QATARGATE, O LEILÃO DO MUNDIAL EM 2022 / QATARGATE, THE AUCTION OF THE WORLD IN 2022

Não é a primeira vez que a FIFA é acusada de vender a organização de um Mundial. A investigação da France Football à volta da compra de votos da organização da candidatura do Qatar, organizador do Mundial de 2022, lembra o processo organizado por João Havelange em 1986. O silêncio da FIFA contrasta com um longo historial de corrupção.

*A corrupção da era Havelange*

Dinheiro. Tudo se decide por dinheiro.

Essa é a máxima da FIFA há quarenta longos anos, uma máxima que remonta ao dia que em João Havelange prometeu pagar a fidelidade de quem o apoiava na eleição contra o britânico Stanley Rous. O presidente da Confederação Brasileira de Futebol venceu uma das eleições mais disputadas da história porque soube antecipar-se no tempo.

Essencialmente, soube ler o crescimento do terceiro mundo e a sua influência no sistema de votação do máximo órgão do futebol. E entendeu que os votos de tantos países custavam à FIFA muito pouco.

Com dinheiro Havelange comprou a influência necessária para ser presidente durante mais de duas longas décadas. Pelo dinheiro, transformou o Mundial num couto de caça privado para as multinacionais que sempre o apoiaram, da alemã Adidas à norte-americana Coca Cola.

O dinheiro que as empresas deram à FIFA, em troca da exclusividade de anunciar-se nos seus eventos, dividiu-se entre as federações a quem havia que agradecer o apoio e os cofres de uma FIFA que até então não dava sequer lucro anual. Para aumentar a margem de lucro ampliou-se o Mundial, primeiro a 24 e depois a 32 equipes.

Criou-se o modelo de rotatividade continental para afastar o torneio da Europa – os países que menos estavam dispostos a entrar no jogo de Havelange e do seu sucessor, o suíço Sepp Blatter – e aproximá-lo das potências econômicas emergentes. Em 1994, os Estados Unidos. Em 2002 os ricos estados orientais do Japão e da Coreia do Sul. Em 2010, o estado africano mais emblemático, a África do Sul e para os anos seguintes Brasil, Rússia e Qatar. Países com economias pujantes e governos facilmente influenciáveis pela organização que profissionalizou o futebol e com ele o levou a uma era de mercenarismo absoluto.

 *A Televisa e o México 86*

A excelente reportagem publicada pela France Football transforma apenas em documentação escrita o que era vox populi há um ano.

Ninguém era capaz de acreditar, durante todo o processo de eleição das sedes dos próximos Mundiais, que a candidatura Qatarí fosse a mais adequada. Os rumores foram de tal ordem que a própria FIFA confessou, à posteriori que talvez tivesse sido um erro atribuir dois Mundiais com tanta antecedência. O que se esqueceu de acrescentar foi o dinheiro que

ambas as candidaturas ganhadoras adiantaram à FIFA e aos seus membros.

Um cenário muito similar ao que sucedeu em 1986.

Como desvelou http://www.futebolmagazine.com/fifa-televisa-e-a-venda-do-mundial-de-86  o */@Futebol Magazine/*, o Mundial de 1986 estava previsto ser disputado na Colômbia, mas os problemas com os barões da droga locais e, sobretudo, a negação do governo colombiano de recompensar a FIFA pela sua escolha, levou João Havelange a forçar a retirada da organização do evento ao país sul-americano. Depois, bem ao estilo do seu sucessor, Sepp Blatter abriu um leilão entre as restantes potências do continente

para descobrir quem dava mais. Deu esperanças ao seu Brasil, mas apenas para colocar na cúpula presidencial da CBF o seu genro, o polêmico Ricardo Teixeira.

Depois colocou frente a frente às candidaturas do Canadá e dos Estados Unidos, para saber quem pagava o maior suborno. Durante todo o processo, a organização já estava atribuída  ao México, graças à influência, amizade e milhões investidos pelo dono da Televisa na campanha de reeleição de Havelange e na sua fortuna pessoal. O Mundial sobreviveu a um terremoto, no ano anterior à sua realização, e passou para a história

como o primeiro caso claro de como a FIFA tratava com os países organizadores dos seus torneios. O caso do Qatar é apenas um reflexo desse passado.

 *A conexão parisina*

O pequeno país do Golfo Pérsico será, caso realize o torneio, o mais pequeno da história a receber um Campeonato do Mundo.

É o 164º maior país do Mundo, a uma considerável distância da Suiça, até hoje o país organizador mais pequeno. Não tem acesso direto ao mar e concentraria no menor número de quilômetros quadrados da história todas as suas cidades-sede, com estádios construídos de raiz. A isso junta-se a polmica à volta do calor infernal do Junho no Golfo – que levou

alguns dirigentes a propor a realização do torneio no Inverno – e a política conservadora e homófoba das autoridades árabes, em relação ao consumo de cerveja, à presença de mulheres nos estádios e a comportamentos homossexuais em público.

E, no entanto, em comparação com as candidaturas de Coreia do Sul, Austrália, Estados Unidos e Japão, o Qatar foi eleito com clara vantagem.

Porquê?

O polémico Jack Warner, presidente da confederação caribenha, afirmou publicamente que houve quatro membros do comité que trocaram o seu voto em troca de mais de 20 milhões de dólares e apontou o dedo a Nicolas Leoz, Julio Grondona, Rafael Salguero e Issa Hayatou. Outros dos membros, entre os quais se encontravam Angel Maria Villar, teriam chegado a receber mais de 10 milhões de dólares por voto e alguns favores inesperados.

Um suborno patrocinado, sobretudo por duas figuras nucleares no sucesso da candidatura Qatarí: Sepp Blatter e Michel Platini.

O presidente da FIFA foi o primeiro a defender a organização de um torneio na região. Já o tinha provado, com a deslocação temporal do Mundial de Clubes de Tóquio para o Golfo Pérsico e sempre se mostrou interessado num casamento entre a FIFA e os petrodólares, similar ao que outros dirigentes como Bernie Eclestonne, o senhor todo poderoso do

automobilismo, logrou num passado recente. Blatter criou o conceito da rotatividade precisamente para garantir que todos os continentes teriam o seu prémio por apoiá-lo publicamente. No caso asiático recompensou primeiro as potências mais a oriente e depois virou-se para a zona do continente onde mais dinheiro se move na atualidade.

Mas o presidente da FIFA, acusado várias vezes de corrupção por investigadores como Andrew Jennings, autor do programa britânico Panorama e do livro FOUL!, http://www.futebolmagazine.com/foul-o-mundo-secreto-da-fifa não estava só. A peça nuclear no puzzle era outra, o presidente da UEFA, MichelPlatini.

O francês prepara há vários anos a sucessão de Blatter, do qual foi delfim nos anos 90, trabalhando como secretário pessoal do suíço  uma relação de proximidade que se seguiu à organização do Mundial de 1998, do qual Platini era o presidente do comité do torneio. Desde entãoBlatter e Platini trabalham em equipe. Destronaram o sonho dos europeus,

com uma dupla vitória sobre o sueco Leonardt Johanssen e acabaram com o projeto G14. A UEFA, com Platini, alinhou-se como não o fizera nunca à FIFA, em todas as suas manobras políticas. Foi o francês quem estabeleceu a ponte entre a candidatura do Qatar e a FIFA como consequência de um negócio muito particular, patrocinado pelo presidente

francês, Nicolas Sarkozy.

Sarkozy e Platini reuniram-se várias vezes em Paris com membros da família Al-Thani, que governa a região há várias décadas. Em troca do apoio da UEFA, os Qatarís realizaram um investimento massivo na França, através da aquisição do Canal+ e do Paris Saint-Germain. O país pérsico tornar-se-ia num dos principais investidores em terras gaulesas, com o

beneplácito institucional do governo francês, e desbloquearia assim o acesso à organização do torneio de maior repercussão mundial.

Platini confessou, depois da própria votação, que tinha sido um dos que votaram na candidatura do Qatar. E deu uma razão insólita, quando questionado sobre as deficiências e problemas de um Mundial no Golfo Pérsico, em contraposição com candidaturas mais bem preparadas. “Já se tinham candidatado cinco vezes, era hora”, foram as suas declarações. Um pretexto público para uma decisão privada.

Com o investimento dos Al-Thani garantido, Platini tratou de fazer campanha pessoal – como fez igualmente pela Rússia – a favor do Qatar. O seu foi um dos 14 votos (em 22) que apoiaram uma candidatura que nem sequer estava entre os favoritos, algo que despoletou criticas de vários membros do comité, entre os quais o alemão Theo Zwanziger, que solicitou uma nova votação, desconfiando seguramente que havia algo pouco normal

com este processo. A candidatura ibérica ao Mundial de 2018 também prometeu uma troca de votos com o Qatar, oferecendo em troca um amigável a realizar este ano em Doha com a seleção campeã do Mundo. Angel Maria Villar, braço-direito de Blatter, pensava assim captar o apoio do Qatar e dos seus seguidores para a sua candidatura sem saber que, às suas costas, Michel Platini já tinha persuadido a família Al-Thani para votar

na candidatura da Rússia, com quem Paris manteve sempre excelentes relações.

 *O dilema*

Em 1986 nenhum órgão de comunicação se fez público o negócio entre Havelange e a Televisa e o Mundial decorreu tranquilamente. Agora Sepp Blatter, e o seu eventual sucessor, tem um grande problema nas mãos.

Por um lado o torneio está atribuído ao dinheiro Qatarí nas contas bancárias dos membros da FIFA e os negócios com empresas de construção começam a realizar-se rapidamente. Por outro, a indignação pública que já se manifestou quando da eleição, voltará em força, aliada aos inevitáveis problemas que organizar um torneio na zona irá acarretar. O Mundial só terá lugar daqui a uma década, tempo suficiente para a FIFA tomar cartas no assunto. Retirar o Mundial ao Qatar não significa só devolver todo o dinheiro pago. É também um assumir de culpa, de fraude, que poderá significar o derrubar definitivo do prestigio da organização.

Mas se nada fizerem os mesmos dirigentes, cairão no descrédito público e o torneio de 2022 pode mesmo tornar-se no principio do fim do conceito de excelência que sempre rodeou a organização de um Mundial.

O leilão do Mundial de 2022 ficará, para a posteridade, como mais um símbolo da corrupção que há décadas se instalou na sede da FIFA, em Genebra, para nunca mais sair.

Este é o futebol mundial, e como se espera que no Brasil e em outras partes do mundo exista transparência e decência. O exemplo que temos é este corrupção e corruptores vindos da FIFA, das grandes empresas, a corrupção vem de todos os Paíse e de todas as pessoas.

O órgão máximo que deveria nortear os rumos de integridade e da ordem mundial do futebol não existe, aliás, não adianta levantar o brasileiro suíço como bode expiatório, querendo manchar apenas o nosso País, pois, a corrupção já existia. E mostram que unidos seus dirigentes fazem todo tipo de acordo e negociata para encher os bolsos, não existe ordem e muito menos honestidade, o futebol que vá para os raios que o partam.
