Real Madrid Reportedly Under FIFA Investigation over Transfers of Minors

Real Madrid are reportedly under FIFA investigation to determine whether they have illegally signed minors.

Spanish publication AS claims to have access to "strictly confidential" documents, reported by Joaquin Maroto. An image of the alleged documents was also tweeted on the newspaper's social feed (click to enlarge):

Fifa is currently compiling information and documentation in order to adequately evaluate this matter. At the moment, a formal disciplinary procedure has not been opened. We cannot provide any further information at this stage.

Maroto claims FIFA is working to determine whether Madrid have breached Article 19 of the Regulations on the Transfer of Players regarding the Protection of Minors.

It is suggested the governing body has requested documentation from the Spanish Football Federation for under-18 signings Madrid have brought in from their feeder clubs. Maroto suggests Madrid are known to sign an agreement with surrounding teams, which ensures LosBlancos can include players of "every age" in their squads "as the club chooses."

Maroto provided the details of reported exchanges between FIFA and the European champions:

In the letter, dated 17 December, sent to the Spanish Federation, Kimberly Morris, Head of Integrity and Compliance at FIFA, asked for the information about the players to be provided before 14 January. Jorge Perez, the Federation's secretary general, passed the request to the clubs 48 hours later. Barcelona were recently handed a 14-month transfer ban—two complete windows—for the illicit signing of minors. The Catalan club's appeal was rejected by the Court of Arbitration for Sport, a decision which FCB labelled "excessive," per BBC Sport.

Madrid recently signed Mink Peeters and Martin Odegaard, two 16-year-old stars. Both are expected to become world-class players—enjoying previous experience at Ajax and Stromsgodset, respectively—so it's unclear whether their captures could potentially breach FIFA's rules.

Maroto suggests Barcelona's case was kicked into life after "anonymous tip-offs," something Madrid Vice-President Pedro Lopez Jimenez denied being involved with. It is also indicated the reported investigation into Los Blancos comes after an unknown source prompted things into motion.

Official confirmation is yet to be provided for any of this, but Madrid will be keen to clear their name in the near future.

O Comitê Médico da FIFA definiu nesta terça-feira que não proibirá viagens aos países afetados pelo vírus do ebola, mas aconselhou que todas as excursões programadas pelo organismo para essas regiões que não sejam urgentes sejam adiadas, seguindo recomendações da Organização Mundial da Saúde (OMS).

Diante do problema do ebola, a entidade que rege o futebol mundial anunciou que analisará urgentemente formas de colaborar com o poder do futebol na luta contra o vírus, com o objetivo de ajudar a divulgar mensagens importantes para a prevenção da doença.

"Entraremos em contato e colaboraremos com a OMS na identificação de medidas efetivas para a prevenção do ebola", disse o chefe médico da Fifa, Jiri Dvorak.

Ex-membro do Comitê Executivo é banido do futebol pela FIFA

O ex-membro do Comitê Executivo da FIFA, Vernon Manilal Fernando, do Sri Lanka, foi banido pela organização de qualquer atividade no futebol por período vitalício. A decisão saiu após dois dias de audiência no Comitê de Apelação da FIFA, em Zurique.

Em 30 de abril, o Comitê de Ética da FIFA havia punido Fernando com uma proibição por oito anos das atividades no futebol. Tanto o réu quanto o chefe da investigação, Michael Garcia, apelaram contra a decisão. Na quarta-feira, o Comitê de apelação da FIFA ouviu Fernando e Garcia, em apelações separadas, e chegou à decisão, rejeitando a de Fernando e confirmando a de Garcia.

Em um comunicado a FIFA afirmou: “A proibição vitalícia foi imposta ao Sr. Fernando por violações do artigo 13 (normas gerais de conduta), artigo 19 (conflito de interesses), artigo 20 (oferecer e aceitar presentes ou outros benefícios), artigo 21 (suborno e corrupção) e artigo 42 (obrigação geral de colaborar) do Código de Ética da FIFA, edição 2012.”

Em março, Fernando foi inicialmente proibido de forma provisória de exercer qualquer atividade no futebol por 90 dias, em meio a uma investigação de alegação de corrupção. Ele era membro do Comitê Executivo da FIFA desde 2011 e foi banido a pedido de Garcia e Hans Joachim Eckert, Presidente da Câmara Decisória do Comitê de Ética da FIFA. Fernando era ex-aliado do, também banido, Ex-Presidente da Confederação Asiática de Futebol (AFC), Mohamed Bin Hammam.

TORCIDAS ORGANIZADAS NÃO PODEM PARTICIPAR DAS FINAIS DO CAMPEONATO EM PERNAMBUCO / THE CLUBS ORGANIZED FANS CANNOT PARTICIPATE IN THE FINAL CHAMPIONSH

O futuro das torcidas organizadas do estado está ameaçado. O Ministério Público de Pernambuco, através da Promotoria de Defesa do Consumidor, expediu uma recomendação, no fim da tarde de ontem, para proibir o acesso das uniformizadas aos estádios nas semifinais e finais do Pernambucano 2012.

O documento deverá ser apresentado, na manhã de hoje, à Polícia Militar, à Federação Pernambucana de Futebol (FPF) e aos quatro clubes que vão disputar a segunda fase do campeonato. O promotor Ricardo Coelho, responsável pela medida, também já deu entrada em uma ação judicial, que visa a dissolver e extinguir todas as TOs.

Conforme a recomendação do Ministério Público, todos os torcedores que estiverem portando uniformes, bandeiras e outros acessórios que identifiquem as organizadas deverão ser barrados nas entradas do estádio. A PM, a FPF, o Náutico, o Salgueiro, o Santa Cruz e o Sport terão 48 horas, a partir da notificação, para responder se vão acatar ou não à recomendação. “Caso se neguem e voltem a ocorrer problemas como o do último domingo, as pessoas jurídicas e físicas poderão responder solidariamente pelos eventos”, afirmou Ricardo Coelho.

Segundo ele, a recomendação é uma medida que busca o efeito imediato, mas que tem previsão legal, diferentemente de portarias recentes da FPF que barraram uma ou mais torcidas organizadas. “Judicialmente, estamos lutando para que as uniformizadas sejam proibidas em todas as competições. Mas, como a decisão pode demorar meses e cabe recurso, julguei por bem expedir a recomendação”, explicou.

Uma solução definitiva também é defendida pelo juiz titular do Juizado Especial do Torcedor de Pernambuco (JETEP), Aílton Alfredo. “Não adianta só pensar em medidas imediatas, como das outras vezes, e depois ficar tudo como está.”

Mesmo sem ter ciência da recomendação, a FPF havia agendado uma reunião, hoje à tarde, para definir que medidas seriam tomadas em relação às organizadas. O encontro já estava previsto, mas foi antecipado devido às cenas de violência registradas antes, durante e depois do jogo entre Sport e Santa Cruz, na Ilha do Retiro, no último domingo. Ontem pela manhã, o presidente da entidade, Evandro Carvalho, prometeu firmeza.

Infelizmente estamos vendo um monte de medidas que só irão tirar a beleza dos jogos de futebol ao invés de tratar da causa, estão tratando os efeitos, é o que penso. Barrar as torcidas organizadas do s jogos de futebol é um atestado de incompetência, tanto das autoridades quanto dos organizadores e da própria imprensa falada, escrita e televisada.

Por exemplo, “proibiram o uso de bebidas alcoólicas nos estádios”.... Nunca vi isto, e olhe que sempre estou assistindo jogos em qualquer estádio e em qualquer jogo, sempre houve bebida dentro, fora e nos entornos, servidas a qualquer um e principalmente fora dos estádios, onde todos podem comprar e beber, somente quem não frequenta os estádios é que não vê.

Já deveríamos ter tomado às precauções previstas em Leis anteriores, como por exemplo, a instalação de câmeras que possam realmente mostrar quem é quem entre os baderneiros, a segurança dos clubes nos estádios, a nossa polícia que fica assistindo o jogo ao invés de cuidar dos torcedores, e por aí segue os descuidos, os desmandos com a falta de conhecimento e a impunidade que é uma característica deste País.

Aqui se quer cuidar dos frutos, quando o problema está nas raízes.

"Volta tudo como era antes. Ninguém entendeu nada, era meio uma informação totalmente nova, fora de contexto", disse Cândido à Reuters.

A nova posição é um recuo de Cândido. Na quarta-feira, ele disse que retiraria o dispositivo que legaliza o comércio de bebidas nas arenas após reunião com representantes da Casa Civil, na qual teriam afirmado não haver um acordo do governo sobre tal exigência.

Ainda na noite de quarta-feira, o relator participou de reunião com o governo, e logo depois o ministro do Esporte, Aldo Rebelo, emitiu nota. O ministro deixou claro, na nota, o "compromisso assumido junto à FIFA relativo à venda de alimentos e bebidas nos estádios".

A questão interessa à FIFA, que tem uma cervejaria entre seus principais patrocinadores. Deputados contrários à liberalização das bebidas alegam que a permissão pode aumentar casos de violência nas arenas.

O secretário-geral da entidade, Jérôme Valcke, criticou diversas vezes a demora na aprovação da Lei Geral da Copa. Na última delas, disse que o Brasil precisava de um "chute no traseiro" para fazer o evento acontecer. Após a declaração, o Brasil vetou sua atuação como interlocutor junto à FIFA.

"Já começa a ficar constrangedor para o Brasil essa demora em aprovar. Já está passando do limite do atraso. A FIFA tem razão na pressão dela e o Brasil tem que cumprir seus compromissos", disse Cândido.

A lei, aprovada em Comissão Especial na semana passada, precisa passar pelo plenário da Câmara e do Senado antes de ir à sanção presidencial.

Gostaria realmente de saber quem de sã consciência concorda com esta atitude dos políticos, estão tentando chantagear a presidente Dilma, só consigo enxergar esta posição. Porque, nunca se parou de vender bebidas alcoólicas nos estádios, precisamos apenas mudar duas palavras, que são “dentro” e “fora”, pois nunca se deixou de existir álcool nos jogos, dentro ou fora, só na cara de pau destas pessoas que tem mandados como representantes do povo.

E isto é uma vergonha ver o que estão fazendo com este País, pois o ex-pres. LULA assinou um documento aceitando as condições da FIFA, e agora depois de todos estes anos os parlamentares mostram o quanto tem apreço pela pátria e pela integridade de sua palavra.

A decisão foi tomada em votação de destaque ao relatório do deputado Vicente Cândido (PT-SP). O resultado foi concluído nesta terça-feira e o projeto agora vai para o plenário da Câmara. A proposta terá ainda de ser analisada pelo Senado.

O ponto era visto como o mais sensível no debate, ainda mais depois da polêmica com o secretário-geral da FIFA, Jérôme Valcke, que disse ser necessário 'dar um chute no traseiro' do Brasil para acelerar a organização da Copa. A comissão acatou a exigência da FIFA, que tem uma cervejaria como patrocinadora. Um dos defensores da proibição, o deputado Vanderlei Macris (PSDB-SP) diz que vai insistir na derrubada desta parte do texto no plenário.

O projeto inclui na legislação brasileira novos crimes para atender à entidade e seus patrocinadores. Quem usar símbolos oficiais de forma indevida ou divulgar marcas com fins de atingir lucros por associação com o evento poderá ser condenado a detenção, além de pagar multa.

A proposta suspende legislações estaduais e municipais que garantem desconto ou gratuidade em ingressos, mantendo em vigor durante a Copa somente o Estatuto do Idoso. Porém, se for aprovada uma lei federal nesta linha para beneficiar estudantes, como o Estatuto da Juventude, o direito seria estendido aos eventos da FIFA.

Serão reservados 300 mil ingressos da Copa de 2014 e 50 mil bilhetes da Copa das Confederações para serem vendidos a preços populares.

Estudantes, idosos e beneficiários do Bolsa Família poderão pagar cerca de US$ 25 (R$ 42,50) por estas entradas. Se houver sobra de ingressos nessa categoria a FIFA poderá vender os bilhetes a US$ 50,00 (R$ 85,00) para outros brasileiros.

Em relação à responsabilidade civil da União, Cândido manteve o texto do governo em que o País só será responsável por prejuízo decorrente de 'ação ou omissão' do governo ou problemas de segurança, desde que a FIFA não tenha concorrido para esta situação. A entidade do futebol desejava um texto mais amplo que desse garantias expressas mesmo em caso de possíveis desastres naturais ou atentados terroristas.

Segundo o relator, a Advocacia-Geral da União (AGU) deverá emitir um parecer dando mais garantias à FIFA.

FÉRIAS ESCOLARES

A proposta ainda permite ao governo federal decretar feriado em dias de jogos do Brasil e a estados e municípios tomar a medida quando sediarem qualquer dos jogos dos eventos. O relatório prevê férias escolares em todo o País durante a Copa de 2014 e que aeroportos militares possam ser usados para atender possível excesso de demandas.

Nada mais justo e correto do que cumprir o que foi acertado em Zurique, pois se prometeu cumprir as exigências, para o Brasil tirar os Estados Unidos e a Inglaterra do páreo, conseguindo trazer a Copa do Mundo da FIFA. Infelizmente, ainda temos muita gente que não tem conhecimento e entendimento do que este evento trará em seu bojo, e o seu legado adiantará para a saúde, os transportes, a segurança, enfim, isto impulsionará mais rapidamente este País rumo ao primeiro mundo.

Uma coisa é falar que com este dinheiro empregado se poderia construir mais hospitais, mais escolas, preparar melhor e pagar melhor nossos policiais, melhorar as estradas, construir mais ferrovias, etc., etc. Outra coisa é falar que não se toma bebida alcoólica dentro dos estádios, outra coisa é você saber que existe bebidas na entrada e no entorno dos estádios para quem quiser, mesmo menores de idade e todos bebem.

Este evento está trazendo outro que é a Copa das Confederações e logo em seguida, as Olimpíadas e outros mais virão, no rastro desses. E aí, ninguém segurará mais o Brasil.

RIO DE JANEIRO, 18 Jan (Reuters) - A Copa do Mundo de 2014 vai ter venda de cerveja liberada nos estádios, garantiu nesta quarta-feira o secretário-geral da FIFA, Jêróme Valcke, firmando posição num tema que tem provocado discórdia no Congresso e que ameaça adiar ainda mais a aprovação da Lei Geral da Copa no Brasil.

A lei, um conjunto de regras e garantias exigidas pela FIFA para a realização do Mundial, estava prevista para ser votada no ano passado na Câmara dos Deputados, mas divergências em temas como a venda de cerveja, o preços dos ingressos e as responsabilidades do governo brasileiro travaram as negociações.

Valcke, que está no Brasil para acompanhar os preparativos do país e, principalmente, tentar fechar um acordo com o governo e os parlamentares para aprovar a lei, disse que a FIFA aceitou vários pedidos do governo brasileiro, como na questão dos ingressos populares, mas que não admite negociar sobre a venda de cerveja.

"A bebida alcoólica é parte da Copa do Mundo da FIFA, então vai ter. Me desculpem, eu posso parecer um pouco arrogante, mas isso é algo que a gente não negocia. Tem que ser parte da lei o fato de que nós temos o direito de vender cerveja", disse Valcke em entrevista à imprensa estrangeira no Rio de Janeiro, onde participará na quinta-feira de uma reunião com o comitê organizador local do Mundial.

Desde 2003, a venda de bebidas alcoólicas é proibida em estádios do Brasil como parte do Estatuto do Torcedor. A medida foi tomada para evitar a violência nas arquibancadas nos jogos de futebol.

O ministro da Saúde do governo Dilma Rousseff, Alexandre Padilha, e deputados ligados à área da saúde fizeram pressão no Congresso para que a proibição fosse mantida na lei específica do Mundial.

Para a FIFA, a venda da cerveja nos estádios é uma questão comercial. A federação internacional tem acordo de patrocínio há mais de 25 anos (desde a Copa do Mundo de 1986, no México) com a marca norte-americana Budweiser, que atualmente faz parte do maior grupo de cerveja do mundo, o Anheuser-Busch InBev.

"A nossa parceira, inclusive, é uma empresa brasileira", disse Valcke, lembrando que a cervejaria brasileira AmBev integra a AB INBEV.

Valcke já havia levantado o tom das cobranças às autoridades brasileiras sobre as negociações da Lei da Copa na segunda-feira, quando afirmou, em Brasília, que o Brasil estava pedindo demais à FIFA "só porque vocês ganharam cinco Copas do Mundo".

O projeto da lei ainda não foi aprovado numa comissão especial da Câmara dos Deputados que o avalia de forma preliminar. Depois, precisará passar no plenário da Câmara e receber o aval dos senadores. Com o recesso dos parlamentares, a matéria só deverá voltar a ser discutida em fevereiro.

Sobre os preços dos ingressos, outro tema que causa discórdia devido ao direito à meia entrada que estudantes e idosos têm nos eventos esportivos pela legislação brasileira, Valcke disse que o tema será resolvido com a criação de uma categoria especial de ingressos populares de 25 dólares.

Serão 300 mil ingressos nos jogos da primeira fase da Copa para diferentes grupos sociais, incluindo indígenas, pessoas que entregarem armas de fogo e pessoas de baixa renda, além dos próprios idosos e estudantes.

Valcke cobrou, no entanto, que haja mecanismos de fiscalizar esse benefício.

"É injusto se uma pessoa que pode comprar um ingresso de categoria um compra o ingresso de categoria quatro. Temos que garantir que isso não vai acontecer, porque aparentemente é muito fácil se conseguir uma carteira de estudante aqui", disse.

Precisamos também olhar a infra-estrutura das cidades sedes imediatamente, aqui em Recife, teremos sim problemas e gravíssimos, por causa do transito que é caótico e na época de chuvas para tudo, e vou repetir, os jogos serão em julho de 2014.
