., ou vocês acham que em julho não irá chover e que todas as obras que hoje estão sendo construídas darão conta da necessidade. 

Eu não tenho dúvidas de que precisamos de no mínimo mais 70% de tudo o que está se fazendo.
