O International Football Association Board (IFAB), ou
seja, a Mesa Diretora Internacional da FIFA nesta quinta-feira deu luz verde à
introdução de tecnologia na linha do gol, aprovando os dois sistemas que foram
testados nos últimos meses.
Das oito empresas que participaram da primeira rodada de
testes, apenas dois sistemas - Hawk-Eye e GoalRef - concluíram com êxito o
processo e podem agora candidatar-se a serem licenciados pela FIFA com o objetivo de
implantarem a linha de gol com tecnologia. O Secretário-geral da FIFA Jerome
Valcke disse que a tecnologia estará em vigor para dezembro na copa do Mundo de
Clubes em Tóquio, junto com a Copa das Confederações 2013 e Copa de 2014 no
Brasil.
Os dois sistemas funcionam com tecnologias completamente
diferentes. GoalRef cria o equivalente a uma onda de rádio com uma cortina de
luz. Baixos campos magnéticos são produzidos em torno do objetivo, e logo que a
bola é equipada com um dispositivo eletrónico compacto e cruza totalmente a
linha, uma pequena alteração no campo magnético é detectada, permitindo assim
que a posição exata da bola seja estabelecida.
Hawk-Eye utiliza seis a oito câmeras
de alta velocidade colocadas em ângulos diferentes em cada extremidade do campo
para calcular a posição exata da bola. Os dados das câmeras são então
transferidos para o software de vídeo para criar uma imagem de 3D gráfica da
trajetória da bola. Após o anúncio de quinta-feira, Patrick Nelson, um membro
da IFAB da Irlanda do Norte, disse aos repórteres: "Esta é uma decisão de
longa duração e vai ressoar em todo o mundo. Estamos ansiosos para a sua implementação
ao longo dos anos "A Liga Premier Inglesa, que tem sido um defensor de

O apoio que a IFAB deu para linha do gol tecnologia vem
depois do presidente da UEFA, Michel Platini, na semana passada, quando reiterou
sua oposição à iniciativa, afirmando que a sua introdução no futebol seria um
"erro histórico".
Em contraste, o presidente da FIFA, Sepp Blatter chamou a
introdução de tecnologia na linha do gol uma "necessidade", como
co-anfitriã, a Ucrânia foi desclassificada da Euro de 2012 com uma sequência de
mais um incidente controverso. A Ucrânia foi derrotada 1-0 pela Inglaterra em
Donetsk no dia 19 de junho, mas parecia ter reivindicações legítimas no gol que
marcou e que não foi autenticado.
O chute de Marko Devic aos 62 minutos parecia ter cruzado
a linha antes que o zagueiro John Terry a tirou de dentro do gol faltou apenas um
sinal para a posição oficial sobre a linha do gol. O incidente é parte de um grande
número de casos de alto nível que surgiram nos últimos anos.
Platini, que é amplamente considerado como o herdeiro
aparente de Blatter, não fez segredo de sua preferência contra o sistema de linha
de gol com tecnologia, e prefere cinco árbitros que deveria ser utilizado no
Euro 2012. Junto com o Euro 2012, o sistema também tem sido experimentado nos
últimos dois anos na Liga dos Campeões e Liga Europeia, juntamente com a Copa
do Presidente da Confederação Asiática de Futebol e de competições no Brasil,
França, Marrocos e Qatar, este sistema de 5 árbitros.
O IFAB também decidiu por unanimidade que o uso de dois
árbitros assistentes adicionais sejam aprovados citando "o apoio que pode
fornecer em jogos de futebol oficiais".

The International Football
Association Board (IFAB) on Thursday gave the green light to the introduction
of goal-line technology by approving both systems that have been tested in
recent months.
Of the eight companies that
took part in the first round of tests, only two systems – Hawk-Eye and GoalRef
– successfully completed the process and can now apply to become FIFA goal-line
technology licensees. FIFA secretary general Jerome Valcke said the technology
will be in place for December’s Club World Cup in Tokyo, along with the 2013
Confederations Cup and 2014 World Cup in Brazil.
The two systems work using
completely different technology. GoalRef creates the radio equivalent of a
light curtain. Low magnetic fields are produced around the goal, and as soon as
the ball, which is fitted with a compact electronic device, fully crosses the
line, a minor change in the magnetic field is detected, thus allowing the exact
position of the ball to be established. Hawk-Eye uses six to eight high-speed
cameras set up at different angles at each end of the pitch to calculate the
exact position of the ball. The data from the cameras is then transferred to
video software creating a 3D graphic image of the ball’s trajectory.
Following Thursday’s
announcement, Patrick Nelson, an IFAB member from Northern Ireland, told
reporters: “This is a long-lasting decision and will resonate around the world.
We look forward to its implementation over the years.” The English Premier
League, which has been a long-time supporter of goal-line technology, added in
a statement: “We will engage in discussions with both Hawk-Eye and GoalRef in
the near future with a view to introducing goal-line technology as soon as is
practically possible.”
The
IFAB’s backing for goal-line technology comes after UEFA president Michel
Platini last week reiterated his opposition to the initiative by stating that
its introduction into football would be a “historical mistake”. By contrast,
FIFA president Sepp Blatter called the introduction of goal-line technology a “necessity”
as co-host Ukraine exited Euro 2012 following yet another controversial
incident. Ukraine was defeated 1-0 by England in Donetsk on June 19, but
appeared to have legitimate claims for an equalizer turned down. Marko Devic’s
62nd minute
shot appeared to have crossed the line before it was cleared by England
defender John Terry, only for the official standing on the goal-line to fail to
signal for a goal. The incident is one of a number of high-profile cases to
have arisen in recent years.
Platini, who
is widely considered to be Blatter’s heir apparent, has made no secret of his
preference for the five-official system being used at Euro 2012 over the use of
such technology. Along with Euro 2012, the system has also been trialed over
the past two years in the Champions League and Europa League, along with the
Asian Football Confederation’s President’s Cup and competitions in Brazil,
France, Morocco and Qatar.
The IFAB
also unanimously agreed that the use of two additional assistant referees be
approved citing “the support they can provide in officiating football matches”.
