Federal government should be the guarantor of Club Corinthians/Governo federal deve ser avalista do Itaquerão.

A informação é do site Portal 2014.

SAO PAULO - Every day the public, means, Federal Gorvernement involvement with the construction of the stadium for Corinthians in Itaquera, becomes more evident. The risk now is that the federal government as a guarantor of loans between $ 400 million of Reais needed for the work, since the Banco Nacional de Desenvolvimento Economico e Social (BNDES) would have refused the financial guarantees provided by the Odebrecht construction company, responsible for the work. Information is Portal Site 2014.

According to the report, a person connected with the club’s endorsement ensures that the Union will not affect the work schedule. Programming is maintained, which provides for start of construction for the second half of this month.
A spokesperson for the BNDES said that the bank can not be displayed on negotiations involving private entities, such as the Corinthians and Odebrecht.

But He revealed that by the end of last week the bank had not received a formal loan application and design, a fundamental step for the initiation of negotiations.

Problems. The Itaquerão is the stadium in São Paulo appointed by FIFA to host the World Cup matches in 2014. Delays in the start of construction led ear pulling the organization's president, Joseph Blatter, who last week complained about the delay in the project definition. Of the 12 arenas Cup, only the Stadium of Dunas in Natal, presents the same level of delay stage Corinthians.

'We have the Confederations Cup in 2013 and still do not know if the stadium in São Paulo and Rio will be able to see this event, "Blatter said, without hiding the dissatisfaction with the progress of works. 'The World Cup will begin tomorrow and the Brazilians think that will only start after tomorrow. '

And the novel continues the incompetence of the decision to lack of knowledge brings us a delay in everything that surrounds our football, which is in the field and played is the best in the world, but in they administration is one of the latest in the world. It's a shame.

Government's proposal provides for transfer of images from the 2014 Cup-TVs without rights, says the newspaper/Proposta do governo prevê cessão de ima

The government's intention is to publish a Provisional Measure (MP) that governs the actions related to the event to be held in Brazil in 2014, called the General Law Cup.

The federal government is preparing a provisional measure that could create an opening to ease the monopoly of FIFA for the rights to broadcast images of World Cup 2014 and, of course, has everything to displease the entity. According to a report published in this Sunday's at the Folha de Sao Paulo, the text prepared by the Ministry of Sports, which the newspaper had access, maintains a larger space for the stations without rights to broadcast the World Cup.

The government's intention is to publish a Provisional Measure (MP) that governs the actions related to the event to be held in Brazil in 2014, called the General Law of the Cup. One of the articles allows the TV stations who have not purchased the rights to broadcast the tournament run 30 seconds of events related to the World Cup, plus 3% of the time of each match.

Once this point is resolved, the General Law of the World Cup should be sent to Congress. In practice, says FOLHA, the gap reduces the exclusive rights to distribute the images of games and events related to the Global 2014. Under the proposal, these TV stations could use the so-called "flagrant" image bidding for the games solely for journalistic programs. This rule would only pay for Brazilian companies.

According to the newspaper, the Local Organizing Committee (LOC) of the 2014 World Cup is against the proposed relaxation by the government. To the Rede Globo TV, a partner of the traditional Brazilian Football Confederation (CBF), has bought the rights to broadcast World Cup in Brazil, but not yet negotiated with the other stations sub-licensing (permission to broadcast the games with a permission of the owner rights). Just as in the Brazilian Championship games, the TV Band to close this partnership.

For the text of the Provisional Measure, the release of images of the World Cup will no longer be made by TV Globo, as before, but by FIFA itself, would make available, within two hours after the matches, at least six minutes of content for other broadcasters could use the time limits previously agreed.

We're seeing a real tower of Babel in our country, in sports. Seems like you've never seen organizing, planning and other things that are leveraging our country to be a major world economies and why not say, power, too.

I hope all this is not just the pleasure of filling their pockets with even more money that is not theirs. We urgently need to put house in order, otherwise the results will not be those who expect at least I and the rest of the Nation.

I do not like to talk about politics, more like one of those who believed the former president Lula and accompanied his application to vote in Roussef, I pray that our president look kindly to this situation in football too.

Yesterday she named Henrique Meirelles (Congratulations on the very wise) to be the public manager of the 2016 Olympics, please do not go over the 2014 and the country says thank you.

Federal Public Ministry and they Attorneys points irregularity

The City of Natal (Christmas City), at last, breathed relieved yesterday when the government of Rio Grande do Norte revealed that at least one company, the OAS, presented a proposal in the bid to build the Dunes Arena, which will stage the 2014 World Cup in Natal.

But the headquarters, one of the most backward in the schedule of works for the World Cup, still runs the risk of a serious mishap and stay BNDES financing for works in the stadium, budgeted at $ 400 million.

In December, the Federal Public Ministry (MPF) has pointed out irregularities in the bidding of the Public-Private Partnership (PPP) of the stadium, which has just deserted. As the state government had to write a new edict, the MPF suggested several modifications.

The prosecutor alerted to the fact that the last contract, some economic and financial risks - motivated by exchange rate fluctuations or changes in design, for example - falls almost exclusively on the government.

"Some provisions of the edict favored the private partner," says attorney Rodrigo Telles de Souza, responsible for sending the recommendations to the government.

For the MPF, the potential financial risks of PPPs need to be undertaken largely by the private partner.

According to the prosecutor, the government did not accept the recommendations.

Given the lack of adjustments in new decree, Telles de Souza advised not to BNDES approves financing for the Dunes Arena until the irregularities in the contract are changed.

"The government has not complied with the suggestions. They're taking a risk.
This threatens the participation of Rio Grande do Norte in the Cup because the BNDES may not pass the budget," said the prosecutor, who believes the bank will receive its recommendation.

"In other constructions for the World Cup in 2014 venues that had problems with the bidding stage, the bank accepted the suggestion of the prosecutor" he said.

The prosecutor also sent to the Court of Audit, the arguments used by the government for Natal not comply with the recommendations and is awaiting a position of authority.

Asked by this reporter, Mr.Demetrius Torres, special secretary for the World Cup at Christmas City (Natal City), merely saying that the new edict suits adjustments required by the prosecutor. The Secretary maintained the position even when he was informed that the Prosecutor stated otherwise.

Unfortunately this will be headlined by the end of the works for the World Cup in 2014. Here in Natal, Recife, Brasilia, or at any constructions where you are in Brazil, we have embezzlement, billed super prices and other schemes that are tarnishing our country.
