A cerca de três anos do Mundial, o início da construção do Itaquerão já foi adiada por diversas vezes e ainda não tem data definida para começar.

"O presidente do Corinthians, na semana passada, me disse que no começo desta semana já estaria iniciando as obras. A gente realmente fica um pouco apreensivo. Mas de qualquer forma é uma coisa privada, optou-se por fazer a abertura da Copa do Mundo de forma privada.

O Estado tem feito tudo que é possível. Deu R$ 350 milhões para o entorno, para o desenvolvimento da Zona Leste. Por mais que você tente equacionar, a decisão no fim é do presidente do Corinthians", contou Pagura, por telefone, com exclusividade ao ESPN.com.br.

Andrés Sanchez, presidente do Corinthians, disse em entrevista à Rádio Bandeirantes na terça-feira que o início das obras depende apenas do alvará da prefeitura de São Paulo e se mostrou otimista afirmando que a construção deve começar na próxima semana.

"Se vai usar a parte temporária de arquibancadas (ou não)... Está nessas definições. Precisa definir logo para que a gente não perca a abertura da Copa. Estamos ansiosos para que comece logo essa obra. Trabalhar dia e noite se precisar. Se começar agora em junho vai ficar pronto em janeiro (de 2014), talvez em abril", completou.

Além do risco de perder a abertura da Copa do Mundo por conta do atraso nas obras do Itaquerão, a arena, segundo última estimativa da construtora Oderbrecht, está orçado em cerca de R$ 1 bilhão. Na opinião do Secretário de São Paulo, este valor é extrapolado.

"A coisa extrapola um pouco. Na minha opinião, quando você faz alguma coisa de R$400 (milhões) para R$700 (milhões), você deve ter no mínimo observado os guidelines que a FIFA já tinha dado. "O que ficou claro para o governo de São Paulo é que não vai ter dinheiro público em estádio privado. Nós estamos no governo há cinco meses. E a Copa do Mundo você sabe que esta no Brasil desde 2007. Isso deveria ter sido estabelecido lá (em 2007). O ministro estava no poder na época.

Tudo foi deixado. E no final do ano passado, antes de a gente assumir, veio a notícia que o estádio iria ser o do Corinthians", completou Pagura, que foi nomeado secretário do governador de São Paulo, Geraldo Alckmin, em dezembro do ano passado.

"Com cinco meses de governo nós andamos muito. O que não podemos é tirar R$ 370 milhões do caixa e falar ‘monta o estádio’. Porque aí já é estar colocando dinheiro público no privado e nós já temos um monte de investimentos que estamos fazendo.

Sempre tem esforços para tentar equacionar o problema, mas depende fundamentalmente da posição do Corinthians e da Oderbrecht. Colocar R$ 370 milhões o Estado não vai colocar.

Parece até brincadeira o que está acontecendo no nosso País, e de muito mau gosto. Mas é assim que poderemos ver quem é quem, na política e no esporte.

Acho que a Copa é do Brasil e quem não tiver coração no peito, tiver no bolso, deveria ser afastado de qualquer cargo que por acaso esteja exercendo, ficar brincando com o povo brasileiro é complicado e de muito mau gosto.

O presidente nacional da Ordem dos Advogados do Brasil (OAB), Ophir Cavalcante, enviou ofício à presidenta Dilma Rousseff para requerer a criação de um grupo de trabalho formado por representantes da sociedade civil, com participação do Tribunal de Contas da União (TCU), para acompanhar e debater a melhor aplicação dos recursos públicos a serem gastos com as obras e demais providências para a realização no Brasil da Copa do Mundo de 2014.

No documento, Ophir Cavalcante sustenta tratar-se de evento da maior importância do ponto de vista estratégico para a nação.

No entanto, ressaltou a necessária vigilância que se impõe em face da magnitude e valores envolvidos – dados divulgados pelo TCU atestam que quase a totalidade dos R$ 23 bilhões orçados para as obras (98,5%) sairá dos cofres públicos.

“Preocupa-nos os informes sobre os atrasos no cronograma de obras, a ponto de surgirem propostas de projetos de lei com vistas a flexibilizar e diminuir as exigências quanto às licitações necessárias.

“Deve-se destacar que, a rigor, a sociedade civil sabe das obras tão-só pelo noticiário, não tendo sido chamada a opinar sobre a aplicação dos recursos, tampouco para discutir a utilização dos espaços após a realização do evento” afirmou o presidente da OAB.

Fico triste porque muitos estão pegando carona para aparecer. Muita coisa tem que ser feita no governo e justamente na própria OAB e com seus afiliados.
