O tema de maior polêmica entre governo e a FIFA se refere à Lei Geral da Copa, que está parada no Congresso.
O secretário-geral da FIFA, Jérôme Valcke, subiu o tom das conversas com as autoridades brasileiras, nesta segunda-feira, e disse que o país faz exigências demais à entidade que comanda o futebol nas negociações sobre a Copa do Mundo de 2014.
“Só porque vocês ganharam cinco Copas do Mundo, vocês acham que podem pedir, pedir e pedir", disse Valcke a jornalistas, após reunião com o ministro do Esporte, Aldo Rebelo, e o conselheiro do Comitê Organizador Local da Copa (COL) e ex-jogador Ronaldo, em Brasília.
Os comentários do dirigente, que está no país para sua primeira vistoria do ano para o Mundial, foram feitos após ele ser questionado sobre as exigências brasileiras à FIFA. O tema de maior polêmica entre governo e FIFA se refere à Lei Geral da Copa, que está parada no Congresso.
Valcke voltou a cobrar pressa na aprovação da lei , num conjunto de medidas que regulamenta a realização do Mundial da FIFA desde o preço dos ingressos à proteção de marcas de patrocinadores. "Estamos muito perto de fazer a lei nascer. Os nove meses acabaram, temos que fazer esse bebê sair", disse ele.
A lei foi alvo de uma série de divergências entre autoridades brasileiras e a FIFA, entre elas a concessão de meia-entrada a estudantes e idosos e a proibição de bebidas alcoólicas nos estádios.
O projeto ainda não foi aprovado numa comissão especial da Câmara dos Deputados. Depois, precisará passar no plenário da Câmara receber o aval dos senadores. Com o recesso dos parlamentares, a matéria só deverá voltar a ser discutida em fevereiro.
“Eu acredito que agora seja o momento de assinar um acordo, não só pelo tempo, porque também temos que pensar em outras coisas. Todos nós estamos focando nessa lei, mas a Copa do Mundo não é só uma lei. É estádio, aeroportos, hotéis", disse Valcke.
Valcke chegou ao Brasil nesta segunda para acompanhar o progresso dos preparativos do Mundial no Brasil. À tarde visitou Fortaleza e, nos dias seguintes, irá a Salvador e Rio de Janeiro, onde participará de reuniões para definir outras questões delicadas, como a política de ingresso para as partidas.
A expectativa do governo era conseguir aprovar a Lei na Comissão Especial da Câmara em dezembro, mas diferenças sobre um artigo que determina a responsabilização civil da União em casos de eventuais incidentes durante o Mundial e a questão da venda de bebida alcoólica nos estádios da Copa adiaram a votação para este ano.
A presidente Dilma Rousseff realizará, nesta terça-feira, uma reunião em Brasília na qual serão discutidos outros pontos relativos ao evento no país, inclusive a questão da segurança.
Não me resta a menor dúvida de que o Jerome Walcke está coberto de razões sobre muita coisa, exagerou quando disse que estamos pedindo demais, apenas porque ganhamos 5 Copas? Olho em volta e não vejo ninguém, meu caro secretário, e não é apenas por isso, é porque, o nosso País é a referência no e do futebol no mundo, você deveria calçar as sandálias da humildade e ter mais respeito. A Espanha ganhou apenas uma Copa e já está rebolando, falando que joga com música, com samba, esqueceram que aprenderam conosco, já imaginaram se eles tivessem 5 títulos mundiais? O que seria "del futbol"?
Agora temos realmente que cuidar das estradas, dos aeroportos, da segurança, temo que ter um planejamento macro de tudo isto e em conjunto, não adianta cada um pensar de per si. Pois tudo está em jogo, não é somente (para alguns que não gostam de futebol ou mesmo que gostam apenas de criticar) que a imagem do País inteiro não seja machucada. Até eu, posso perder a credibilidade, que não sou nada, apenas um Agente Credenciado, mas, que é lido em + de 140 Países no Mundo, e tem sempre acreditado e passado a palavra de que vamos ter a melhor e mais lucrativa das Copas do Mundo já realizadas e que venha ao Brasil, pois temos tudo para agradar a gregos e troianos.

Valcke said that Brazil asks FIFA to much: 'Just because have won five World Cups?'
The FIFA general secretary Jerome Valcke has stated that all parties are close to agreeing to a controversial law governing the 2014 World Cup in Brazil and insisted that “it is time for the baby to be born”.
Valcke was speaking as he and local organizing committee (LOC) board member Ronaldo kicked off an inspection visit at the Ministry of Sports in Brasilia on Monday. Brazil’s Sports Minister Aldo Rebelo welcomed the FIFA and LOC delegation with the trip marking the legendary Brazil forward’s first official inspection visit since his appointment as a member of the LOC. The issue of the ‘2014 World Cup Law’ has been one of the major sticking points in Brazil’s preparations for the tournament. The new law would regulate commercial rights, alcohol sales and advertising rules for the tournament and rubber-stamp the final commitments Brazil’s federal government made to FIFA in its bid to host the World Cup and the 2013 Confederations Cup.
It is time to sign, we are very close,” Valcke told reporters. “On Thursday, we will meet again in Rio with the Minister of Sports, (federal congressman) Romario and other high representatives of the governmental stakeholders to work out the last issues and wordings. The liability is important for us because you will understand that FIFA cannot be responsible for security and safety and consequences of natural catastrophes or other threats.”
Valcke added: “This is one of the basic powers of the state, one of the responsibilities of government. But I am sure we will manage to solve the basic two open issues, namely liability and ticketing, in all our interest.” Rebelo echoed Valcke’s comments and added that concerns over development of the Beira-Rio stadium in Porto Alegre have been addressed. The Sports Minister stated last year that the venue was the only stadium out of the 12 set to host the World Cup that had fallen behind schedule.
“The last point about stadia to be solved was Porto Alegre, which now has a date for resuming construction on January 25,” said Rebelo. “We are also proceeding with urban mobility and we also have a strong commitment from the Congress to vote on the 2014 Law in the first part of March. Yes, there are still one or two points to be solved, but it will be done.”
The President Rousseff held, on Tuesday, a meeting in Brasilia in which is discussed elsewhere in the country for the event, including the issue of security.
I have no doubt of Jerome Walcke is covered on a lot of reasons, exaggerated when he said that we are asking too much, just because we won 5 Cups, look around and I couldn’t see no one, my dear secretary, and not just it, so is because our country is in the reference in football, you should wear humility sandals and have more respect.
