Russia targets hotels for World Cup spending cut

The Russian government has outlined plans to slash up to 27 billion rubles (€409.1m/$432.7m) from its budget for the 2018 Fifa World Cup by scaling back development plans for luxury hotels to cater for the national team football tournament.
A draft decree outlines the scrapping of 25 new hotels across the 11 host cities, the relocation of 14 others to new sites and a further nine to be downgraded. Sports Minister and Russia 2018 chairman Vitaly Mutko (pictured) told the TASS news agency: “We have agreed with Fifa that we will be following its minimal requirements concerning each region’s accommodation of national teams, referee squads, the so-called representatives of Fifa family, Fifa guests, accredited journalists and so on.
“We do not need fashionable hotels, constructed to Fifa’s highest requirements, to stay empty after the championship. Considering the minimal requirements of the organisation we have worked out programs of Fifa groups’ accommodation with each region and will be correspondingly reducing the costs.”
However, Mutko stressed that the cuts will not affect the country’s accommodation capacity for football fans travelling to the tournament. As the hotels were to have been funded by regional governments or by companies, Mutko added the savings will not reduce spending commitments by the federal government on the World Cup.
The total budget of 664.1 billion rubles for the organisation of the 2018 World Cup was announced in 2012. Based on that year’s exchange rate, this figure stood at $20.5bn – a mark that has now dropped to $12.1bn. The hotel plan marks the latest cost-cutting measure embarked upon by the Russian government, which is implementing cuts of 10 per cent to federal spending this year, excluding infrastructure projects for the World Cup.
Earlier this year, the number of initially planned 48 pre-tournament training facilities across Russia was reduced to 37. Meanwhile, the seating capacities of the Baltika Stadium in Kaliningrad and the Central Stadium Yekaterinburg were downsized to 35,000 from their initial 45,000 specification.

- O resultado desse esforço foi usado para desenvolver o cenário para as preparações estruturais, e de acordo com ele nós selecionamos apenas as instalações com as quais um torneio como esse precisa ter para ser promovido - explicou Vitaly Mutko, presidente do COL da Copa de 2018, que disse que "mais de mil propostas foram estudadas".

A Copa de 2018, que terá 11 cidades-sede, terá um total de 292 instalações - 113 centros de treinamento, 62 hotéis, 12 estádios, e 11 aeroportos. Além disso, parte do montante vai para as áreas de comunicação, transporte e eletricidade.

O Secretário-geral da FIFA, Jerome Valcke, espera que a Copa do Mundo de 2014 gere lucros de EUA $1,2 bilhão para FIFA, quase o dobro do valor alcança

There have been wide concerns that world football’s governing body should not be allowed to overstep Brazilian law, but Rebelo is confident all parties are close to an agreement, although he admits that the issue of ticketing is still proving a challenge. “In regards to the 2014 Bill, we are very optimistic that we will accomplish this mission in March,” he said. “We had the presence of Vicente Candido and Renan Filho, the Presidential Special Commission, to discuss the last final points of the bill text.


My optimism is based on the commitment of the special commission for the FIFA World Cup and the House of Representatives that they will vote on the bill in the beginning of March.” Rebelo added: “The access (to tickets) is limited due to the capacities in the stadiums and as such it is important to ensure that all Brazilians will have a fair chance of access. It is such an important party for this country; it is most likely the most important event on the planet. We need to find adequate solutions and there is lots of cooperation and effort to find them from all parties.”


Meanwhile, Valcke moved to “point out again that there have never been and there are no tensions between the government and FIFA.” FIFA’s secretary general added that Natal’s stadium is the only venue that is currently causing concern, but it will retain its place as one of the 12 World Cup venues. “We simply have to keep monitoring it more closely and the city needs to speed up as they are very late,” said Valcke. Rebelo this week stated that concerns over development of the Beira-Rio stadium in Porto Alegre have been addressed, with construction set to resume on January 25.

OAB group wants to track expenses with the Copa/OAB quer grupo para acompanhar gastos com a Copa.


O presidente nacional da Ordem dos Advogados do Brasil (OAB), Ophir Cavalcante, enviou ofício à presidenta Dilma Rousseff para requerer a criação de um grupo de trabalho formado por representantes da sociedade civil, com participação do Tribunal de Contas da União (TCU), para acompanhar e debater a melhor aplicação dos recursos públicos a serem gastos com as obras e demais providências para a realização no Brasil da Copa do Mundo de 2014.

No documento, Ophir Cavalcante sustenta tratar-se de evento da maior importância do ponto de vista estratégico para a nação.

No entanto, ressaltou a necessária vigilância que se impõe em face da magnitude e valores envolvidos – dados divulgados pelo TCU atestam que quase a totalidade dos R$ 23 bilhões orçados para as obras (98,5%) sairá dos cofres públicos.

“Preocupa-nos os informes sobre os atrasos no cronograma de obras, a ponto de surgirem propostas de projetos de lei com vistas a flexibilizar e diminuir as exigências quanto às licitações necessárias.

“Deve-se destacar que, a rigor, a sociedade civil sabe das obras tão-só pelo noticiário, não tendo sido chamada a opinar sobre a aplicação dos recursos, tampouco para discutir a utilização dos espaços após a realização do evento” afirmou o presidente da OAB.

Fico triste porque muitos estão pegando carona para aparecer. Muita coisa tem que ser feita no governo e justamente na própria OAB e com seus afiliados.

É hora de somar e não de dividir.
