Programa sócio-torcedor do Palmeiras chega a 106 mil membros e alcança 9ª posição no ranking mundial

PLANO DE SEGURANÇA DA COPA INCLUI TORCEDORES VIOLENTOS ENTRE FATORES DE RISCO / THE SECURITY PLAN OF THE WORLD CUP INCLUDES VIOLENT FANS AND TERRORISM .


O governo brasileiro divulgou nesta quinta-feira o planejamento estratégico de segurança que será aplicado na Copa do Mundo de 2014, em que considera os torcedores violentos, tanto locais como estrangeiros, como um dos fatores de risco.

O plano, elaborado pela Secretaria Extraordinária para a Segurança de Grandes Eventos, inclui todas as ações que serão implementadas para garantir a segurança da competição da FIFA e foi publicado hoje no Diário Oficial da União.

O documento detalha os responsáveis pela segurança do evento; as medidas que serão adotadas; os objetivos que serão perseguidos; os recursos que serão investidos; os preparativos; a cooperação com outros países; a interação com as firmas privadas contratadas pela FIFA para a segurança dentro dos estádios, e as eventuais situações de risco.

Entre estas últimas, o texto cita os "torcedores violentos" e as medidas já adotadas e que serão tomadas para neutralizá-los.

"A Polícia Federal já enviou solicitações de cooperação internacional a diversos países para obter os dados sobre suspeitos de vinculação com terrorismo e com o 'hooliganismo'", garante o texto.

Igualmente foram solicitados "dados sobre provocadores de problemas em estádios, entre outros grupos de torcedores conhecidos por sua participação em atos violentos".

Os responsáveis pelo plano destacaram o sucesso das autoridades europeias para reduzir a violência dentro dos estádios mediante a instalação de circuitos internos de televisão e a identificação dos torcedores.

No entanto, afirmam que "os hooligans e os provocadores de problemas seguem atuando fora dos estádios e encontraram estratégias para se manterem ativos mediante sua organização em grupos mais fechados".

De acordo com o plano, o Ministério dos Esportes já iniciou um plano para identificar os membros de torcidas organizadas para "evitar espectadores indesejados em seus estádios".

A divulgação do plano coincide com as medidas adotadas nas últimas semanas por autoridades de cidades como o Rio de Janeiro e São Paulo para punir os integrantes das torcidas organizadas responsáveis por atos de violência, incluindo a proibição de entrada nos estádios.

Outras ameaças que concentram a atenção do plano são as organizações criminosas, principalmente os traficantes de drogas, o turismo sexual, a exploração sexual de menores, a criminalidade nas fronteiras, as organizações extremistas e terroristas de outros países, a falsificação de entradas, a pirataria, os crimes cibernéticos e até os possíveis desastres naturais.

Segundo o documento, os três pilares do plano são as ameaças externas, as ameaças internas e a proteção dos portos, aeroportos e fronteiras.

Quanto às ameaças externas, o texto cita as medidas de cooperação internacional já adotadas para evitar a entrada no país de pessoas, materiais ou capitais que possam ameaçar a segurança durante o Mundial, entre as quais um acordo com a Interpol para melhorar o acesso às informações criminais emitidas pelos 188 países que integram a organização.

O plano destaca a necessidade de integrar as ações dos diferentes organismos de segurança do Brasil, tal como foi feito em eventos como os Jogos Pan-Americanos de 2007, o Carnaval, o Reveillon, e o Rock in Rio.

O texto também destaca a necessidade de estabelecer formas de cooperação com as agências de vigilância privada que a FIFA contratará para garantir a segurança dentro dos estádios, algo inédito no Brasil, já que esse papel sempre foi da Polícia.

"O Brasil ainda não tem tradição com esse modelo integrado de segurança nas instalações esportivas, no qual os órgãos de segurança pública cuidam da cidade e das vias públicas até o portão dos estádios, e as equipes de segurança privada desempenham funções de segurança patrimonial e vigilância dentro do estádio", afirma o documento.
Vamos cruzar os dedos e esperar que realmente se faça isto, pois o que assistimos aqui em Recife é completamente o contrário, se proíbe uma bandeira ou uns instrumentos musicais, porque as torcidas organizadas estão dentro dos próprios clubes e ai de quem mexer com elas.
Cada dia que passa a torcida que realmente tem interesse no esporte é menor e principalmente aqueles torcedores fidelizados “sócios”, que gastam, pensa-se várias vezes antes de ir ao estádio, não temos nada, desde o primário como organização, estacionamento, segurança, conforto e a hospitalidade dos que trabalham no clube, somos tratados como estranhos no ninho, mesmo pagando à mensalidade, o ingresso, a bebida, enfim, pagamos tudo.
 O que nos leva ao clube é apenas o sentimento, pois aqui no Brasil, o futebol é mais que uma paixão, é um casamento e para sempre.

The Brazilian government announced on Thursday the strategic planning security to be implemented at the World Cup in 2014, believes that the violent fans, both local and foreign, as a risk factor.

The document details the responsibility for the safety of the event, the measures that will be adopted; goals that will be pursued, the resources to be invested; preparations; cooperation with other countries; interaction with private firms contracted by FIFA to safety within stadiums, and the possible risk situations.

Among the latter, the text cites the "violent fans" and the measures already taken and to be taken to counteract them.

"The Federal Police has already sent requests for international cooperation in the various countries to obtain data on suspected links with terrorism and with 'hooliganism'," says the text.

Also, requested were "provocative data about problems in stadiums, among other groups of fans known for their participation in violent acts."

Those responsible for the plan highlighted the success of the European authorities to reduce violence inside the stadium by installing internal circuit television and identification of fans.

However, they state that "hooligans and provocateurs problems continue to act outside the stadium and found strategies to remain active through their organization into more closed."

According to the plan, the Ministry of Sports has initiated a plan to identify members of organized supporters to "avoid unwanted spectators in their stadiums."

The disclosure of the plan coincides with the measures taken by authorities in recent weeks as the cities of Rio de Janeiro and São Paulo to punish members of organized supporters responsible for acts of violence, including a ban on entry into the stadium.

Other threats that concentrate the attention of the plan are criminal organizations, especially drug traffickers, youth sex tourism, (sexual exploitation of minors), border crime, terrorist and extremist organizations from other countries, falsifying entries, piracy , cybercrime and even the possible natural disasters.

According to the document, the three pillars of the plan are external threats, internal threats and protection of ports, airports and borders.

As for external threats, the text cites international cooperation measures already taken to prevent entry into the country of people, materials or capital that may threaten the security during the World Cup, including an agreement with Interpol to improve access to information criminal issued by 188 countries that make up the organization.

The plan highlights the need to integrate the actions of different security agencies of Brazil, as was done in events like the Pan American Games of 2007, Carnaval, New Year's Eve, and Rock in Rio.

The text also highlights the need for cooperation with the private security agencies that hire FIFA to ensure security inside the stadiums, something unheard of in Brazil, as this paper has always been the Police.

"Brazil has no tradition with this integrated model of security at sports venues, in which public safety agencies take care of the city and roads to the gate of the stadium, and private security teams perform functions of asset security and surveillance inside the stadium, "says the document.

Let's cross our fingers and hope that really they do it, because what we see here in Recife is quite the contrary, it prohibits a flag or a musical instrument, because the cheerleaders (organized fans) are within the clubs themselves and there who fiddled with.

Each day that goes by the crowd who really has an interest in the sport is less loyal fans and especially those "partners", we call here fans who pays fees monthly to the club, think several times before going to the stadium, we have nothing, since as the primary organization, security, parking, comfort and hospitality of working force of the club, we are treated like as strangers in the nest, even paying the monthly fee, admission, drink, finally, we pay everything.

Gostaria de saber dos colegas: Os clubes de futebol no Brasil sabem fidelizar seus torcedores? Eles estão sabendo trabalhar a paixão? Sabem explorar seus arquivos históricos? / I wonder to the colleagues: Do the football clubs in Brazil know work with the loyalty of the fans? They know how to work with the passion and its historical archieves?




Marcelo Paciello da Silveira • Os clubes brasileiros, com raras exceções nem sabem o que significa fidelizar. Talvez eles pensem que torcedor fiel já está fidelizado. Atuo politicamente no Palmeiras e tem gente lá dentro que perguntou se a internet funcionava no final de semana. São essas pessoas que ainda fazem parte dos conselhos e das diretorias dos clubes de futebol no Brasil. Estão administrando como clube social.

Georgios Markakis • Permita-me discordar dos colegas acima. Eu acho que os clubes brasileiros são os que mais conseguem fidelizar seus torcedores. Pense o seguinte: Os torcedores são mal tratados. Os ingressos são caros. Os estádios não tem sequer banheiros nem comida decente. Há horários dos jogos tão tarde que em muitas vezes até o transporte público já se encerrou. Os produtos licenciados são abusivamente caros. 
E mesmo com tudo isso, o torcedor continua fazendo filas enormes para comprar ingressos! Diga-me se isso não é uma fidelização ao extremo. Chega a beirar o hipnotismo!!!

Leonardo Gonçalves da Silva Neto, PhD • Amigo Georgios Markakis, respeito a opinião de ambos. Acredito que o espaço é exatamente para isso, o debate. Eu continuo devendo a tese que o processo de fidelização dos torcedores ainda é um projeto distante. Mas, para não ficar na esfera das minhas afirmativas vazias vou trazer algumas informações para centro da discussão. Segundo máteria pública no Diário Esportivo Lance do dia 2 de março de 2012: 

Rio de Janeiro: 
Das 62 partidas do primeiro turno do carioca apenas 13 deram lucro para os clubes - as outras 49 foram deficitárias. 
A média do público no 1º turno no carioca em 2010 foi 3.525 pagantes, 2011 - 4085 pagantes e 2012 - 3017 pagantes. O maior público foi na final da Taça Guanabara 2012: 31.276 pagantes. Bons tempos aqueles de estádios cheios numa final de Taça Guanabara. O jogo Bonsucesso e Macaé em 2012 teve público com 10 pagantes. 

São Paulo: 
A média de público nas 10 primeiras rodadas do paulista foi de 5398 pagantes (2010), 5172 pagantes (2011) e 5072 pagantes (2012). O Maior público foi 2012 foi de 25166 pagantes no jogo Corintians e São Paulo. 323 pagantes foi o público do jogo São Caetano e Comercial de Ribeirão Preto. 

Paraná 
A média de público nas 5 primeiras rodadas foi de 2267 pagantes (2010), 3026 pagantes (2011), 1952 pagantes (2012). O maior público em 2012 foi no jogo Coritiba e Corinthians,10998 pagantes. 

Bahia 
A média de público nas 11 primeiras rodadas do Baiano foi de 3.048 pagantes (2010), 3294 pagantes (2011) e 2497 pagantes (2012). O maior público em 2012 foi no jogo Bahia e Vitória, 29388 pagantes. O jogo Serrano e Camaçari teve público de 171 pagantes em 2012. 

Esses só são alguns dados sobre a situação dos públicos nos campeonatos no Brasil, bem diferente dos clubes europeus.

Matheus Braga Gil de Oliveira • Os clubes não sabem fidelizar os torcedores porque o fator paixão conta muito. O torcedor apaixonado não deixa de ir pro estádio por causa do banheiro sujo ou porque a arquibancada é de concreto, etc. Ele continua indo, continua ficando horas na fila para ingresso de final, pega chuva, trânsito, transporte público horrível, etc.
Isso tudo somado ao amadorismo dos clubes faz com que continuem empurrando com a barriga, tirando as exceções.
O fato é que o público no estádio diminui a cada ano. Ora diminui menos, ora diminui mais. Mas diminui há muito tempo.

Felipe Demarqui • Acredito que nenhum clube brasileiro saiba, efetivamente, fidelizar seus torcedores. O que vemos são ações esporádicas e pontuais ao invés de uma busca constante para entregar melhores produtos e, acima de tudo, experiências vinculadas ao clube.

Lucas Souto • Olá Santos. Posso afirmar dentro do meu campo de atuação (as mídias sociais) que os clubes brasileiros ainda estão muito longe de conhecer, fidelizar e interagir com os torcedores. Há ainda muito amadorismo e pouco comprometimento com a comunicação. Sei que a comunicação não é tudo, mas é parte fundamental do processo de fidelização.

André Pires Gonçalves • O futebol brasileiro vive pela paixão no país e não pela fidelização, os torcedores são mal tratados e ainda correm o risco de sofrer violência, vão para o estádio sem a mínima condição de conforto e passam horas para comprar ingresso. Aquele que souber tratar bem seus torcedores não apenas como torcedores, mas como clientes irão tornar referência, nem basta muito é somente copiar alguns clubes mundo o fora ai que já saberão como lidar com os torcedores.

Vinicius Borsatto Ferreira • Concordo com esse último post do Walter, discutir a fidelização desse jeito para mim está errado! Porque há estudos que mostram que o torcedor de um clube é fiel a ele e dificilmente troca de clube o que significa ter fidelidade ao seu produto, o que seria diferente se comparasse a fidelidade (loyalty) de alguém que compra um Iphone ao invés de comprar um Galaxy. 

Para mim o mais correto nessa discussão seria falarmos sobre se os clubes sabem vender o seus produtos e serviços de maneira eficiente ou não, o que para mim seria NÃO. Depois entraríamos para a discussão sobre os fatores que impossibilitam de isso acontecer como; falta de estrutura, violência, má gestão, etc. 

Acho que o futebol brasileiro precisa de uma administração mais séria, se pararem para observar irão notar que quem faz a gestão do nosso futebol como um todo é a Rede Globo e não a CBF que somente organiza o calendário das competições. Os clubes mais fortes precisam se unir formar à tão sonhada Liga ou sei lá o que e criarem um plano estratégico de crescimento do futebol como um todo. 

Porque para mim os clubes só brigam entre si dentro de campo, pois, fora no final do dia cada um tem o seu público alvo bem definido e se bem trabalhado se torna uma moleza vender, veja o caso do Corinthians que depois de ser organizado e estruturado o seu produto a fidelização é natural dos seus torcedores devido a própria paixão, é uma mina de ouro! Cumprimentos.

Depois de ler e várias vezes tudo o que se escreveu aqui quero dar meus parabéns a todos, pois os comentários se locupletam todos eles. Os clubes brasileiros são administrados por torcedores, portanto, amadores e mesmo assim conseguem levar pessoas para os jogos, mesmo tendo um calendário extenso, horários esquisitos, ou melhor, que se troca a bel prazer da TV para que se possam assistir novelas, não temos Arenas decentes, temos pardieiros e todo dia de jogo parece que é "inauguração", desde a policia de transito até a de contenção, o pessoal que trabalho nos campos de futebol, chamados erroneamente estádios, são ignorantes e mal educados.

O brasileiro ganha mal, muito mal mesmo e muitos (pelo menos aqui em Recife) deixam de comer algo melhor, para ir ver o Santinha jogando, que mesmo na quarta divisão levou + de 50 mil ao "pardieiro", rsrsrs, enfim, tudo aqui pede para a profissionalização, só não sei quando, nem como, porque, vejam este caso.....

O Fernandão (nada tenho contra ele) é transformado de Gerente de Futebol para Head Coach em questão de minutos, nunca estudou nada para complementar seu conhecimento empírico com conhecimento cientifico, sem base e sem alicerces "científicos", bem dizendo...Entenderam?

O mais importante é que precisamos ter mais gente nas escolas, aliás, precisamos ter escolas superiores com curso técnico de alto nivel para; Técnico, Gerente, Executivo, etc., etc... Aqui as coisas andam mais na improvisação do que em qualquer outra coisa.

Vejam o caso do ex-presidente do Corinthians, repito nada tenho contra ele (tenho contra quem o fez Gerente da Seleção Brasileira).....E de repente pegou um clube grande, com torcida fiel, e vinha de um aprendizado com o Kia Jorabchiam, mesmo que nas coxas (aprendeu alguma coisa), e agora vejam a administração do Santos, atual, que criticou o o ex-pres., despencando de seu pedestal, e vejam o Flamengo com uma presidenta (como nossa presidenta gosta de ser chamada), uma ex-atleta que se mete numa embrulhada de arrepiar os cabelos e agora é que esta se dando conta que se f.....de A a Z. 

E aí, posso continuar falando de tudo isso, mas certamente que irão dizer...
O que isto tem com a pergunta inicial, tem tudo. Pois são todos presidentes estagiários ou seja, amadores, alguns estão ali para roubar e outros apenas porque são somente torcedores, no mais tudo é isto mesmo, Uma tremenda falta de profissionais na área e de ética.

Bahia

Matheus Braga Gil de Oliveira • Clubs do not know the loyalty of fans because the factor passion count for much. The fans love it still go to the stadium because of the dirty bathroom or because the bleachers is concrete, etc.. He keeps going, keeps getting in line for hours to enter the final handle rain, traffic, public transport horrible, etc..
This all added to the amateur clubs makes them continue pushing with the belly, removing the exceptions.

Vinicius Ferreira Borsatto • I agree with that last post of Walter, discuss loyalty like that to me is wrong! Because studies show that the supporter of a club is faithful to him and unlikely to return for the club it means to have loyalty to your product, what would be different if you compare the fidelity (loyalty) for anyone who buys an iPhone instead of buying a Galaxy.

E o que é “alguma coisa no ar”, é se pagar “por baixo da mesa” a certos presidentes que negociam os jogadores dos clubes diretamente, que viraram megaempresários se aproveitando do clube e da falta de conhecimento de seus torcedores, sócios e conselheiros e o que é mais alarmante é que os órgão noticiosos “oficiais”, aqueles que têm capacidade de averiguar e investigar, ficam pianinho, e calados! Esta é a principal razão de se oferecer valores que não podem nem devem ser chamados de valores, pois são preços de “pinga”, como muito bem fala o Neto, e quem lucram são os presidentes que viram de cara, empresário e passam a negociar as contratações diretamente.

Porque será que todo presidente quando assume, coloca logo pessoas de sua amizade nas posições chaves do clube e faz logo alguns diretores de futebol “profissional’, mesmo que ele seja apenas um vendedor de cachorro quente e porque se cerca de pessoas que antes eram tudo menos “profissionais do futebol” e de repente passam a ser e falar como “experts”. Estamos vendo o futebol brasileiro ao invés de aproveitar os títulos, a quantidade de jogadores diferenciados, o futebol que mesmo sendo administrado como é, ainda consegue formar todos os anos uma seleção nacional que pode ser titular em qualquer país do mundo.

Um exemplo; hoje Hulk vale no mercado europeu mais de 140 Milhões de reais, mas quando saiu do Brasil não custou nada, ou se muito, custou apenas algumas lapadas de pinga.
