ROMÁRIO SUGERE PROPOSTA PARA TIRAR DINHEIRO DA CBF / ROMÁRIO SUGGESTS PROPOSAL TO TAKE MONEY FROM CBF

A princípio, seriam apenas os contratos de patrocínio. Em seu último balanço financeiro, aprovado na última semana, a entidade que rege o futebol nacional apresentou uma receita de R$ 436,5 milhões, com um lucro de R$ 55,56 milhões em 2013.

O caixa não foi suficiente para acompanhar, ainda assim, a subida nos gastos da administração José Maria Marin. Segundo o documento, a CBF teve despesas operacionais de R$ 269,7 milhões em 2013, aumento de 25% em relação a 2012. Destaque para os "serviços de terceiros", que quase dobraram de tamanho, passando de R$ 24,9 milhões para R$ 42 milhões.

Com a Lei de Responsabilidade Fiscal do Esporte, um dos objetivos é assegurar com esses recursos a criação de um fundo para iniciação desportiva. Essa verba seria encaminhada aos clubes formadores. Romário desejava que ela fosse direcionada também para as instituições de ensino escolar, mas não teve essa sua sugestão aprovada.

As disposições finais em torno do assunto no projeto de autoria do deputado federal Otávio Leite (PSDB-RJ) podem ser encontradas no artigo 39. A seguir:

Fica declarada como de Especial Interesse Público a comercialização de quaisquer produtos e/ou serviços proveniente da atividade de Representação do Futebol Brasileiro nos âmbitos nacional e internacional, entre os quais o patrocínio, venda de direitos de transmissão de imagens dos jogos da seleção brasileira, vendas de apresentação em amistosos ou torneios para terceiros, bilheterias das partidas amistosas e royalties sobre produtos licenciados

Parágrafo único. Sobre as receitas decorrentes da comercialização dos produtos e/ou serviços de que trata o caput deste artigo incidirá Contribuição de Intervenção no Domínio Econômico - Cide, de alíquota de 10% (dez por cento), a ser recolhida no último dia útil do mês seguinte ao da comercialização do produto e/ou serviço, destinando-se os recursos daí arrecadados ao fundo de que trata o art. 21 desta Lei", diz o trecho.

Em contato com a reportagem, Otávio Leite informou que a porcentagem de contribuição da CBF foi reduzida pela metade, saindo de 10% para 5%. O substitutivo enfrenta resistência da Bancada da Bola e, segundo apurado pelo ESPN.com.br, de uma ala do Governo Federal.

A venda de bebidas alcoólicas durante as partidas do Mundial de 2014, porém, ainda não foi sacramentada e deverá ficar a cargo dos Estados.

O projeto da Lei Geral havia sido criado em setembro do ano passado, para ditar as regras para a realização do Mundial no País - regulamentando, por exemplo, feriados nos dias dos jogos da Seleção Brasileira. A primeira votação havia sido marcada para dezembro do 2011, quando uma série de entraves passou a causar adiamentos e mais adiamentos para a sua aprovação.

Fico me perguntando como nosso País pode passar a ser de “primeiro mundo”, se os políticos que temos (em sua maioria) são de terceira categoria. Somente aqueles que nunca foram aos estádios é que não sabem que beber dentro do estádio e beber nas ruas, ao redor deles, é a mesma coisa, ou melhor, dentro do campo, menor não bebe, temos higiene, impostos recolhidos e quem promove o espetáculo recebe dividendos, ao passo que, fora dos estádios, bebe todo mundo, menino, gato e cachorro, não se recolhe impostos, e tampouco se tem higiene, conforto e garantias.

Somente estes políticos que se dizem “evangélicos” e provavelmente tomam todas em casa, ou então aqueles que não frequentam jogos de futebol, espetáculos, shows, e etc.. Porque a Lei deve ser para todos e se proibir bebidas nos estádios por ocasião de jogos, deve se proibir nos shows, nos rodeios, nas vaguejadas, nas festas, nos bailes, no carnaval, no São João, etc., enfim, em tudo.

Quando na realidade, deveríamos é dar educação em casa, mostrar o que é errado e certo e deixar quem aprendeu que viva em liberdade, que tenha opções de escolher seu destino.

O conflito entre a presidente e seus aliados na Câmara se espalhou nas diversas bancadas, conduzido pelo tema do Código Florestal e da permissão de venda de bebidas nos estádios, assunto do projeto da Lei Geral da Copa.
