BRASÍLIA - A comissão especial que discute a Lei Geral da Copa aprovou, por 15 votos a 9, a liberação da venda de bebidas alcoólicas na Copa das Confederações de 2013 e da Copa do Mundo de 2014. A decisão foi tomada em votação de destaque ao relatório do deputado Vicente Cândido (PT-SP). O resultado foi concluído nesta terça-feira e o projeto agora vai para o plenário da Câmara. A proposta terá ainda de ser analisada pelo Senado.

O ponto era visto como o mais sensível no debate, ainda mais depois da polêmica com o secretário-geral da FIFA, Jérôme Valcke, que disse ser necessário 'dar um chute no traseiro' do Brasil para acelerar a organização da Copa. A comissão acatou a exigência da FIFA, que tem uma cervejaria como patrocinadora. Um dos defensores da proibição, o deputado Vanderlei Macris (PSDB-SP) diz que vai insistir na derrubada desta parte do texto no plenário.

O projeto inclui na legislação brasileira novos crimes para atender à entidade e seus patrocinadores. Quem usar símbolos oficiais de forma indevida ou divulgar marcas com fins de atingir lucros por associação com o evento poderá ser condenado a detenção, além de pagar multa.

A proposta suspende legislações estaduais e municipais que garantem desconto ou gratuidade em ingressos, mantendo em vigor durante a Copa somente o Estatuto do Idoso. Porém, se for aprovada uma lei federal nesta linha para beneficiar estudantes, como o Estatuto da Juventude, o direito seria estendido aos eventos da FIFA.

Serão reservados 300 mil ingressos da Copa de 2014 e 50 mil bilhetes da Copa das Confederações para serem vendidos a preços populares.

Estudantes, idosos e beneficiários do Bolsa Família poderão pagar cerca de US$ 25 (R$ 42,50) por estas entradas. Se houver sobra de ingressos nessa categoria a FIFA poderá vender os bilhetes a US$ 50,00 (R$ 85,00) para outros brasileiros.

Em relação à responsabilidade civil da União, Cândido manteve o texto do governo em que o País só será responsável por prejuízo decorrente de 'ação ou omissão' do governo ou problemas de segurança, desde que a FIFA não tenha concorrido para esta situação. A entidade do futebol desejava um texto mais amplo que desse garantias expressas mesmo em caso de possíveis desastres naturais ou atentados terroristas.

Segundo o relator, a Advocacia-Geral da União (AGU) deverá emitir um parecer dando mais garantias à FIFA.

FÉRIAS ESCOLARES

A proposta ainda permite ao governo federal decretar feriado em dias de jogos do Brasil e a estados e municípios tomar a medida quando sediarem qualquer dos jogos dos eventos. O relatório prevê férias escolares em todo o País durante a Copa de 2014 e que aeroportos militares possam ser usados para atender possível excesso de demandas.

Nada mais justo e correto do que cumprir o que foi acertado em Zurique, pois se prometeu cumprir as exigências, para o Brasil tirar os Estados Unidos e a Inglaterra do páreo, conseguindo trazer a Copa do Mundo da FIFA. Infelizmente, ainda temos muita gente que não tem conhecimento e entendimento do que este evento trará em seu bojo, e o seu legado adiantará para a saúde, os transportes, a segurança, enfim, isto impulsionará mais rapidamente este País rumo ao primeiro mundo.

Uma coisa é falar que com este dinheiro empregado se poderia construir mais hospitais, mais escolas, preparar melhor e pagar melhor nossos policiais, melhorar as estradas, construir mais ferrovias, etc., etc. Outra coisa é falar que não se toma bebida alcoólica dentro dos estádios, outra coisa é você saber que existe bebidas na entrada e no entorno dos estádios para quem quiser, mesmo menores de idade e todos bebem.

Este evento está trazendo outro que é a Copa das Confederações e logo em seguida, as Olimpíadas e outros mais virão, no rastro desses. E aí, ninguém segurará mais o Brasil.

RIO DE JANEIRO, 18 Jan (Reuters) - A Copa do Mundo de 2014 vai ter venda de cerveja liberada nos estádios, garantiu nesta quarta-feira o secretário-geral da FIFA, Jêróme Valcke, firmando posição num tema que tem provocado discórdia no Congresso e que ameaça adiar ainda mais a aprovação da Lei Geral da Copa no Brasil.

A lei, um conjunto de regras e garantias exigidas pela FIFA para a realização do Mundial, estava prevista para ser votada no ano passado na Câmara dos Deputados, mas divergências em temas como a venda de cerveja, o preços dos ingressos e as responsabilidades do governo brasileiro travaram as negociações.

Valcke, que está no Brasil para acompanhar os preparativos do país e, principalmente, tentar fechar um acordo com o governo e os parlamentares para aprovar a lei, disse que a FIFA aceitou vários pedidos do governo brasileiro, como na questão dos ingressos populares, mas que não admite negociar sobre a venda de cerveja.

"A bebida alcoólica é parte da Copa do Mundo da FIFA, então vai ter. Me desculpem, eu posso parecer um pouco arrogante, mas isso é algo que a gente não negocia. Tem que ser parte da lei o fato de que nós temos o direito de vender cerveja", disse Valcke em entrevista à imprensa estrangeira no Rio de Janeiro, onde participará na quinta-feira de uma reunião com o comitê organizador local do Mundial.

Desde 2003, a venda de bebidas alcoólicas é proibida em estádios do Brasil como parte do Estatuto do Torcedor. A medida foi tomada para evitar a violência nas arquibancadas nos jogos de futebol.

O ministro da Saúde do governo Dilma Rousseff, Alexandre Padilha, e deputados ligados à área da saúde fizeram pressão no Congresso para que a proibição fosse mantida na lei específica do Mundial.

Para a FIFA, a venda da cerveja nos estádios é uma questão comercial. A federação internacional tem acordo de patrocínio há mais de 25 anos (desde a Copa do Mundo de 1986, no México) com a marca norte-americana Budweiser, que atualmente faz parte do maior grupo de cerveja do mundo, o Anheuser-Busch InBev.

"A nossa parceira, inclusive, é uma empresa brasileira", disse Valcke, lembrando que a cervejaria brasileira AmBev integra a AB INBEV.

O projeto da lei ainda não foi aprovado numa comissão especial da Câmara dos Deputados que o avalia de forma preliminar. Depois, precisará passar no plenário da Câmara e receber o aval dos senadores. Com o recesso dos parlamentares, a matéria só deverá voltar a ser discutida em fevereiro.

Sobre os preços dos ingressos, outro tema que causa discórdia devido ao direito à meia entrada que estudantes e idosos têm nos eventos esportivos pela legislação brasileira, Valcke disse que o tema será resolvido com a criação de uma categoria especial de ingressos populares de 25 dólares.

Serão 300 mil ingressos nos jogos da primeira fase da Copa para diferentes grupos sociais, incluindo indígenas, pessoas que entregarem armas de fogo e pessoas de baixa renda, além dos próprios idosos e estudantes.

Valcke cobrou, no entanto, que haja mecanismos de fiscalizar esse benefício.

Precisamos também olhar a infra-estrutura das cidades sedes imediatamente, aqui em Recife, teremos sim problemas e gravíssimos, por causa do transito que é caótico e na época de chuvas para tudo, e vou repetir, os jogos serão em julho de 2014.
