PERNAMBUCO: O CUSTO DA ARENA VAI SUBIR MEIO BILHÃO / PERNAMBUCO: THE ARENA COSTS WILL INCREASE HALF BILLION



A Arena Pernambuco ainda depende de confirmação da FIFA para ser incluída na Copa das Confederações, no ano que vem - a entidade vai vistoriar as obras em outubro e fará o anúncio em novembro. A justificativa para o aumento é simples: como a entrega estava inicialmente prevista para dezembro de 2013, para uso na Copa do Mundo, e teve de ser antecipada em 10 meses (para fevereiro do próximo ano), foi necessário alterar etapas de trabalho, reforço na mão de obra e contratação de novos fornecedores, entre outras mudanças em relação à programação original.

"Tivemos de mudar a concepção do projeto para atender ao novo cronograma'', disse José Ayres de Campos, diretor de investimentos e engenharia da Odebrecht. "Então, alguns itens terão de ser discutidos com o poder concedente (governo estadual), visando a um reequilíbrio do contrato.''

Entretanto, ele não se arrisca a dar nem sequer uma nova estimativa de custos. Ou seja: a conta só vai ser apresentada após o fim das obras.

O modelo de PPP, porém, não prevê aditivos. Mas o contrato assinado pelo governo estadual com o Consórcio Arena Pernambuco (composto por Odebrecht Participações e Investimentos e Odebrecht Infraestrutura) prevê um "reequilíbrio contratual", admitido pelo secretário extraordinário da Copa, Ricardo Leitão. "Depois do fim das obras haverá um reequilíbrio financeiro, em função das despesas que surgiram'', disse Leitão ao Estado, acrescentando. "Mas toda conta adicional vai ser auditada antes de ser paga.''

O Ministério Público estadual ainda não foi informado oficialmente sobre o aumento dos custos da arena, mas vai ficar de olhos bem abertos. O promotor Luiz Guilherme Lapenda, responsável pelo acompanhamento das obras da Copa, convocou para a próxima semana reunião com representantes da prefeitura de São Lourenço da Mata (cidade onde a arena está sendo construída), Odebrecht e SECOPA justamente para tratar de orçamento. "Se fizerem uma nova projeção, vou estudar o caso.''

Novo ritmo. 

Como exemplo de mudanças necessárias para acelerar a obra, Ayres de Campos, o diretor da Odebrecht, cita a contratação de um novo fornecedor da cobertura da arena - o anterior montaria a estrutura dentro do espaço destinado ao campo, o que retardaria a colocação do gramado; o atual está montando do lado de fora -, troca do material para o fechamento lateral do estádio e mudança na composição do concreto, entre outras.

Também foi preciso atualizar as intervenções em tecnologia da informação para atender à FIFA. "São (soluções) bastante diferentes do que as que estavam no caderno de encargos quando o contrato foi assinado (em 2009).''

Pelo contrato, quando a arena estiver concluída o governo de Pernambuco pagará ao consórcio uma parcela inicial de R$ 389 milhões, para atender ao programa de Ressarcimento por Investimento em Obra. Depois disso, anualmente, desembolsará R$ 3,994 milhões durante o prazo de concessão - 33 anos.

Este é um negócio de quem não tem comprometimento com o dinheiro público, fazer um adento destes sem estipular os valores não existe. Sei que as obras estão sendo adiantadas para termos aqui alguns jogos da Copa das Confederações, mais tudo deveria ser feito com números, pois não temos mais inflações galopantes e muito menos juros de terceiro mundo.

Além do mais ainda tem este acordo de 4 milhões que o Estado de Pernambuco pagará por 33 anos, ou seja, um acordo realmente de gente que não tem mesmo comprometimento com o dinheiro público. Sem falar nos milhões que serão pagos aos clubes da capital que deverão ir jogar na arena, mensalmente, pelo governo estadual, eu tenho outro nome para isto, e quem quiser saber me ligue.
