O ‘Bolsa Copa’ ainda nem foi votado pelo Congresso, mas já desagradam os ex-jogadores de futebol. A principal crítica está em beneficiar somente os campeões do mundo e esquecer aqueles que também vestiram a camisa do país, mas não tiveram a sorte de beijar a taça.
Pelo projeto de lei, assinado pelo presidente Lula, somente os vencedores dos Mundiais de 1958, 1962 e 1970 teriam direito ao benefício sob o argumento de que os jogadores de futebol não eram regulamentados na época - a profissão passou a existir em 1976, quando o Ministério Público editou a lei 6354/76.
Até a lei ser criada, 152 atletas defenderam a seleção brasileira entre as Copas de 1930 e 1974. Desses, somente 37 tiveram a felicidade de levantar a taça. Ou seja, do total de atletas que defenderam o Brasil sem direito a aposentadoria, somente 24% teriam direito ao ‘Bolsa Copa’. Obviamente, o projeto está entalado na garganta dos 76% de excluídos.
Indignação, “Eu representei a seleção brasileira. Ajudei de forma ativa na classificação para a Copa e estou fora da lista. Um monte de gente que foi convocada e esteve presente na conquista, mas nem entrou em campo, vai receber o prêmio. E eu estou fora”, reclama o ex-lateral-esquerdo Rildo ao eBand.
Rildo atuou na Copa de 1966 e participou de todos os jogos das eliminatórias do Mundial de 1970. “O Everaldo jogou 15 minutos de uma partida no meu lugar e só. Fui, junto com Carlos Alberto e o Edu, o mais regular do Brasil na classificação para o Mundial”, lembra o jogador excluído da lista final do técnico Zagallo.
Reserva de Gilmar dos Santos Neves em 1966, o ex-goleiro Manga também pede o reconhecimento de todos os que vestiram a camisa do Brasil no torneio mais importante do planeta. Apesar de ser banco na maioria de suas convocações, Manga ficou embaixo das traves brasileiras por 16 vezes (uma delas no Mundial) e acha que também merece ser recompensado. “Servi a Seleção durante mais de quatro anos. Viajei com o time, participei de concentração e entrei em campo como qualquer outro. A diferença é que não fomos campeões.”
Leivinha pede auxílio dos clubes. A opinião é compartilhada pelo meia Leivinha, que formou a primeira seleção brasileira depois da geração de Pelé, em 1974. Além de discordar da exclusão, o ex-jogador acha errado a iniciativa partir de uma ação do governo. Na opinião dele, os clubes e a CBF deveriam se responsabilizar e ajudar os que passam necessidade, independentemente se atuou na Seleção ou não.
“Os jogadores deveriam ter mais atenção dos clubes onde eles jogaram. Os times poderiam ajudar com um emprego e também com uma ajuda psicológica. No Brasil, ex-jogador é abandonado. Isso é errado”, comenta. “A CBF também poderia dar mais atenção aos atletas. Uma instituição milionária como a CBF poderia fazer uma série de ações para beneficiar ex-jogadores de Seleção, mas não faz.”
Os três jogadores ouvidos pelo eBand hoje vivem uma situação financeira estável e não precisariam do dinheiro do governo. No entanto, alertam as entidades responsáveis pelo mundo da bola para tomarem atitudes que, realmente, ajudem quem precisa. “Na verdade, todas as coisas que beneficiam só alguns eu não concordo. Não gosto dessa distinção para qualquer coisa que seja”, opina Leivinha.
“Hoje não passo por problemas financeiros. Mas tenho amigos no futebol que precisam de ajuda. Independentemente se é campeão ou não, ou até se joga futebol, ou prática outro esporte, o Brasil deveria dar mais valor àqueles que representaram o país”, finaliza Rildo.

O ‘Bolsa Copa’ ainda não tem data para ser votado. Na Câmara, passará por quatro comissões (Securidade Social e Família, Turismo e Desporto, Finanças e Tributação, e Comissão de Justiça e Cidadania). Se passar, precisará ser aprovado no Senado.
Se tudo der certo no Congresso, somente os campeões de 1958, 1962 e 1970 teriam direito a uma indenização de R$ 100 mil e ainda uma pensão mensal vitalícia de até R$ 3,4 mil para cada atleta – os herdeiros também têm o direito ao benefício.
O projeto foi criado por Marcelo Neves, filho do ex-goleiro Gilmar dos Santos Neves. Ele preside a Associação dos Campeões do Mundo e conta com apoio dos 36 dos 37 vencedores – Tostão, campeão em 1970, é contra a proposta.

Já tive a oportunidade de comentar sobre esta Bolsa Copa e a atitude do governo brasileiro. Também penso como Leivinha e Tostão, quem deveria tomar a frente desta iniciativa seriam a própria CBF, através dos Clubes e do próprio Ministério do Trabalho, afinal todos trabalharam pelo País e tem muita gente que nunca fez nada e mama nas tetas do erário, por exemplo; Deputados de apenas um mandato que recebem pensão vitalícia.
E se alguns irão ter direito a isto, porque não, então fazer a coisa certa desde o começo e não apenas para beneficiar os conhecidos, afinal, como o Rildo mesmo fala, ele é um dos injustiçados e devem ter outros. Infelizmente no nosso País as coisas são feitas apenas para privilegiar os “amigos”, ou alguns "puxa sacos" ao invés de promover a justiça realmente.
Não resta a menor dúvida que alguma coisa precisa ser feita, para corrigir os erros do passado e fiscalizar o que se passa no presente. Não está muito distante a situação atual da que se passava antigamente, existe a Lei, existe o dever dos clubes de regularizar os jogadores com contrato, mas a verdade é completamente diferente e não temos nenhuma atitude por parte de quem tem o dever de fiscalizar e coibir estes desmandos.
