Infelizmente essa expressão foi traduzida para o português usando palavras muito mais fortes'.

Caso não haja acordo, a solução pode ser fazer os jogos do Mundial na Arena do Grêmio, que está sendo construída e tem prazo para ficar pronta no final de 2012. A mudança de estádio dependeria de uma aprovação da FIFA, mas a entidade não deve colocar grandes obstáculos para isso. Uma possível exclusão da cidade de Porto Alegre da Copa acarretaria em prejuízos maiores, já que o calendário das partidas está definido desde outubro do ano passado.

Com a repercussão do caso, o Comitê Organizador Local (COL) da Copa soltou uma nota oficial negando que tenha estipulado um prazo para que o Inter defina a situação do Beira-Rio.

"O Comitê Organizador Local (COL) informa que não há uma data limite para a assinatura do contrato das obras de reforma do Beira-Rio. O COL monitora a situação de perto e continua na expectativa da assinatura do contrato o mais breve possível", diz o comunicado.

A nova discussão começou no sábado, quando a construtora publicou nota nos jornais do Rio Grande do Sul informando que conseguiu definir todos os demais investidores necessários à viabilização do projeto. A reforma do Beira-Rio deve custar R$ 330 milhões. A empresa e seus parceiros, ainda não identificados assumem os custos e ficam com a administração de parte do estádio, como 121 camarotes e 5 mil cadeiras. Mas, para obter o empréstimo do BNDES, devem apresentar garantias financeiras.

Na mesma nota, a Andrade Gutierrez diz que apresentou "um plano sólido de garantias" ao Banrisul, agente repassador de recursos do BNDES, e reclama que sem a aprovação das garantias não é possível obter o financiamento e constituir a sociedade de propósito específico que viabilizará a reforma. O Banrisul reagiu por nota distribuída nesta segunda-feira, na qual sustenta que "a proposta apresentada pela construtora não está suficientemente estruturada, em relação às garantias, para realizar a operação de financiamento".

A divulgação das notas e a manifestação do governador lançaram dúvidas sobre a viabilização do projeto nos prazos adequados. O presidente do Internacional, Giovanni Luigi, considerou positivo que a empresa tenha divulgado que encontrou os parceiros para a formação da sociedade de propósito específica, mas admitiu que o Banrisul pudesse ter suas próprias normas para aceitar ou não garantias. A empresa divulgou nova nota à imprensa, na qual reitera que vai buscar uma solução consensual para o entrave existente e "está envidando esforços para negociar as garantias dos parceiros, única pendência para a formação da sociedade de propósito específico".

O presidente da EMBRATUR, Flávio Dino, afirma que os problemas de planejamento não devem afetar a recepção da Copa. Otimista, ele avalia que o turismo agrega progressos desde a criação do ministério e prevê que exposição do país com o evento resulte na duplicação de turistas estrangeiros até 2020.

Estamos sem a vigência do Plano Nacional de Turismo (PNT), como suprir essa falta sem prejudicar a organização para receber os megaeventos? Em breve teremos PNT 2011- 2014, enquanto isso, continuamos a execução do anterior, que permanece em grandes linhas atual. E no caso da EMBRATUR o Plano Aquarela vai até 2020. Então existe um planejamento estratégico que está sendo executado.

Os atrasos nas obras para a Copa e Olimpíadas podem causar transtornos que manchem imagem do Brasil? Estamos convictos que a imagem do Brasil só tem a ganhar com os eventos esportivos. Pode ser verificado atraso em um ou outro estádio, mas são pontuais.

Se olharmos globalmente, as obras estão em dia. É lógico que não é mágica, não vamos imaginar que em 2014 não exista mais nenhum problema urbano nas 12 cidades-sede, não foi assim em nenhum lugar do planeta e não vai ser no Brasil. Os aeroportos, que são os grandes portões de entrada e de circulação de pessoas funcionarão adequadamente em 2014. Isso eu tenho total convicção.

Qual o principal desafio para a preparação da Copa 2014? Coloco no mesmo patamar a necessidade de infra-estrutura, capacitação profissional e promoção nacional e internacional. São três eixos de atuação que estão integrados.

Como o senhor avalia a evolução do setor de turismo desde a criação do ministério?
