As cidades de Curitiba (PR), Manaus (AM) e Porto Alegre (RS)
tiveram a capacidade de distribuição de energia elétrica para a Copa do Mundo
de 2014 definidas, como a ser observada com chances de falha. A conclusão é de
um relatório da ANEEL (Agência Nacional de Energia Elétrica), órgão do governo
federal responsável por regulamentar e fiscalizar o setor no Brasil.
A Nota Técnica 14/2014, datada do dia 24 de fevereiro, tinha
como objetivo apresentar "o estágio em que se encontram as obras do setor
de distribuição de energia elétrica relacionadas ao suprimento de energia
elétrica às capitais sedes da Copa do Mundo FIFA 2014, após a atualização das
informações recebidas pelas Distribuidoras em 10 de janeiro de 2014."
Na nota, o órgão ressalta que a "maioria dos atrasos
observados na implantação das obras de distribuição de energia elétrica não
oferece, neste momento, risco à confiabilidade proposta para o abastecimento de
energia para a Copa de 2014, cabendo fazer as observações a seguir com relação
às obras da CEEE-D, da COPEL e da AME".
No relatório, Porto Alegre é apontado como a cidade com situação
mais preocupante. A subestação Menino de Deus tinha 58% das obras concluídas e
10% da montagem feita. A previsão de conclusão é fim de abril, data, diz a ANEEL,
'muito próxima ao evento'.
"Nesse contexto, ressaltamos que a tempestiva construção
desta subestação é necessária para o atendimento ao estádio segundo os padrões
exigidos pela FIFA para realização dos jogos. O cronograma de implantação desta
obra tornou-se fundamental, visto não ser possível acomodar mais nenhum
atraso", afirma o texto.
A ANEEL também acrescenta que cinco obras da COPEL-D (Companhia
Paranaense de Energia) não tinham sido iniciadas na época. "Observa-se que
grande quantidade de obras, inclusive a dos circuitos que atendem a arena, está
com conclusão prevista para abril de 2014."
Em Manaus, o órgão aponta que a AME (Amazonas Distribuidora de
Energia)ainda não tinha como pendência a Subestação Seringal Mirim, "que
compõe o elenco de obras indispensáveis para a obtenção do grau de
confiabilidade exigido pela FIFA para o atendimento ao estádio da cidade de
Manaus, embora os alimentadores do estádio estejam prontos."
A Seringal Mirim é vista como fundamental por aliviar um
eventual sobrecarga da subestação Redenção, hoje a única ligada na Arena da
Amazônia. O relatório ainda acrescenta que Salvador, Belo Horizonte e Cuiabá
precisam terminar obras antes do começo do Mundial.
No começo de fevereiro, antes da divulgação do relatório da
Aneel, o Comitê Organizador Local expressou ao ESPN que não tinha nenhuma
preocupação com uma eventual interrupção do serviço de energia elétrica durante
a disputa do Mundial. "O MME possui planejamento integrado e firmou
compromissos com todas as concessionárias que atendem as sedes para garantir a
oferta de energia para os estádios e locais-chave durante a Copa do Mundo",
afirmou na ocasião.
E agora meus caros dirigentes da FIFA. Como falei antes, vocês teriam
que ter técnicos brasileiros, cuidando disto, porque enviando olheiros que não
conhecem o nosso País e nem ao menos falam nossa língua, as coisas não seriam
vistas e notadas propriamente.
Contratar Ronaldo Fenômeno, Bebeto e outros, foi apenas uma
jogada de marketing, de nada adianta no lado prático e funcional das
necessidades de planejamento e execução dos trabalhos que precisam ser
realizados. Se existe esta preocupação em apagão em três sedes, eu ficaria
pronto para haver apagão em todas as sedes, pois conheço meu povo.

In the report, Porto
Alegre is noted as the city with the most worrying situation. The substation called
God Boy’s had completed 58 % of work and 10 % of the assembly taken. Scheduled
for completion in late April date, ANEEL says,' very close to the event'.
"In this context,
we emphasize that the timely construction of this substation is needed to meet
the required stadium according to FIFA standards for conducting the games. Its
implementation schedule this work has become crucial since it is not possible
to accommodate any more delays," says the text.
ANEEL also adds that
five works of Copel - D (Companhia Paranaense de Energia) had not been
initiated at the time. "It is observed that a large number of works,
including the circuits serving the arena is scheduled for completion in April
2014."
In Manaus, the agency
notes that the AME(Amazonas Distribuidora de Energia) had no such pending Substation
called Mirim Rubber Plantation, "which contains the list of essential
works to the degree of reliability required by FIFA to meet the city stadium
Manaus, although the feeders to the stadium will be ready."
The Station, called
Rubber Plantation Mirim is seen as crucial to alleviate a possible overload
substation Redemption, today the only connected at Arena da Amazonia. The
report adds that Salvador, Belo Horizonte and Cuiaba need to finish work before
the start of the World Cup.
In early February,
before the release of the report by ANEEL, the Local Organising Committee
expressed to ESPN that he had no concern about a possible interruption of electric
service during World Cup event. "The MME has integrated planning and
commitments entered into with all the utilities that serve the headquarters to
ensure the supply of energy to the stadiums and key locations during the World Cup,
“he said at the time.
And now, my dear
leaders of FIFA. As I said before, you would have to have Brazilian technicians
taking care of it, because sending scouts who do not know our country and does
not even speak our language, could be a disaster, so, things would not be seen
and noticed properly.
Hiring Ronaldo,
Bebeto and others, was just a marketing gimmick is useless in practical and
functional. The side needs planning and execution of the jobs that need to be
performed. If there is this concern blackout in three Places where we have WC
games, I would be ready to be blackout on all Arenas, because I know my people.
